New code to untangle building rules

A request for proposal has been issued to select a consultant who will work with HMDA to draft the UDBC, align internal procedures, and improve user-facing processes. The consultant will review Telangana's existing regulations, comparing them with those of other Indian states and select cities in East Asia and Europe, aiming to increase regulatory clarity. The consultancy will include preparation of a comprehensive UDBC, proposing uniform zoning regulations to support mixed-use development, enabling approvals at all levels, and assisting with necessary statutory changes. Improvements will also be made to digital systems such as BuildNow and other procedural reforms. The consultant is expected to examine existing laws, GOs and communications, and provide recommendations on key areas such as setbacks, building heights, road widening, TDR usage, mixed-use development, parking norms, amenities, required clearances and conservation regulations. A detailed comparative analysis will be conducted using the National Building Code, URDPFI guidelines, and relevant regulations from Indian and international cities. The study will also incorporate urban reform initiatives promoted by the Centre and state, such as flexible zoning, simplified land use conversion, liberalised plot regulations and streamlined occupancy certificate issuance.

HYDERABAD: The National Real Estate Development Council (NAREDCO) Telangana on Wednesday extended its support to the government's initiative of Bhu Bharati portal and BuildNow application. Speaking to the media here, the NAREDCO members asserted that the Bhu Bharti portal will serve as a restructured and more efficient version of Dharani portal, addressing challenges by simplifying processes, correcting legacy errors and improving public confidence in land ownership records. They said that Bhu Bharati is a modernised Record of Rights (RoR) system that provides clean and verified land titles essential for reducing legal risks and supporting developers in making secure, informed investment decisions. NAREDCO president Vijaya Sai Meka said: 'The Bhu Bharathi initiative marks a significant stride toward a transparent and efficient land administration system in Telangana. Alongside this, the BuildNow application is set to streamline building and layout approvals, further easing project execution for developers". "NAREDCO Telangana believes this initiative will bring immense value to developers, investors and buyers alike. The Council is committed to working closely with the government to ensure that the real estate sector maximises the benefits of this progressive reform,' he added. He further said that the Bhu Bharati portal was a vital reform aimed at transforming the state's land governance framework. The core objective of this initiative is to establish a transparent, efficient and legally robust land administration system that strengthens land security, reduces disputes, and simplifies property transactions, he added. The Council also urged the government to maintain an open channel of communication with industry stakeholders to ensure seamless implementation, ongoing improvements and user-friendly access to the Bhu Bharathi platform. Such collaboration is essential to positioning Telangana as a model for land reforms that not only support economic development but also build a future-ready and investor-friendly real estate environment, the members said.

The National Real Estate Development Council (NAREDCO) Telangana has extended its support to the Telangana government's recently launched Bhu Bharati portal and the BuildNow application, hailing them as transformative steps towards strengthening land governance and accelerating real estate growth, especially in rural and semi-urban parts of the State. Expressing appreciation for the government's proactive approach during a press conference held in Hyderabad on Wednesday, NAREDCO Telangana said the Bhu Bharati portal aims at addressing long-standing land-related challenges in Telangana. 'The Bhu Bharati initiative marks a significant stride toward a transparent and efficient land administration system in Telangana. It will reduce legal uncertainty, simplify property transactions and open up new development zones, particularly in semi-urban and rural areas,' said Vijaya Sai Meka, president of NAREDCO Telangana. In addition, NAREDCO Telangana lauded the government's efforts to simplify the building approval process through the BuildNow application, which replaces the existing TG-BPASS system. 'The BuildNow application is a milestone that will further ease project execution and enhance the ease of doing business in Telangana. By involving industry stakeholders during development, the government has shown commendable foresight,' he said.
