K-P utilises Rs120b ADP budget for current fiscal
K-P Chief Minister's Advisor on Finance and Interprovincial Coordination Muzzammil Aslam told the K-P Assembly that the Khyber-Pakhtunkhwa government not only successfully completed the Annual Development Program (ADP) worth Rs120 billion for the ongoing fiscal but also incurred development expenditures exceeding Rs150 billion. Responding to questions during the provincial assembly's budget session, the CM's aide said the current government, prioritizing public welfare, introduced financial reforms, curtailed expenditures, increased revenues, and succeeded in presenting a surplus budget — a first in the province's history. He further noted that the government had secured Rs150 billion in a debt fund to gradually pay off the province's debts. The finance advisor emphasized the need for the federal government to fulfill the province's financial rights, adding that Chief Minister Ali Amin Gandapur had forcefully and effectively advocated for the protection of Khyber-Pakhtunkhwa's constitutional and financial rights in relation to the National Finance Commission (NFC) Award. As a result of these efforts, positive outcomes are emerging, and the federal government is now preparing to announce the 11th NFC Award, said Aslam. Drawing attention to the challenges in the education sector, he highlighted that although the out-of-school children situation in Khyber Pakhtunkhwa was better than in other provinces, 30% of children in the province were still out of school — a concerning reality. In light of this, the government is declaring an "education emergency" to ensure that every child has access to education, the K-P CM advisor said.

Punjab tags record Rs1240bn for ADP
LAHORE: The Punjab government has unveiled a record allocation of Rs. 1,240 billion for the Annual Development Program (ADP) for fiscal year 2025-26, reflecting a significant 47.3% increase from the Rs. 842 billion allocated in the previous year. According to the budget documents released on Monday, this marks the largest ADP in Punjab's history and underscores the government's focus on sustainable, inclusive, and forward-looking development. With a population of over 127.7 million, Punjab continues to drive Pakistan's economy, contributing more than 55% to the national GDP, nearly 60% of total exports, and about 68% of agricultural output. Amid growing urbanisation and rising pressure on infrastructure, energy, and environmental resources, the government has positioned this ADP as a strategic response to evolving challenges. Aligned with URAAN Pakistan, the 13th National Development Plan, and the Sustainable Development Goals (SDGs) 2030, the development program aims to promote equity, innovation, and climate resilience, particularly benefiting underserved regions like South Punjab. The ADP 2025-26 focuses on major public investments across key sectors. The education sector has been allocated Rs. 148 billion, up from Rs. 82 billion last year, while healthcare will receive Rs. 182 billion, compared to Rs. 165 billion previously. Agriculture has been earmarked Rs. 80 billion, with Rs. 145 billion set aside for urban development and Rs. 120 billion for roads. The transport sector will get Rs. 85 billion, local government and community development Rs. 142 billion, and irrigation Rs. 38 billion. Additionally, Rs. 38 billion has been allocated for planning and development, Rs. 15 billion for environment and climate change, Rs. 25 billion for forestry, wildlife and fisheries, and Rs. 28 billion for tourism and archaeology. Industries, commerce and investment, and skill development and entrepreneurship will each receive Rs. 12 billion, while Rs. 6 billion has been allocated for water supply and sanitation. Punjab unveils Rs5.335trn budget
LAHORE: Punjab Finance Minister Mujtaba Shuja-ur-Rehman presented the Punjab budget for the financial year 2025-26 in the assembly session on Monday, outlining a total outlay of Rs 5,335 billion. The budget reflects significant allocations for development, social welfare, and infrastructure, marking, what the minister described as, a 'strategic shift' in Punjab's history. The provincial government has allocated Rs 2,706.5 billion for non-development expenditures, including pensions and salaries, reflecting a 6% increase from the previous year. Additionally, Rs 590 billion has been budgeted under current capital expenditure. Despite opposition lawmakers disrupting the session by protesting near Chief Minister Maryam Nawaz's seat and labeling the budget as 'unrealistic', the finance minister proceeded with his speech, detailing sector-wise allocations. Shuja-ur-Rehman began by acknowledging the political and military leadership for safeguarding national interests during recent tensions with India. He emphasized the government's commitment to economic stability, noting a 94% reduction in internal debt servicing and an 88% decrease in estimated expenditures under Account-II (Food) compared to the current fiscal year. A substantial portion of the budget, Rs 1,240 billion (23% of the total outlay), has been allocated for development programs, representing a 47% increase from the previous year's Rs 842 billion. The social sector, including health and education, remains a top priority, receiving Rs 494 billion (40% of the Annual Development Program). Revenue collection for 2025-26 is estimated at Rs 4,890.4 billion, with Punjab expected to receive Rs 4,062.2 billion from the federal divisible pool under the National Finance Commission (NFC). Provincial receipts are projected at Rs 828.2 billion, with the Punjab Revenue Authority (PRA) tasked with collecting Rs 340 billion, the Board of Revenue Rs 135.5 billion, and the excise department Rs 70 billion. The budget also incorporates Rs 470 billion under the federal government's agreement with the IMF, contingent on the Federal Board of Revenue (FBR) meeting its targets. The government has allocated Rs 148 billion for education development, a 127% increase from the previous year. Initiatives include Rs 15 billion for student scholarships, Rs 40 billion for missing facilities in schools, Rs 5 billion to reduce dropout rates, and Rs 5 billion for centers of excellence in 36 districts. Additionally, Rs 3 billion has been earmarked for the Nawaz Sharif Center of Excellence in 10 divisions while Rs 35 billion will support the Punjab Education Foundation for private-sector collaboration. The health sector receives Rs 181 billion, a 131% increase, with Rs 72 billion allocated for the Nawaz Sharif Institute of Cancer Treatment and Research in Lahore. Rupees 123 billion have been set aside for agriculture, livestock, and irrigation, alongside Rs 795 billion for climate resilient projects - a first in Punjab's history. This includes Rs 277.4 billion for climate adaptation, Rs 371.7 billion for mitigation, and Rs 146 billion for environmental protection capacity-building. Rupees 336 billion (27% of the development budget) will fund infrastructure projects, while Rs 85 billion supports Chief Minister Maryam Nawaz's T-30 transport vision. Seed money of Rs 1 billion has been allocated for a feasibility study on Punjab's first public-private airline, and Rs 2 billion will initiate regional railway tracks in collaboration with the federal government. The energy sector receives Rs 7.5 billion, including Rs 600 million for a bio-fertilizer plant in Gujjar Colony and Rs 8 billion for solarizing courts, schools, and hospitals. Social protection programs are allocated Rs 31.4 billion, while Rs 11.6 billion will promote information, culture, and the film industry. The finance minister announced a 10% salary increase for government employees from Grade 1 to 22 and raised the minimum wage from Rs 37,000 to Rs 40,000. Additional allocations include Rs 400 million for the Housing Foundation and Rs 1 billion for the Journalist Endowment Fund. Shuja-ur-Rehman concluded by highlighting the completion of 6,104 projects in the current fiscal year and reaffirmed the government's commitment to sustainable development and economic growth. K-P Opposition rejects budget, cites failures
Opposition parties in the Khyber-Pakhtunkhwa Assembly have outright rejected the provincial budget for the fiscal year 202526, expressing deep reservations over its substance. In stark contrast, government members lauded the budget, hailing it as the "best in the province's history." Leader of the Opposition, Dr Ibadullah, speaking on the floor of the House, criticized the budget by highlighting the province's heavy reliance on external sources. "Only seven per cent of the province's revenue is internally generated, while 93 per cent depends on federal transfers and loans," he said. "Government expenditures make up 99 per cent while development spending is only 1 per cent. This is the 12th and likely the last budget of PTI's rule." He criticized the Pakistan Tehreek-e-Insaf (PTI) government for failing to fully utilize Annual Development Program (ADP) funds during its 12-year rule. "There's a lot of activity on social media, but the reality on the ground is that the province lies in ruins," he added. Dr Ibadullah also made references to international and regional politics, praising the army for its response to Indian aggression and expressing solidarity with Iran. Addressing the development allocations, he noted: "Though Rs538 billion has been earmarked for development, this is not a surplus budget as claimed. The figures are misleading, and the public is being deceived." He pointed out the provincial debt ballooning from Rs166 billion during the ANP era to Rs800 billion under PTI, amounting to a 600 per cent increase. He called out failures in flagship projects such as the Bus Rapid Transit (BRT) and raised corruption allegations related to the Kohistan, Malam Jabba, and Billion Tree Tsunami scandals. "Rs31 billion have been recovered from the Kohistan scam alone due to the Speaker's efforts," he claimed. He also lamented the overall state of education and healthcare in the province, saying that 30 per cent of schools lack basic facilities and a large percentage of students struggle with basic subjects like Urdu and mathematics. In higher education, he accused universities of mass hiring and lack of research output, while also claiming that 60 per cent of Basic Health Units (BHUs) are non-functional. "Health cards are being politicized, and hospitals are in a dire state. Tell us one positive achievement," he demanded.

KP allocates record Rs547bn under ADP
PESHAWAR: Khyber Pakhtunkhwa government has earmarked a record allocation of Rs547billion under the Annual Development Program for Financial Year 2025-26, showing an increase of more than 40 percent as compared to the last fiscal year. Of the total allocation, Rs195 billion are earmarked for settled districts — reflecting a 21 percent increase from the previous year. For the tribal districts, Rs294 billion are proposed to cover both current expenditures and development work, according to the budget documents. The ADP for financial year 2025-26 includes 1342 ongoing and 810 new development schemes. A sum of Rs7,251.442 million has been allocated to complete 46 schemes in the agriculture department including 28 ongoing and 18 new schemes. KP govt to present Rs2trn budget today However, an amount of Rs1,563.961 million has been set aside to complete 31 schemes in the departments of auqaf, hajj, religious & minority affairs, including 18 Ongoing and 13 new projects. Also, a sum of Rs 1,631.997 million has been allocated to complete 31 schemes in Board of Revenue including 21 ongoing and 11 new projects. Likewise, an amount of Rs45,600 million has been allocated to complete four schemes in district ADP. An amount of Rs10,859.223 million has been earmarked to complete 74 schemes in drinking water and sanitation sector including 50 ongoing and 24 new projects. Under the ADP fiscal year 2025-26, a sum of Rs13,513.127 million has been tagged to complete 96 schemes in elementary and secondary education including 67 ongoing and 29 new schemes. An amount of Rs 4,797.802 million has been earmarked to complete 59 schemes of energy and power department including 41 ongoing and 18 new projects. Similarly, a sum of Rs Rs93.261 million has been set aside to complete 5 schemes in the environment department including three ongoing and two new projects. An amount of Rs1,219.705 million has been allocated to complete 24 projects in establishment and administration departments including 15 ongoing and 9 new projects. Also, a sum of Rs248.181 million has been allocated to complete 12 schemes in excise, taxation and narcotics control department, including five ongoing and seven new projects. An amount of Rs338 million has been allocated to complete 4 ongoing projects in the finance department. For the food department, a sum of Rs338.001 million has been earmarked to complete eight projects including 6 ongoing and two new schemes. An amount of Rs4,239.615 million is tagged to complete 62 projects in the forestry department including 33 ongoing and 29 new projects. A huge chunk of Rs27,240.244 million has been allocated to complete 182 projects in the health department including 89 ongoing and 93 new projects. For higher education, Rs6,274.241 has been allocated to complete 63 projects including 49 ongoing and 14 new projects. For the home department, Rs 6,997.224million has been allocated to complete 46 ongoing and 22 new projects. For the housing department, Rs817.463 million has been earmarked to complete 11 ongoing and five news projects. For the industries department, Rs2,853.865 million has been allocated to complete 18 ongoing and 22 new projects. A sum of Rs81 million has been allocated to complete six projects in the information department including four ongoing and two new projects. For the labour department, Rs210.430 million has been allocated to complete three ongoing and 3 new projects. An amount of Rs6,460.661 million has been allocated to complete 42 projects in the Law and Justice Department, including 32 ongoing and 10 new projects. For Livestock & Dairy Development, an amount of Rs4,078.87 million has been set aside to 23 ongoing and 22 new projects. For the Local Government department, a sum of Rs5,978.676 million has been allocated to complete 13 ongoing and 11 new projects. For the Mines & Minerals development, an amount of Rs290.173 million has been allocated to complete five ongoing and eight new projects. For Multi Sectoral Development, Rs 54,279.801 million has been allocated to complete 71 ongoing and 60 new projects. For the Population Welfare department, Rs 646.27 million has been earmarked to complete four ongoing and four new projects. For the Public Private Partnership, Rs250.000million has been allocated to complete one ongoing scheme. Under the ADP 2025-26, for relief & rehabilitation, a sum of Rs 3,200.214 million has been earmarked to complete 26 schemes including 22 ongoing and four new projects. For the roads and infrastructure development, an amount of Rs 53,641.613million has been allocated to complete 583 schemes including 362 ongoing and 221 new projects. For the royalties & cess development, a sum of Rs6,500.84 million has been allocated to complete 11 projects including four ongoing and seven new projects. An amount of Rs1,548.590 has been earmarked to complete 22 schemes in the Science and Information Technology department, including 15 ongoing and seven new projects in the next financial year. For the social welfare department, an amount of Rs1,785.737 has been allocated to complete 32 schemes including 24 ongoing and eight new projects. For the sports department, a sum of Rs8,883 million has been earmarked to complete 51 schemes including 32 ongoing and 19 new projects. For the tourism development, an amount of Rs4,466.126 million has been set aside to complete 60 projects including 37 ongoing and 23 new projects. An amount of Rs1,285.195 million has been allocated to complete 10 schemes in the transport department including five ongoing and five new projects. For urban development, an amount of Rs44 9,345.238 million has been allocated to complete more than 44 projects including 35 ongoing and 9 new projects. For the water sector, an amount of Rs25,105.204 million has been allocated to complete 220 projects including 151 ongoing and 69 new projects in the upcoming fiscal year.
