SGT University Co-Hosts National Seminar 'Bihar Leads the Rising East' in Patna
Shri Guru Gobind Singh Tricentenary (SGT) University, Gurugram, in partnership with Rambhau Mhalgi Prabodhini (RMP), Chandragupt Institute of Management Patna (CIMP), and the Public Policy Research Centre (PPRC), co-hosted a one-day national seminar titled 'Bihar Leads the Rising East' at the CIMP Campus in Patna. This landmark event aimed to bring together stakeholders from governance, academia, and civil society to reflect on Bihar's development journey and chart new directions for its inclusive development.

The seminar was conceptualized under the leadership of Shri Ram Bahadur Rai, Chancellor, SGT University, and Dr. Vinay Sahasrabuddhe, Former Member, Rajya Sabha, and Vice-Chairman, RMP. The event provides a platform for in-depth discussions on Bihar's economic resurgence, governance models, rural development, and future policy frameworks.
The introductory address was given by Dr. Vinay Sahasrabuddhe, who said that 'Bihar today is emerging not just as a symbol of cultural pride but as the capital of aspirational progress. Institutions beyond Bihar, including SGT University, PPRC, and RMP, must collaborate to analyze the Purvodaya model and accelerate development in the eastern states. To realize the vision of 'Ek Bharat, Shreshtha Bharat,' we must document Bihar's success stories and share its best practices across the nation.'
Shri Samrat Choudhary, Deputy Chief Minister of Bihar, spoke on the tremendous progress the state is making and will continue to make. 'Bihar is witnessing a historic transformation, where once no new medical colleges or universities came up for decades; today we proudly have 32 universities and a budget of Rs. 3.17 lakh crore. With Vikramshila University set for revival and land already allotted, we are reclaiming our legacy and building a stronger future for our youth.'
Also, part of the start of the event was an address by Prof. (Dr.) Hemant Verma, Vice Chancellor, SGT University, who emphasized the importance of collaboration for development. 'Bihar has long been a cradle of intellectual tradition, from Nalanda to Takshashila. As development increasingly pivots toward the eastern states, universities must move beyond academics to engage with public policy, governance, and field-based research. Today's youth seek more than degrees, they want to understand and influence policies,' he said.
The seminar featured three thematic sessions that explored innovation and impact stories from Bihar, evaluated the implementation of central policies in the state, and envisioned a roadmap for Viksit Bihar @ 2047. Policy insights and success stories were shared by dignitaries including Shri Harivansh Narayan Singh, Deputy Chairman, Rajya Sabha; Shri B.V.R. Subrahmanyam, CEO, NITI Aayog; Shri Nitish Mishra, Industrial Minister, Bihar; and Shri Arjun Ram Meghwal, Union Minister of Law and Justice, Government of India.
The Valedictory Session was presided over by Shri Arif Mohammad Khan, Governor of Bihar, as the Chief Guest. In his key address, he talked about the vision of progress that he had for this state. 'Today, I see Bihar beginning to write its own story of transformation. The roads that once took two hours to travel now take just 45 minutes. The change is visible not just in our infrastructure but also in our spirit. Women, who were once under-represented in public service, are now stepping forward in greater numbers to serve in the police and other sectors. These may seem like scattered signs, but together they mark the dawn of a new Bihar.' The last session also included the ceremonial release of the report titled 'Bihar: BIMARU to Behtar.'

HC stays state relief for Group-C & D jobless school staff
Kolkata: Calcutta High Court on Friday stayed till Sept 26 the state's interim relief for Group C and Group D employees of state-run schools who lost their jobs following a Supreme Court order on April 3. Tired of too many ads? go ad free now The state had announced a monthly interim relief of Rs 25,000 for Group C employees and Rs 20,000 for Group D employees. Another section of candidates, who were wait-listed, moved the HC praying for a stay on the state scheme as it "frustrated" the SC order. Justice Amrita Sinha held that people whose jobs were terminated by the SC order could not be provided such a support after the apex court had decided the issue of illegal appointments conclusively and opined that the appointments were a result of "fraud". Getting refund of the money already disbursed to the beneficiaries would be a problem if the state scheme was found to be in violation of law after the final hearing, she reasoned. The court also took note of the fact that the state welfare scheme was announced for a particular group who would not be doing any work for the state. "Paying persons gratuitously, who are not serving the state but are either sitting at home or are engaged elsewhere, does not appeal to the court," Justice Sinha held, adding that the state had applied a "pick and choose" method for determining the beneficiaries of the welfare scheme. "There are two sets of candidates. One set comprises appointed candidates whose jobs were terminated and the other set comprises the wait-listed candidates. Both sets are jobless now," Justice Sinha said, holding that the state scheme for a particular group "intended to provide succour to the tainted terminated candidates". Justice Sinha acknowledged the state's legislative competence to formulate a welfare scheme but held that such a scheme should be applied equally. The court did not buy the state's argument that the petitioners should not have approached the HC when a review petition by the state was pending before the SC. It recalled that the state had proceeded to publish the scheme when its own review petition was pending before the apex court. Justice Sinha directed the petitioners to file affidavits within four weeks and the state to file an affidavit in reply within a fortnight after that before the petition would come up for hearing next.

After TCS, AP govt allots land to Cognizant in Vizag
Vijayawada: Continuing its aggressive incentive policy stand, Andhra Pradesh govt has decided to allot land to another IT major, Cognizant Technology Solutions , at 99 paisa per acre in Visakhapatnam. The 21.31 acres will be allotted at Kapuluppada area in the city. The State Investment Promotion Board (SIPB), in its recent meeting, approved the proposal of Cognizant to invest Rs 1,583 crore in its new ITES/IT campus. The state govt earlier allotted about 21 acres to another IT services major, Tata Consultancy Services (TCS), at 99 paisa per acre. The new campus of TCS is likely to be launched by the end of July. TCS has promised to provide 12,000 jobs. IT minister Nara Lokesh earlier announced that the govt is ready to give land to top IT companies at the same price as that of TCS if they come up with a promise of creating employment opportunities for local youth. "The state govt is committed to turn Visakhapatnam into the IT capital of Andhra Pradesh and a new investment destination for companies. To kick off the investment cycle rolling, a trigger is needed, and TCS will be that moment," Lokesh said earlier, justifying the allotment of land at almost free of cost to TCS. The discussions with Cognizant were initiated during the World Economic Forum summit in Davos. According to sources, Cognizant is planning its investment in three phases. The company has set a target of March 2029 for commencement of commercial operations. The project will be 100% self-funded. Together, TCS and Cognizant will bring 20,000 IT jobs to Visakhapatnam. Apart from direct employment, every job in the IT sector is expected to create indirect employment for four people. Besides TCS and Cognizant, Google is also planning to set shop in Visakhapatnam, which, according to sources, will be another major turning point in creating a whole ecosystem in new and emerging technologies like artificial intelligence and data centres.
