
City, developer break ground on apartment project
ELKHART — A private developer and the city broke ground on a project that will bring much needed affordable housing to the city.
'It's very important for us to understand that Elkhart has a need for housing,' Mayor Rod Roberson said Tuesday during a ground-breaking ceremony for 515 East Apartments. 'So do most communities, but I mean this throughout the spectrum. We bring in 35,000 to 40,000 people a day from different counties that really want to live closer to where they work.'
The project by RealAmerica Companies, located on 515 East St., is a mixed-use development comprising 48 units of income-based housing. There will be one- and two-bedroom apartments in a four-story building. The development will feature a variety of spacious floor plans, and each unit will have a balcony or patio.
The total development cost is $14 million, which equates to about $300,000 per unit, said Mike Surak, president of RealAmerica Companies.
'We first started looking for property in Elkhart in 2022,' Surak said. 'We've developed in South Bend, Warsaw, Fort Wayne, so we've had a footprint in Northern Indiana for quite some time now and we've just heard about all the activity that's happening in Elkhart. So when we first came to town looking for development opportunity ... the occupancy was 99.1 percent, so it was clear that there was a need for housing at that time.'
515 East Apartments is partially funded by the Low-Income Housing Tax Credit program and received an allocation for funding from the Indiana Housing and Community Development Authority (IHCDA). The city contributed to the project by providing a forgivable loan and building fee waivers. The IHCDA further assisted with a loan from the Affordable Housing and Community Development Fund.
Rents will be based on the area median income (AMI) and serve households earning up to 80 percent of the area median income.
'There's a range of affordability from 30 percent of the area median income to 80 percent of the area median income, which we think captures a good range of affordability levels, depending on certain household incomes,' Surak said. 'It's all income-based, so it's all driven by what a particular individual or family earns annually as a household.'
The apartments will also include a roof-top deck and garden, and community space with a lounge, kitchen and fitness center. There will also be a dog park and dog wash station.
The development site is in an ideal location for housing because it sits in a pedestrian-friendly area of downtown, developers said.
'We were really attracted to the site because of its central location in downtown Elkhart, and the walk within minutes to Main Street and restaurants and retail that they offer in that district,' Surak said, 'and then also all of the development that's been happening in the River District.'

Meghan Markle is restocking her sold-out As Ever products on Friday, and several royal experts believe it's all part of her plan to be recognized as a royal entrepreneur with a reigning business empire. 'Of course, her royal title and Sussex name are boosting her brand,' British broadcaster and photographer Helena Chard told Fox News Digital. 'She will cling to this as it will help bring her [more] fame and fortune, which is imperative to her life. Fordwich claimed Meghan still has a long way to go before the public can crown her as an authentic, relatable businesswoman. 'Either way, this relaunch means Meghan Markle will face heightened scrutiny,' Fordwich claimed. 'Her products, while marketed as accessible, remain luxury non-essentials which don't resonate with a mass market audience, especially in our current tough economic times.'

City cuts ribbon on streetscape project
ELKHART — A newly completed $8 million streetscape project at Indiana Toll Road Exit 92 is an important improvement to one of the key entryways to the community, city officials say. Officials held a ribbon-cutting ceremony – using a thin metal ribbon – for the project Monday in front of the Cracker Barrel off Cassopolis Street. The area around the Toll Plaza includes a new green space, micro park, sidewalks and signage. While the project serves as an important piece for the quality of place part of the city's Aspire plan, it also serves as an economic development project, Development Services Director Mike Huber said. 'We're hoping to attract more folks to be intrigued by what they see from the design as they go into the toll road and want to check out the community and learn more about the community and drive additional revenue and business for all of the hospitality businesses,' Huber said. The city estimates there are 1.86 million annual total vehicle trips through the Exit 92 ramps. It is also estimated that there are 10.2 million total vehicle trips on the Indiana Toll Road annually, the city said. The streetscape project will change perceptions about the city to the millions of vehicles that drive on the toll road, Huber said. The project will also enhance pedestrian safety in the corridor, primarily for employees of hospitality businesses on Exit 92, he said. Mayor Rod Roberson said the project is important to how others see the community and how the community sees itself. 'Based on our growth and based on the visibility we have as a community, the way that we populate these areas and the way that we create the kind of relationship that these structures, this park, the structure on the bridge itself, it is so important to how Elkhart is seen and how it's lived,' Roberson said. Roberson said when he was first elected in 2019, the streetscape project was one of the first projects brought to him. The project will attract new visitors and make residents proud of their city, he said.
