Ghana, UAE sign $1bn Accra innovation hub deal

Ghana is set to benefit immensely from a newly signed $1 billion deal with the United Arab Emirates (UAE) to build a cutting-edge innovation hub in Accra, solidifying its ambitions to lead Africa's digital transformation.
The agreement, formalised through a memorandum of understanding (MoU) between Ghana's Ministry of Communication, Digital Technology and Innovation and the UAE's Ports, Customs and Free Zone Corporation (PCFC), marks a significant milestone in Ghana's push to become a continental AI hub.
Fully funded by PCFC, the innovation hub will span 25 sq km in Ningo Prampram, Greater Accra. Construction is expected to begin in 2026 and be completed by the end of 2027. Ghana will provide the land, while PCFC brings the capital, technology, and global partnerships.
Sam George, Ghana's Minister of Communication, Digital Technology and Innovation, signed on behalf of the government, while Sultan Ahmed Bin Sulayem, Group Chairman of PCFC, represented the UAE.
According to George, the initiative reflects President Mahama's vision of transforming Ghana into Africa's next artificial intelligence nerve centre through the 'One Million Coders' programme.
'As you train a million coders, you need to have jobs for these coders, and that is where PCFC comes in,' he said. 'Having the innovation hub built in Ghana, PCFC will come along with the over 11,000 companies that are under their umbrella in the UAE to have a Ghanaian presence.'
PCFC is instrumental in the digital transformation of Dubai and currently operates over 11 innovation hubs in collaboration with global tech giants like Microsoft, Oracle, and IBM. With no current footprint in Africa, Ghana's strategic location and skilled youth population made it a natural choice for PCFC's first continental hub.
'Ghana, being the gateway to Africa, reached out to the company to establish the hub,' George added. 'The facility will attract all the big top tech companies in Ghana. So our Business Process Outsourcing, Knowledge Process Outsourcing, AI Engineering, and all the new emerging technology fields will be positioned here in Africa.'
He emphasised that the hub would prioritise local talent, employing Ghanaians trained through the coders programme rather than importing foreign skillsets.
Bin Sulayem underscored the broader significance of the project: 'The wealth of a country relied on its new ideas or innovation to advance the needed growth for sustainable development.'
He reiterated PCFC's long-term commitment to Ghana, promising that the partnership would not only boost technological capacity but also generate thousands of jobs.

Built on Zia, Zoho's proprietary AI engine, Zia Hubs allows organisations to connect various types of content—documents, audio, video, and more—to Zoho's expansive suite of apps for deeper insights, agentic AI capabilities, and unified, context-aware search. "According to IDC, 80 percent of business data is unstructured," said Hyther Nizam, President Middle East and Africa (MEA), Zoho. "Most unstructured data is text-based, meaning pertinent information lives within email conversations, social media posts, word processor documents, or audio and video transcripts. In fast-evolving economies like those in the Middle East, the ability to leverage AI to unlock hidden value from business content can dramatically improve decision-making, operations, and customer engagement. With Zia Hubs deeply integrated into our suite of apps, customers can put their data to work in ways unmatched by any other platform,' Nizam added. Zia Hubs is now part of Zoho WorkDrive, which gives businesses full control over what content is AI-accessible and allows them to organise team or project-specific material into dedicated 'hubs". Once the content—ranging from PDFs and spreadsheets to call logs and video files—is added to a hub, Zia automatically structures it, preserving context through section headings, supporting visuals, and linked references. For audio and video content, Zia generates searchable transcripts and highlights key moments tied to relevant topics, making it easy to locate exact moments quickly. With Zia Hubs, users can ask complex questions and receive cited answers that span across myriad content formats. Whether a user is referencing a legal document, financial spreadsheet, or customer support recording, Zia's responses link directly to the original material. Businesses can also create automated workflows using Zoho Flow, ensuring that the latest relevant files are consistently routed into the appropriate hubs for ongoing analysis. Moreover, Zia Hubs supports content from third-party sources such as DocuSign, RingCentral, and Zoom, giving teams the ability to manage and analyse external data with the same intelligence layer.

iGA launches AI Talent Program via Innovation Hub

The Information & eGovernment Authority (iGA) announced the launch of the 'AI Talent Program' during a ceremony at the Innovation Lab at its headquarters in Isa Town. The first batch features 14 top-performing ICT students from University of Bahrain and Ahlia University who are preparing for their graduation projects. Running from 15 June to 15 December, 2025, the program offers a comprehensive blend of academic and hands-on AI work through six months of on-the-job training at the iGA. Mohammed Ali Al Qaed, iGA Chief Executive, highlighted the importance of the training program, emphasizing its alignment with the government vision and iGA's commitment to implementing directives by General Shaikh Rashid bin Abdullah Al Khalifa, Minister of Interior and Chairman of the Ministerial Committee for Information Technology and Communication (MCICT). The program aims to empower Bahraini talent with AI skills to prepare specialists capable of improving government services through innovation. The ceremony was attended by Dr. Fuad Mohammed Al Ansari, University of Bahrain President; Dr. Hessa Al Junaid, University of Bahrain Vice President for Academic Affairs; and Professor Mansoor Alaali, President of Ahlia University. Al Qaed also noted that the AI Talent Program offers hands-on training with AI and digital transformation experts, focusing on teamwork, programming, and the development of AI prototypes for areas related to government needs. The students will work in multiple teams to enhance critical thinking and problem-solving skills, and their projects will be documented to support implementing impactful solutions. Al Qaed has extended his appreciation to the University of Bahrain, Ahlia University, and Amazon Web Services (AWS) for their strategic partnerships. He stressed that collaboration between academia and the government is essential to preparing skilled talent capable of meeting digital age challenges. He thanked AWS for partnering with the iGA to train the first batch, enhancing training quality, and supporting student development, in line with Bahrain's Vision 2030 towards an advanced eGovernment. iGA Director of Innovation and Advanced Technologies, Latifa Al Abbasi stated that the AI Talent Program bridges academic learning with market needs by combining graduation projects, practical training, and optional courses as selected by each university. She noted that the iGA aims to empower students to deliver innovative solutions for government processes and affirmed that investing in youth supports Bahrain's future and helps build a knowledge and innovation-based economy. The program's key anticipated outcomes include preparing students for future jobs through comprehensive academic and professional experience, developing innovative government solutions, enhancing AI and programming skills, and providing professional guidance to support their career growth.
