187 new security posts taken over from militias – PM declares victory for the state as all vital Tripoli sites come under its exclusive control for the first time since 2011

Tripoli based Libyan Prime Minister, Abdel Hamid Aldabaiba hailed that what has been achieved by enabling the Ministry of Interior to secure the capital Tripoli on its own is a real victory for the state, which has not happened since 2011. He stressed that this achievement would not have been possible without the elimination ‎‎of the largest outlaw groups (militias), and everyone's compliance with the state's procedures and its project to establish a sovereign state.‎ ‎Tripoli's new Security Arrangements Plan Aldabaiba was speaking on Wednesday while chairing an expanded security meeting in Tripoli to follow up on the implementation of the new Security Arrangements Plan in the capital, in the presence of Acting Interior Minister Emad Trabelsi, Undersecretary of the Ministry of Interior for Security Affairs Mahmoud Saeed, Tripoli Security Director Khalil Ohiba, and a number of security leaders.‎ The new Security Arrangements Plan for Tripoli entails Ministry of Interior or Ministry of Defence forces taking over the securing of key government ministries and sites such as the Central Bank of Libya, the Audit Bureau and all the ministries, from militias. In the longer term it entails pushing all militias to the outer perimeter of Tripoli to protect civilians (and their property) from being caught in the crossfire of possible state v militia or militia v militia clashes. Successive governments since the 2011 revolution (that ended the 42-year Qaddafi regime) have attempted to impose their will on the militias by taking over this task but have been too weak or unsuccessful. ‎No room for revolutionary warlords and leaders in regular forces Aldabaiba said: 'The era of Sheikh and Hajj (tribal and holy leaders) in our security and military services is over, and there is no place in the (security) ranks except for those who are qualified, disciplined, subject to authority, and servants of the law alone.'‎ Aldabaiba here was sending a message to militias such as those led by a popular or warlord leader and to the powerful Abdelrauf Kara, the head of the Special Deterrence Force (SDF / RADA), who considers himself and is considered by his devout followers a Salafi religious leader. Kara controls Mitiga prison where he is accused by the international community of permitting human rights abuses. His presence on Mitiga airport is also a latent threat to the airport itself. ‎A new maturity of the Interior Ministry in dealing with demonstrations? Continuing, Aldabaiba added that the demonstrations that took place in the capital during the past period passed without any attack, harassment, arrest or prosecution, which reflects the maturity of the Ministry of Interior and its deep respect for public freedoms and citizens' natural rights to peaceful expression.‎ ‎Police, Defence Ministry and Internal Security coordination For his part, Interior Minister-designate Emad Trabelsi reviewed the new security arrangements plan, stressing that the ministry is working according to a clear vision to extend security, enhance the deployment of police stations, and ensure effective coordination with the Ministry of Defence and the Internal Security Agency.‎ ‎Trabelsi stressed their commitment to implementing the Security Plan in accordance with the instructions issued by the Presidency of the Council of Ministers, and to ensure the protection of citizens and state institutions.‎ ‎187 new security posts secured from militias Tripoli Security Director Major General Khalil Ohiba also confirmed that the field plan included 187 new security posts, implemented in the sites previously occupied by armed formations (militias). He said that the redeployment was carried out in a deliberate manner to secure the capital's locations, end any security vacuum, and fully extend the authority of the state.‎ ‎Plan needs continued government and public support The attendees at the meeting stressed that the success of the Security Plan depends on the continuation of political and administrative support for the security authorities, and strengthening citizens' confidence in their regular institutions.‎ . All recently clashing state and militia forces and their military vehicles will return to their barracks as of yesterday evening. ‎This comes after the President of the Presidency Council, Mohamed Menfi, in his capacity as Commander-in-Chief of the Libyan Army, held a series of meetings, in the presence of the Chief of the General Staff and his assistant, a number of military leaders, in addition to the commanders of the Conflict Resolution Forces and members of the Security Arrangements Committee emanating from them.‎ ‎It was also decided a joint committee of all the forces concerned will be formed to follow up and monitor any violations of the agreement ‎‎and to take the necessary measures against any force that violates this agreement.‎ ‎Meetings will resume and efforts will be intensified until all armed manifestations are evacuated from the capital, Tripoli, and regular police and military agencies are enabled to perform their tasks in maintaining security and stability.‎ The end of any security manifestations (militias) outside state institutions Commenting on the agreement (during his Tripoli meeting yesterday with UNSMIL head Hanna Tetteh), Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, said ''The Ministry of Interior is already preparing to take over the full tasks of securing the capital and all vital sites, in implementation of the Security and Military Arrangements Plan supervised by the Presidency Council, which provides for a comprehensive withdrawal of armed formations to their camps, and the end of any security manifestations outside state institutions''. Aldabaiba added that this ''national project aims to end the presence of formations outside the regular army and police institutions, and enable the official security services to perform their tasks in maintaining security and public order, praising the role played by the Presidential Council in following up this sensitive file, and in coordination with the government, stressing the continuation of work until the completion of the implementation of the plan in full'.‎ Fallout from the May events These measures come on the back of, initially, the events in May which saw the contested death / murder of the Stability Support Apparatus (SSA) militia commander, Abdelghani Ghnewa Al-Kikly, the subsequent military disbanding of his SSA and subsequent clashes with the Special Deterrence Force (SDF / RADA) and its militia allies from within and without Tripoli. There were further clashes between state forces and militias at the end of the Eid holiday on 8 June, all a fallout from the May events. Comment and analysis Note that in his comment on the agreement Aldabaiba stresses ''‎the end of any security manifestations outside state institutions'', meaning the militias in opposition to his government such the SDF / RADA. This is a clear message that Aldabaiba is not backing down from his announced aim of ending all the other opposing militias. Analysts speculated weather Aldabaiba would be forced to backdown from his announced policy in view of the instability and terror the clashes have and would cause to civilians, assets and infrastructure. Various unaccountable militias since the 2011 revolution have worked out that governments of the day come under enormous domestic and international pressure to restrain or withdraw their actions against militias for the sake of the safety of civilians. Militias operate under no such restraints and have exploited this fact to safeguard their continued existence. They use infrastructure and civilians as human shield for their continued existence. They blackmail the government with the threat of civilian deaths. How long can militias be allowed to hold Libya hostage? The question must be asked, however, for how long can this continue? How long can the Libyan state and the Libyan people be held hostage by militias? How long can Libya live with shadow states and governments operating with impunity within it? Short-term pain for long-term gain? How long can the progress and development of the whole state be held back by a handful of militias? When will international community accept that no militia is going to negotiate itself out of existence and that there may be an unfortunate cost in blood and lives in the short term for the greater good of establishing a strong functioning Libyan state? How long can Libya be forced to continue to slowly bleed to death? Libya is still stuck in the past – and going backwards Libya is still stuck in pre 2011 while the world has moved on. It is still stuck in a centralised, welfare rentier state with a hugely undiversified and unsustainable economy. In reality, this means Libya is going backwards. When will Libya be able to elect / appoint a government with a strong mandate to implement strong structural reform? When will Libya be set free to diversify its economy to a productive, value-added economy? Fourteen years on from the February 2011 revolution, these questions must be asked and openly and honestly discussed – for the greater good of the long-term future of a stable and prosperous Libya. . ‎Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, emphasised the need to complete the Airport Road works in full in conjunction with the imminent opening of Tripoli International Airport. This came during a meeting held at the Cabinet Office today to follow up on the project to improve and develop the Airport Road, in the presence of the Minister of Transportation, the head of the Transport Projects Implementation Authority, and the head of the Executive Team for the Prime Minister's Initiatives.‎ ‎During the meeting, Aldabaiba stressed the importance of the readiness of this vital axis, which represents the southern façade of the capital, and is directly related to the movement of visitors and passengers.‎ ‎The project includes the development of the road extending from the airport to Bab Al Salam Island, with a length of 23 kilometres, and a width of 19 meters, distributed over five lanes in each direction. It also includes the construction of a service road parallel to the main road, which facilitates the movement of service vehicles and enhances the efficiency of movement along the route.‎ ‎The works also include the maintenance of damaged parts, the treatment of cracks, the repainting of lanes, the installation of modern traffic signals, the implementation of an advanced lighting network along the road, the improvement of sidewalks and afforestation, and the development of the main entrance to the airport.‎ ‎It is noteworthy that the Council of Ministers had approved the project earlier, as part of a comprehensive plan to improve the entrances to the capital and raise the efficiency of infrastructure, especially in areas related to the operation of Tripoli International Airport.‎ Tags: Airport Roadproject constructionTripoli International Airport

UNSMIL condemns militia and government security forces clashes

Yesterday, UNSMIL condemned the truce violations between militias and government forces during the Eid holidays in Tripoli, including the violence of Sunday night and the attack on the premises of the High National Election Commission. UNSMIL urged all parties to respect the truce and not undermine it. ''When conflict occurs in urban areas, the propensity for civil casualties is very high. Law enforcement should have as its main objective not just preventing crime, but importantly the protection of civilians and civilian infrastructure as much as possible so that people can go about their daily lives in peace. The Mission is closely monitoring violations and reminds all to avoid provocative acts and escalation and to resort to dialogue through the truce mechanism. Aldabaiba hails recent security operations, vows to end militias – warns against illegal eastern parallel spending leading to inflation and LD devaluation

Speaking at yesterday's 2nd Ordinary Cabinet Meeting of 2025 held at Tripoli's Al-Nasser Woods Complex (formerly Rixos Complex), Tripoli based Libyan Prime Minister, Abd Alhamid Aldabaiba, said that the recent security operations (clashes with the Stability Support Apparatus (SSA) militia and Abdelraouf Kara's Special Deterrence Force (SDF) / RADA, and their allies), were successful. He blamed the subsequent disorder, fear and damage caused by these clashes and counter-clashes on the militias. Aldabaiba also called on the Attorney General, the Audit Bureau, and the Administrative Control Authority to investigate the over LD 100 billion of parallel spending by the eastern Libyan administration. This parallel spending, he warned will increase inflation, cost of living and reduce the foreign exchange value of the Libyan dinar. It will lead to the economic ruin of Libya, he warned. Security initiative Aldabaiba hailed the Ministry of Interior and the Ministry of Defence for their role in imposing security on behalf of the legitimate state. He stressed that the people support state security and not unaccountable militias and that he had received wide international support for the recent anti-militia security operation. On the other hand, he criticised, domestically and internationally, those who supported these militias – implying Hafter and the eastern Libyan administration – militias that engage in illegal activity including illegal detention and imprisonment. Demobilisation of militias, Interior Ministry and Presidency Council forces Speaking at the prompting of his PM on planned security reforms, Acting Interior Minister Imad Trabelsi bemoaned the fact that militias were better armed and stronger (and actually more battle experienced due to their fighting in the February 2011 revolution) than the official Interior Ministry forces. He said there can be no state without security and proposed (to applause from the PM and cabinet members) the demobilization of militias and some Interior Ministry and Presidency Council forces. The plan to demobilise even some Interior Ministry forces implies, and simultaneous confirms, if needed, that some Interior Ministry forces were infiltrated and controlled by militias. He called on all current members of these forces intended for demobilisation to join the Interior Ministry or the Defence Ministry if they wished to continue their careers in the security forces. Interjecting, the PM also vowed to demobilise any security forces under his Office. Continuing, Trabelsi said how can Interior Ministry forces operate and respond to government calls for help and intervention if there are forces operating in the field that are stronger. Trabelsi said how can he be held responsible and accountable if there are other stronger forces operating in the field. Interjecting during Trabelsi's speech again, Aldabaiba stressed that this is the state's project that will be implemented. He warned militias hiding behind tribes and cities, saying that time was over. The Libyan people want a strong state Aldabaiba said the Libyan people want a strong state. He said militias must not be feared and that there is no going back (to a state dominated by militias). There is no other option, he stressed, we must impose the state on them. Militia coercion of Ministers Aldabaiba pointed to various ministers (which the cameras refrained from showing), implying that they were coerced to make decisions by militias. ''No more coercion of Ministers or Ministries like the coercion of the Minister of Health (who is currently under arrest) into importing medicine from a non-medicine origination country (Iraq)'' Aldabaiba revealed that militias even interfered in the Hajj pilgrimage to Mecca. He vowed to refer them to investigation after the pilgrimage is over. He warned his attentive Ministers that there will be no more excuses for them and their officials for giving into militia coercion. Those who cannot perform their jobs (due to militia coercion) should resign, he stated. We will no longer keep quiet on militia coercion, he vowed. We will pursue those who do not give in the state, he explained. Resuming his speech, Interior Minister Trabelsi said his ministry was following up on all crimes from 2012, whether criminal or financial, and referring them to the Attorney General's Office. To which Aldabaiba added ''we will not protect any Minister or his employees against the law''.
