Asean education urges focus on gaps affecting out-of school children

LANGKAWI: In the pursuit of a resilient and sustainable Asean, it is crucial for member countries to remain attentive to deficits in foundational learning, skills gaps and youth unemployment, which continue to exacerbate the Out-of-School Children and Youth (OOSCY) challenge. Education Minister Fadhlina Sidek, in her welcoming remarks at the Asean Ministers of Education and Higher Education Roundtables here, said that with continued support and shared wisdom, Asean is collectively able to achieve greater heights in the quest for quality education and prosperity for both individual nations and the bloc as a whole. "Today's roundtable serves to reaffirm our shared resolve that every child and young person, especially those currently out of school, must be afforded equitable access to quality education and the opportunity to play a meaningful role in society. "This convening offers an invaluable platform to share experiences, reflect on our collective progress and explore innovative approaches to bridging long-standing educational disparities. "As Malaysia assumes the Asean Chairmanship in 2025, we are profoundly aware of the responsibility that this role entails. "Guided by the vision of a People-Oriented and People-Centred Asean, we remain steadfast in our commitment to inclusive development and ensuring that no one is left behind, particularly our children and youths who remain outside the formal education system," she said. Fadhlina said the Asean Higher Education Ministers Roundtable on "Envisioning the Next Decade and Beyond", which aims to outline a collaborative roadmap towards a future-ready education ecosystem, is equally significant in today's session. She said in light of the intense technological and industrial transformations shaping the region, it is essential for higher education institutions to evolve and become more inclusive, agile and responsive to real-world demands. "By enhancing cooperation between governments, academia and industry, we not only strive to equip our youth for the jobs of the future, but also build more inclusive pathways for OOSCY to re-enter education and contribute actively to Asean's shared prosperity. Bridging this gap is fundamental to nurturing an Asean that is innovative, cohesive and truly leaves no one behind," she said. Fadhlina also extended her condolences to all those affected by the devastating earthquake in Myanmar and Thailand in March. Also present were Higher Education Minister Datuk Seri Dr Zambry Abd Kadir, as well as ministers and senior officials responsible for education and higher education from Asean member states and Timor-Leste, representatives from United Nations Educational, Scientific and Cultural Organisation (Unesco) and Islamic World Educational, Scientific and Cultural Organisation (ICESCO). The education ministers are expected to adopt the Langkawi Joint Statement on Asean OOSCY, proposed as a guiding framework to advance collective action in ensuring inclusive access to education and learning opportunities across the region. Yesterday, Fadhlina held discussions with ICESCO director-general Dr Salim M. LANGKAWI: The Asean Higher Education Ministers' Roundtable: Envisioning the Next Decade and Beyond has officially begun. The meeting started at about 2.30pm on Thursday (June 19), attended by Asean Higher Education Minister and delegates. The meeting also saw the participation of higher education ministers from Asean member states and Timor Leste, as well as senior representatives from Myanmar and the Asean Secretariat. Among those present were Malaysia Higher Education Minister Datuk Seri Dr Zambry Abdul Kadir, Brunei Minister of Education Datin Seri Setia Dr Romaizah Mohd Salleh, and Indonesia Minister of Higher Education, Science and Technology Brian Yuliarto. One of the key outcomes of the meeting would be the Asean Leaders' Declaration on Higher Education: Towards an Inclusive, Sustainable and Prosperous Asean, which would serve as a foundational document or new blueprint to strengthen higher education in the region over the next decade. The roundtable is one of the main events under the Asean Ministers of Education and Higher Education Roundtables (#EduRoundtables2025) and Events, taking place on the resort island from Tuesday to Thursday. Malaysia, which holds the Asean Chairmanship for 2025 under the theme "Inclusivity and Sustainability,' hosted the 46th Asean Summit and Related Summits from May 23 to 26 at the Kuala Lumpur Convention Centre. This marks Malaysia's fifth time as Asean Chair, having previously held the role in 1977, 1997, 2005 and 2015.

Asean, Timor-Leste education ministers arrive in Langkawi for regional roundtables

LANGKAWI: Education ministers from Asean member states and Timor-Leste, along with their respective delegations, arrived at the Langkawi International Airport on Tuesday (June 17) to attend the Asean Ministers of Education and Higher Education Roundtables (#EduRoundtables2025). The delegations, who began arriving as early as 10.30am, were received by senior officials from the Education Ministry (MOE), Higher Education Ministry (MOHE) and the organising secretariat. Among those who arrived are Timor-Leste Minister of Higher Education, Science and Culture José Honório da Costa Pereira Jerónimo, Brunei's Minister of Education Datin Seri Setia Dr Romaizah Md Salleh and Vietnam's Director-General of the International Cooperation Department, Ministry of Education and Training, Associate Professor Dr Nguyen Thu Thuy. Also present were Deputy Secretary-General of Asean for Asean Socio-Cultural Community San Lwin and Myanmar's Director-General of the Monitoring and Evaluation Department, Ministry of Education, Dr Chaw Chaw Sein. Throughout the three-day programme, the ministers and senior officials are expected to deliberate on a new framework that will guide the region's educational direction moving forward. In addition to the closed-door Asean Ministers of Education Roundtable session on June 19, Malaysia's MOE will host the Asean Forum on Education on June 18 with the same theme, "Accelerating Innovative Strategies: Mitigating Out-of-School Children and Youth (OOSCY) Challenges.' Education Minister Fadhlina Sidek is scheduled to deliver her remarks on Thursday. Besides that, the Langkawi Joint Statement on OOSCY: Accelerating Innovative Strategies: Mitigating OOSCY Challenges is envisioned as a key document that reaffirms the commitment of Asean Member States to accelerate efforts in reducing the number of OOSCY, particularly as the grouping approaches the 10-year milestone of the Asean Declaration on Strengthening OOSCY. The joint statement aims to address critical challenges that have hindered progress towards inclusive education and to provide a guiding framework for advancing collective action through innovative and adaptive strategies. For higher education, key items on the agenda include the expected endorsement of the Asean Leaders' Declaration on Higher Education and the Asean Global Exchange for Mobility and Scholarship (Asean GEMS). Other expected milestones include the adoption of the Roadmap and Workplan on Common Space in Southeast Asian Higher Education, along with the Terms of Reference of the Steering Committee on Common Space in South-East Asian Higher Education. Delegates will also take time to enjoy Langkawi's natural beauty with a visit to the scenic Unesco Global Geopark. PUTRAJAYA: The Asean Higher Education Ministers' Roundtable: Envisioning the Next Decade and Beyond will be held in Langkawi on June 19, and is expected to outline a new direction for regional higher education, said Higher Education Minister Datuk Seri Dr Zambry Abdul Kadir. He said the roundtable would be one of the main events under the Asean Ministers of Education and Higher Education Roundtables (#EduRoundtables2025) and Events, which will take place on the resort island from June 17 to 19. "This event will see the participation of education and higher education ministers from Asean member states and Timor Leste, as well as senior representatives from Myanmar and the Asean Secretariat," he said during a briefing with editors-in-chief at the Higher Education Ministry here today. He said one of the key outcomes of the meeting would be the Asean Leaders' Declaration on Higher Education: Towards an Inclusive, Sustainable and Prosperous Asean, which would serve as a foundational document or new blueprint to strengthen higher education in the region over the next decade. Zambry said the new declaration would renew and reinforce the Kuala Lumpur Declaration on Higher Education adopted at the 27th Asean Summit on Nov 21, 2015. He said the Asean Senior Officials' Meeting on Education (SOM-ED) held on Feb 14 had also endorsed the implementation of the Asean Global Exchange Mobility and Scholarship (Asean-GEMS) initiative proposed by Malaysia through Education Malaysia Global Services (EMGS). "This proposal involves the implementation of an Intra-Asean Scholarship Programme that facilitates smoother student exchanges among Asean countries, free from mobility restrictions, while also providing students with exposure to diplomacy and culture," he said. Zambry also noted that the 8th Meeting of the Asean Working Group on Higher Education Mobility (AWGHEM) had agreed to place both initiatives on the main agenda of the upcoming roundtable in Langkawi. Separately, he said that in conjunction with the Madani Rakyat 2025 programme to be held at Lumut Waterfront, Perak, from June 13 to 15, with the theme Higher Education as the Driver of a Madani Nation, the ministry will highlight the role of higher education in advancing the Madani national agenda. The programme is scheduled to be officiated by Prime Minister Datuk Seri Anwar Ibrahim and will feature various activities involving universities, polytechnics and community colleges. Commenting on Malaysia's role as Asean Chair this year, Zambry said the ministry had taken a strategic approach by convening two ministerial meetings — one involving education ministers and the other focusing specifically on higher education. "In this engagement, we want Malaysia to be the heart of Asean higher education excellence by strengthening regional collaboration, including through the empowerment of teaching personnel in areas such as artificial intelligence and the latest technologies," he said. — BERNAMA
