BDA slashes initial deposit by 50% for flats, sites and villas

Bengaluru: In a major relief to property buyers, the Bangalore Development Authority (BDA) has reduced the initial deposit amount by 50% for purchasing residential flats, plots (sites), and villas in its developed layouts across the city. Previously, buyers from the general category were required to pay 25% of the total property value as an initial deposit, while those from Scheduled Castes and Scheduled Tribes (SC/ST) were required to pay 10%. With the revised decision, the new initial deposit now stands at 12.5% for the general category and 5% for SC/ST applicants. This move comes after the BDA had hiked the initial deposit amount from May 1 of this year, which led to a significant drop in demand. Earlier, BDA was recording 5–6 online bookings per day, but post the increase, there was a visible decline in interest. Many customers had raised concerns that paying 25% upfront was financially burdensome and made it difficult to secure housing loans from banks afterward. Responding to public feedback and financial challenges faced by prospective buyers, BDA has now reverted to its previous rates to ease the buying process and encourage more home ownership. To promote the revised offer, BDA will be organizing a Housing Fair on June 21 from 9 AM to 5 PM at its Kaniminike Housing Complex. Various nationalized banks will be present at the venue to assist customers with loan facilities on the spot. Dr. A. Lokesh, BDA Financial Member, stated that the reduction in the initial deposit will help lessen the financial burden on buyers and boost housing sales. He confirmed that the deposit amount was reduced following strong public initiative is expected to revive interest in BDA properties and make them more accessible to a larger section of the population.

The flat was supposed to be delivered in just one year. What the Court Said On March 21, 2025, the Commission ruled that BDA must: Refund Rs 8.03 lakh with 18% interest from the date of the first payment, Pay Rs 1 lakh for service deficiency, Rs 25,000 for mental agony, And Rs 10,000 towards litigation costs. How It Began Suryaprakash H R booked a 1BHK flat at Gunjur village on March 7, 2014, paying Rs 1.12 lakh as an initial amount. Later, he was asked to pay the remaining Rs 7.87 lakh within six months. To manage this, he took a housing loan of Rs 8 lakh, which was released to BDA in four instalments. However, BDA did not provide a registration date or respond to his repeated follow-ups. At one point, officials even said they couldn't trace his file. Construction Delayed, Site Half-Done In 2016, when Suryaprakash visited the site, he found only two floors built. A letter from BDA later confirmed that the contractor, Deepak Cable India Ltd., failed to finish the work and the contract was re-tendered. Live Events Despite hunger strikes and multiple appeals to the Chief Minister and Deputy CM, there was no progress. Frustrated, Suryaprakash sent a legal notice in 2023 and filed a complaint in 2024. BDA's Defence Dismissed BDA argued in court that possession was denied due to Rs 1.16 lakh pending. But the court found that Suryaprakash had already paid 95% of the flat's cost by 2015. It also noted the flat was unfit to live in due to lack of basic amenities like drainage and parking. The court called BDA's excuse unjustified and ruled in favour of the senior citizen. The complainant, Suryaprakash H R, 70, had booked a 1BHK flat at Gunjur village under the housing scheme for Economically Weaker Sections (EWS) on March 7, 2014, making an initial payment of Rs 1.12 lakh. According to Suryaprakash, BDA had allotted him a 1BHK flat in Gunjur through draw of lots, and on December 3, 2014, he was told to pay the remaining amount of Rs 7.87 lakh within six months. To fulfil this, Suryaprakash took out a housing loan of Rs 8 lakh, which was released to BDA in four instalments. However, thereafter, BDA neither issued a firm date for registration, nor did it respond to the complainant's repeated inquiries. Worse still, the allotment-related file could not be traced at the BDA office by its officials. Construction halted midway When Suryaprakash visited the project site in 2016, he found only the first and second floors had been built, with no further progress. On December 22, 2016, he wrote to the chief minister, who in turn directed the BDA commissioner to act. As the delays dragged on, Suryaprakash and other EWS allottees staged a hunger strike in front of the Gunjur BDA project. On January 5, 2019, they submitted a joint representation to BDA and again approached the CM on June 15, 2019. The CMO yet again forwarded the complaint to the BDA commissioner, but work remained incomplete. Frustrated with his runs from pillar to post, on Jan 28, 2023, Suryaprakash issued a legal notice to BDA, followed by a representation to the deputy CM on October 26, 2023. The BDA deputy secretary replied on April 3, 2024, acknowledging receipt of Rs 4.73 lakh, but alleging that Rs 3.13 lakh was due. Suryaprakash countered the claim, saying he had already paid 95% of the sale amount. On June 13, 2024, he finally filed a consumer complaint, seeking a full refund. Unjustified act The BDA's legal counsel contested the claim, saying Rs 1.16 lakh was still due, and that possession was withheld because of that. The Consumer Disputes Redressal Commission observed that the elderly complainant was a valid allottee who had paid 95% of the flat cost by August 2015. Rejecting BDA's claim that possession was withheld due to the pending amount, the consumer court observed that it did not justify the delay, and ruled that BDA had failed to provide proper civic amenities, parking facility, and sanitary connections at the Gunjur project, making the residential units uninhabitable.

Bengaluru: An engineer from Bangalore Development Authority (BDA) filed a complaint with Kumbalagodu police, accusing a retired police officer and his son of obstructing them on duty and for issuing dire threats. The suspects are identified as Venkateshaiah and his son, whose name has not been identified. The complaint was filed by Ashok Bagi, an assistant executive engineer with Nadaprabhu Kempegowda Layout division, BDA. According to Ashok's complaint, he was overseeing the layout work at survey number 43 in Sulikere village near Kengeri. The prime suspect, Venkateshaiah is the owner of site on survey 43 in Sulikere and approached the court after the land was handed over by govt to the engineering department of BDA for taking up the work. However, the court's orders were passed in BDA's favour, and accordingly, BDA decided to take up the work at the said place, the complaint stated. "On June 11 morning, we went to the place to begin work. But Venkateshaiah, his son, and others obstructed us. We showed them the court orders, but they did not heed us. Venkateshaiah announced he was a retired police official and knew the rules and regulations. Also, the suspects issued dire threats. Finally, we had to seek the intervention of local police," Bagi's complaint stated. With this hundreds of people who bought sites at Banashankari 6th Stage Layout are in trouble as the High Court quashed proceedings over acquisition of 16 acres of with media persons at Press Club, Yogesh, convenor of BASOF, said that the affected site owners have decided to submit a memorandum to the Bangalore Deputy Commissioner and the BDA Commissioner to take legal measures to protect the interests of the site owners.'With the failure of the BDA to submit the documents in the honourable court, the future of around 350 site owners is at risk. Many people have already constructed buildings and have been paying property tax to the BDA,'' said said that he bought the site (30X40) from one of the allottees by paying around Rs 80 lakh more than a year ago. 'Now, the land owner is not allowing me to construct the building on the site claiming that the land belongs to him,'' he concern over the plight of the site allottees, M Ravishankar, a social activist, said the hapless site allottees, who paid their hard-earned money to buy sites from the BDA, have to wait to construct their dream homes till the petition in the court is disposed. 'The BDA cannot allot alternative sites to the victims till the court gives final judgment,'' he S, a retired employee, said that the BDA has allotted him a 30x40 site in 2002. 'Now, I am 84 years old. I want to construct my dream home but the land owner is not allowing me to go ahead with my plan. The BDA has sanctioned the building plan. I have been paying the property tax to the BDA all these years. I do not know whether I will be able to realise my dream of having my own house,'' rues Rudrappa.
