Engineering services (prelims) to be held tomorrow at 12 centres

Patna: Engineering Services (Preliminary) Examination, 2025, organised by the Union Public Service Commission (
), will be held on Sunday at 12 sub-centres in Patna in two shifts.

A total of 5,773 candidates will appear in the exam.
Commissioner Chandrashekhar Singh on Friday briefed officials on ways to conduct the exam in a fair manner.
For the successful conduct of the examination, centre-wise local inspection officers, static magistrates-cum-assistant supervisors, zonal magistrates-cum-assistant coordination supervisors, reserve magistrates, and police officers would be deployed.
Five zones have been designated for the 12 examination sub-centres. As many as 12 local inspection officers and equal number of assistant supervisors-cum-static magistrates would be deployed centre-wise.
Besides five zonal magistrates, six reserve magistrates, and police officers would also be deployed.
Alok Kumar, city magistrate-cum-officer-in-charge, district control room, Patna, has been nominated as the nodal officer.
He will coordinate with all officers and centre superintendents and provide appropriate assistance as needed.
The commissioner directed all local inspection officers to inspect examination preparations at their allotted examination sub-centres a day before the examination.
"Organising the Engineering Services (Preliminary) Examination, in a clean, malpractice-free and peaceful environment is the administration's top priority.

All officers, magistrates, and police officers must be prepared," he said.
As per the UPSC's directives, cellphones, IT gadgets, digital watches, smartwatches, bluetooth devices, and other communication devices are prohibited in the examination hall. Violation of this directive will result in disciplinary action against the candidate, including debarment from future examinations conducted by the UPSC. Furthermore, officials are also prohibited from carrying cellphones inside the examination hall.

This process sets up a slingshot trajectory toward the Moon, making docking in elliptical orbits a practical requirement for complex missions. The MOP is widely believed to be the most powerful non-nuclear weapon. • According to the US Air Force fact sheet, the MOP 'is a weapon system designed to accomplish a difficult, complicated mission of reaching and destroying our adversaries' weapons of mass destruction located in well protected facilities'. It is more powerful than its predecessor, the BLU-109. • It is designed to penetrate up to 60 metres of earth before exploding. The warhead is encased in a special high-performance steel alloy, which is meant to enable it to carry a large explosive payload while maintaining the penetrator case's integrity during impact, according to an Air Force fact sheet. The Fordo site is about 90 metres in depth. It is not clear how much damage the bombings have done in Fordo. 1 2 Following heightened aviation safety concerns, Patna divisional commissioner Chandrashekhar Singh speaks to TOI's Sheezan Nezami about runway extension, infrastructure upgrades and long-term plans for Patna and Bihta airports. Excerpts: The recent plane crash in Ahmedabad raised safety concerns across airports in the country. We all know that Patna airport is considered one of the riskiest airports in India, especially due to its short runway. Is there any plan to extend it? If yes, how? Yes, there is a plan to extend the runway. The airport authority has submitted a proposal. On the western side, 200x300 metres of govt land will be made available. This land, although previously leased, is currently unused. The district magistrate is preparing a proposal for its transfer, which will be sent to the state cabinet. Similarly, on the eastern side, 300x500 metres of land is being sought. This can be arranged by reallocating 15 acres from Patna coo. A proposal is being prepared for this as well. The zoo will be compensated with land from the Golf Club, which has around 102 acres. An ideal golf course requires only 50 to 55 acres. Once the airport is extended towards the zoo side (Gate No. 2), an underpass will be constructed to ensure mobility, replacing the existing road. The clock tower at the Old Secretariat has long been considered a major threat to Patna airport. Will any concrete steps be taken? The clock tower falls directly within the funnel zone, making the already short runway even less usable. While 9,000 feet is the international standard, Patna's runway is only 6,800 feet and a further 400 feet cannot be used due to the tower's obstruction. Landings at Patna occur at an angle of 3.15 to 3.50 degrees instead of the standard 3 degrees, causing aircraft to jolt upon landing. Reducing the tower's height would resolve these issues. The airport authority has proposed a height reduction of 17.5 metres and a formal proposal will be sent to the cabinet. The clock tower now serves only an aesthetic purpose from the British era, much like other old clock towers in various cities. Apart from the clock tower, birds are said to pose a threat to Patna airport, especially due to the secondary garbage point in Gardanibagh, which attracts them. A site in Yarpur has been sanctioned for relocating this garbage point and Patna Municipal Corporation is working towards this. By Aug 15, the Gardanibagh area will be cleared and may be repurposed by PMC as a yard. Meat and fish shops along the lane from Chitkohra to Anisabad, also seen as risks, have already been shifted. The waterlogging on the airport's southern side near the railway line also draws birds. A major drainage project has been proposed there to address this. What about the dense population surrounding the airport? Do buildings comply with regulations? Has there been a height survey? Also, what about encroachments in the vicinity? Yes, a joint survey is carried out by the airport authority and the municipal corporation to monitor building heights, particularly within the funnel area. During construction approval, the corporation checks height compliance, and any violations are acted upon. As for encroachments, we have already removed those at Kaushal Nagar. Bihta airport is expected to serve as an alternative to Patna airport, yet progress seems slow. When can we expect it to be fully operational? Work has commenced and the project is expected to be completed by 2027. Will Patna airport shut down once Bihta airport becomes operational? No, both airports will function simultaneously. In fact, air traffic demand is projected to grow significantly and both airports will be required to meet that future demand.

Now it is up to the government departments and public/private sector organizations to offer employment to these industrious and assiduous young ones who have already developed a certain level of understanding as evinced by passing two stringent filters namely the preliminary and main examination stages of Civil Services Examination and other examinations for Indian Forest Service, Central Armed Police Forces, Engineering Service, Geo-Scientist, CDS, Indian Economic Service/Statistical Service, and Medical Services. This cohort widely takes care of candidates possessing almost all diverse educational backgrounds. This admirable initiative is at a time, when the selection cycles for jobs are not only too long but also uncertain due to various structural, procedural, and cultural issues leading to unforeseen circumstances like paper leakage, question paper defects, breach of examination at pre or post examination stages, etc. These factors eventually yield mental fatigue, career uncertainties, missing opportunities, financial burden, and on top of all the loss of trust in the system prevailing in the country. A look at the performance of the job recruitment agencies at the state and central level, the job recruitment processes carried out by UPSC are still considered to be sacrosanct barring a few aberrations which are attributed to the part of candidates. Undeniably, the Civil Services Examination (CSE) conducted by the Union Public Service Commission is one of the most prestigious and elaborate examinations in the country which is full of uncertainties for candidates due to three discrete stages collectively deciding the final outcome. Besides, the exam cycle of nearly one year leads to loss of year on year for any UPSC aspirant who is unable to succeed and thus the continued pursuit to try up to the last attempt is eventually a loss as the society is unable to reap the potential of such youth. To appreciate the relevance of PRATIBHA – SETU, let us delve into the detailed statistics of CSE – 2024 which shows that in this year 5,83,213 out of 9,92,599 enrolled candidates actually appeared in the Preliminary examination. Out of these total of 14,627 candidates qualified for appearance in the Written (Main) Examination, and from these, 2,845 candidates qualified for the Personality Test (PT) of the examination. Finally, 1009 candidates (725 men and 284 women) have been recommended by the Commission for appointment to various Services. Thus, out of all those who appeared in the interview, 1836 candidates who appeared in the interview have been left out, however, some of them have done fairly well in the Mains Examination and some have done well in the Personality Test. Indisputably, all these meritorious candidates who have reached the last stage will be either reappearing or quitting their aspiration to serve the country through Civil Services or similar other services. Undoubtedly, these are brilliant minds having a reasonably good understanding of the country and performed well in 9 distinct papers of the Mains Examination. It is worth mentioning that those whose names are in the list of 1009 and those whose names could not find a place in the final list do not have many variations. At times it is so painful that at the same cut-off marks, some are in and some are out. The cut- off for CSE 2024 was 947 and there are many candidates who have secured above 900 who are worthy in all respects, but it is the sheer chance that has played the role and they are out. If the country is unable to utilize its potential for the good of the other departments/organizations/ Public Service Undertakings of Govt of India /state, then it is a loss of opportunity to the nation. Also, the timing of using their capabilities at appropriate time is very critical and should be done at the earliest in the interest of the nation which has already invested so much in their upbringing and assessing their potential in different stages. Thus, the prudence lies in considering all interested candidates for direct recruitment to all government services and others, other than those covered under the Civil Services Examination and other 07 Examinations for which UPSC acts as a recruiter and all other public sector and private sector organizations. Thus, it is a welcoming move by the UPSC to maximize the yield of its efforts and expedite the process of recruitment for all the interested other government departments, organizations, Public Sector Undertakings, etc. who wish to quickly employ these readily available candidates who have marginally lost. With, the initiative of inviting prospective employers to select suitable human resources amongst those who have marginally lost, not only the candidates will get employed early but also the recruitment cycles of such employers will be shortened. This yields a happy situation of earliest engagement of youth use in the service of the nation and ensures that they do not waste their time merely preparing and trying their luck. Going by the expected outcome of PRATIBHA Setu, it appears that this practice of maximising the utility of the efforts put in any recruitment cycle should be adopted by all state public service commissions and agencies carrying out recruitments fairly and with integrity. This will not only eliminate the multiplicity of recruitment processes but also help in eliminating long recruitment cycles and quicker employment of youth and usher in the realm of one recruitment process for maximum jobs.
