Karnataka High Court stays new tender invited for collection of waste in Bengaluru
Observing that 'there is a breach of the undertaking given to the court earlier', the High Court of Karnataka has stayed the new tender invited by the Bengaluru Solid Waste Management Ltd (BSWML) on May 28 for collection and transportation of city's garbage. The court noted that on April 22, it gave permission to the State government and the BSWML to continue with the tender invited on November 7, 2024, but both the government and the BSWML, instead of continuing that tender, have now come out with a new tender. Contrary to undertaking Inviting new tender with new clauses is contrary to the undertaking given to the court by the State Advocate General, who had assured the court that the November 7, 2024, tender would be continued and would be taken to its logical conclusion by allowing participation of those contractors, who were either disqualified or their bids were rejected and have filed petitions before the court, to participate in the tender, the court noted. Justice M. Nagaprasanna passed the interim order on the petition filed by Bengaluru Mahanagara Swachate Mattu Lorry Malikara Hagoo Guthigedarara Sangha. It has been pointed out in the petition that the government, in its May 26 approval granted for floating a new tender, , imposed a condition that BSWML has to take permission from the minister in charge of the department instead of continuing the 2024 tender. This condition, the petitioner-sangha has claimed, is a clear violation of the provisions of the Karnataka Transparency in Public Procurement Act. During the hearing, the court expressed serious displeasure with the A-G on the conduct of the State government in breaching the undertaking given to the court earlier.

Want to clear waste from streets? WhatsApp the pic to BSWML
BENGALURU: The Bengaluru Solid Waste Management Limited (BSWML), a BBMP offshoot, has come up with a dedicated WhatsApp helpline (9448197197) to report and address issues related to waste. As per the officials, the residents may send a message with photographs to this number. Upon receipt, the officials concerned will take necessary action within a stipulated time and update the complainant on the resolution. 'Within the BBMP limits, door-to-door waste collection is carried out daily through auto-tippers. However, many residents fail to hand over waste to these vehicles and instead resort to dumping garbage at night or during early hours on roadsides, footpaths, empty spaces, stormwater drains, and other public areas adversely impacting the city's aesthetics. This apart, construction debris is also being dumped by the roadside or in vacant plots, along with other unwanted items discarded indiscriminately across the city. To address this issue, permanent measures are being implemented across all wards in the eight zones of the BBMP,' said an official. Eliminating black spots is the key objective. To support this mission, a dedicated complaint centre has been established, and a WhatsApp helpline has been introduced.

Bengaluru's 'Garbage Tax' nets ₹350 crore in just two months: Report
Bengaluru's newly introduced 'garbage tax' has generated a staggering ₹350 crore within just two months, nearly half of the projected annual revenue, Deccan Herald reported. The amount was collected as a solid waste management (SWM) fee attached to property tax bills since April 1. The Bruhat Bengaluru Mahanagara Palike (BBMP), which has been collecting the fee on behalf of Bengaluru Solid Waste Management Ltd (BSWML), confirmed that the response to the levy has far outpaced expectations. In May alone, the SWM user fee brought in ₹230 crore, contributing to a total of ₹2,600 crore in property tax collections over April and May, the report added. Among the priorities are the deployment of upgraded auto-tippers for door-to-door garbage pickup and a revamp of the waste transportation system. The civic agency is planning to appoint a single private firm to manage wet, dry, and sanitary waste across major assembly constituencies, a contract valued at ₹540 crore annually, the DH report further added. Additionally, the city is expected to see new integrated waste processing facilities coming up in four zones. Although the state cabinet has greenlit the initiative, financial details are awaited. A separate project to handle construction and demolition debris is also underway, but has come under scrutiny after a single firm reportedly won all five related tenders. The garbage tax is calculated based on the built-up area of residential properties. The monthly fee structure is as follows: Up to 600 sq ft: ₹10 600–1,000 sq ft: ₹50 1,000–2,000 sq ft: ₹100 2,000–3,000 sq ft: ₹150 3,000–4,000 sq ft: ₹200 Above 4,000 sq ft: ₹400 The Bengaluru NavaNirmana Party (BNP), a local political outfit, has launched the #IWontPay campaign, calling the garbage tax unjustified in the absence of elected BBMP representatives. The group is demanding that the government first hold long-pending civic elections and release detailed project reports and audited financials before collecting any new fees. Meanwhile, BJP leaders have also urged BBMP officials to withdraw the SWM fee, citing financial strain on both households and businesses.

Post Bakrid, BBMP clears 2,000 tonne of animal waste
BENGALURU: With lakhs of sheep, goats and large animals sacrificed during the festival of Bakrid in Bruhat Bengaluru Mahanagara Palike (BBMP) limits, the Bengaluru Solid Waste Management Limited (BSWML) said the city generated nearly 2,000 tonnes of animal waste, of which 90 per cent has been cleared and sent to processing plants. According to BSWML Chief Operating Officer Ramamani, hundreds of trucks and auto-tippers were deployed, the waste cleared and sent to processing units for scientific disposal of animal waste. 'Ninety per cent of animal waste has already been cleared from the city, and officials have been asked to sanitise areas where the waste was kept,' she said. An officer said that daily, BBMP generates around 250 tonnes of animal waste, which is sent to processing units to make fish feed and pet food. Some vendors in a few zones are sticking to the same practice during Bakrid festival, and sending large quantities of animal waste for animal feed manufacturing. In some areas, animal waste is buried in large pits and left to compost and later, used as manure for plants. According to BBMP officials, in West and East Zone of BBMP, hundreds of tonnes of waste were generated since Saturday.

One firm, five contracts in Bengaluru: Questions over Rs 2.2K crore waste deal
Bengaluru: The Bengaluru Solid Waste Management Ltd (BSWML) has awarded all contracts related to the collection and transportation of the city's construction and demolition (C&D) waste to a single private firm, raising concerns about favouritism. .Chaitra Civil Ventures LLP was the sole bidder for three key tenders, despite the presence of multiple transport service providers in the city. It also secured two additional contracts for processing construction debris. .The five contracts — the government-owned company's first long-term agreements of this scale — are valued at a staggering Rs 2,227 crore over a 15-year period. This translates to Rs 148.5 crore annually. .While the initiative aims to reduce illegal dumping and keep the city's lakes, drains and public spaces clear of debris, citizen groups are sceptical. They argue that assigning the entire responsibility to a single agency is impractical given the volume of waste generated citywide. They also question the government's commitment to decentralised governance, noting the irony of centralising such a critical civic function. .A senior BSWML official said there is an element of risk involved in the project as the private agency is responsible for collecting the service fee from waste collection tenders to be called in 33 packages: D K this year, BSWML had floated five tenders related to C&D waste management. Three of these were for the collection and transportation of debris to existing processing plants in Kannur and Chikkajala. The other two covered end-to-end operations, including processing of debris. .Although some tenders attracted up to five bidders, BSWML disqualified most of them on technical grounds. End result? All the contracts were awarded to a single agency, triggering questions. .The senior BSWML official, however, justified the decision. "We had floated the tenders in the e-procurement portal. What can we do if the response is low." .Sources told DH that Chaitra Ventures initially quoted around 69% above the estimated cost. However, following negotiations, it revised down its bid to align closely with the BSWML's estimates. .A retired BBMP official suggested that the contracts should have been split between collection/transportation and processing, given their distinct technical requirements. "Around 70% of the cost pertains to transportation. If that portion had been tendered separately, more players would have likely participated, encouraging competitive pricing.
