How building fewer staircases could change Edmonton's housing market

Most apartment buildings in North America follow a familiar model: long hallways with units on either side and two stairwells at opposite ends.
But Edmontonians might be seeing a different design start to emerge that breaks from that mould.
Single-staircase buildings aren't typically allowed in Alberta's building code for projects more than two storeys. But a new guide from the City of Edmonton is charting a path through the regulatory hurdles.
Also called point access block or single egress, advocates say they open up new missing middle housing options that allow for nicer units, family-friendly three-bedroom apartments, and can bring affordable housing opportunities.
The shift in Edmonton comes alongside a wider push to change the national building code — and changes at the provincial level in B.C.
Armando Hernandez, principal of Dualita Architecture, said in an interview that he's been interested in single-stair buildings for a number of years — but the guide from the city gave the certainty needed to take the plunge in actually trying to build one.
Hernandez revised a plan that he had already drawn up for a three-story walk-up and removed one of the staircases. The redesign allowed him to add in-suite laundry, make the kitchen bigger and add a small den.
Can fewer stairs make housing more affordable?
Hernandez said two staircase norms create an economy of scale where developers build apartments with a larger footprint to help distribute the cost of the additional staircase.
But for a smaller developer, he estimates removing a staircase can save up to $60,000.
"Square footage equals money," he said. "The most impact you will see is for small buildings like this — for infill."
Hernandez said it can also allow developers to fit more units into a design, which can lower the cost per unit as well.
How does it work?
Since 2006, the building code has contained an alternative solutions path. It can be used for innovative ways of doing things that fall outside of the building code — provided they have specific performance objectives to prove the new solution is equal or better to the existing rules.
Cameron Bardas, senior engineer strategist in the city building department, said the path has been around for decades but is underutilized.
So the city is accepting building permit applications for single-stair buildings with alternative solutions. Bardas said some of those may include:
Sprinklers.
Widened stairwells.
Additional fire resistance ratings between suites and corridors.
Stairwell pressurization to prevent smoke migrating throughout the building.
But he noted in the Edmonton alternative solution pathway, there is no prescriptive list of solutions — unlike in the B.C. case.
While the B.C. change is very comprehensive, Bardas said it doesn't provide enough flexibility for developers.
Opposition to single egress
Elliot Davis, president of the Alberta Professional Fire Fighters and Paramedics Association, said buildings with one exit are inherently more dangerous.
"We have substantial issues with the initiative," Davis said. "Those regulations exist to ensure that we minimize fire fatality."
Davis described a stairwell as a safe haven for firefighters in a burning building. They're typically positive pressure environments, where crews can find a breath of fresh air — and can serve as a home base where they store ladders, extinguishers and tools.
With residents fleeing and constantly opening doors into a single stairwell, it will bring smoke and congestion, which Davis said is less safe.
"We know that the cost of living is high and that affordable housing is a big factor of that. I don't, however, think somebody wants to get themselves into an affordable living scenario just to be trapped in a structure fire."
While the city did consultation with Edmonton Fire Rescue Services in preparing the guide, Greg Rehman, president of the Edmonton Fire Fighters' Union, told CBC he is also against the initiative.
Is it time to change the code?
There's been a request to change the national building code made to the Canadian Board for Harmonized Construction Codes.
Bardas hopes Edmonton can serve as an example in that discussion — so all regions can have the same rules.
"We'd love to provide data points to say 'Here's how some of these buildings have been built, here's how engineers have done the very efficient work of showing appropriate design considerations.' "
Davis said he would rather see a change to the national building code than alternate solution pathways because it would go through more engagement with relevant stakeholders like firefighters.
In a statement to CBC, Dan Williams, minister of municipal affairs, said Alberta needs more housing options, which is why the province created a construction codes working group.
"The group is exploring possible code amendments to allow for single egress apartments, but any decision to allow for this will not be made without carefully considering the potential safety implications that may come with it," the statement read.
For Hernandez, the building permit he's about to submit is a bit of an experiment to see if it'll get approved.
And when he looks at the suggestions and requirements involved, he thinks its still a cautious approach.

A Vancouver lawyer has admitted to improperly notarizing documents and solemnly declaring affidavits that contained information he knew was false in order to help a corporate client secure a $3.3-million loan from a U.S. bank. Jason Chieh-Sheng Wang admitted his misconduct in a consent agreement with the Law Society of B.C., a summary of which was published online last week. According to the document, Wang was retained by 'a group of companies' in April 2023 to facilitate the loan application. 'Upon being retained, the lawyer was advised that the client was in difficult financial circumstances, and that it wished to obtain a loan from the lender on an urgent basis,' the summary reads. The loan was secured by 'five pieces of artwork as collateral,' according to the document. None of the parties involved in the situation – other than Wang himself – are named in the consent agreement summary. Instead, the document uses parties' initials. 'The loan was personally guaranteed by ZYZ and JM, whose respective families held the majority of the shares of the client,' the document reads. 'The loan also required the approval of their respective spouses, YP and LW, documented by spousal consents.' The lender told Wang it needed the spousal consent forms – along with other documents prepared in the U.S. – notarized, something the lawyer said would be impractical because some of the parties whose signatures were required were located in China. The bank eventually agreed that Wang could notarize the signatures in question via video call. Wang 'purported to notarize' four documents on May 15, 2023, but he had not actually met the signatories via video call, or at all, according to the consent agreement summary. The lawyer also created three affidavits in which he swore that the signatories had joined him on a video call and shown him both sides of their government-issued photo IDs before signing the documents. 'The lawyer solemnly declared the contents of the affidavits of execution to be true when he knew that he had not met with any of the signatories … via video conference or at all, and had not witnessed any of their signatures,' the summary reads. Wang also admitted to deleting WeChat messages he had exchanged with the client's representatives, in which he agreed to proceed with notarizing the documents without the requisite video call. 'The lawyer knew or ought to have known that deleting this client correspondence was contrary to his obligation to maintain and preserve his client's files and records," the summary reads. For all of this admitted misconduct, Wang agreed to serve a one-month suspension, which began on June 16. In accepting the consent agreement, the law society's discipline panel considered three mitigating factors:

GTA elementary school teacher making $120K a year says that she ‘had better expectations' for her finances. Here's what happened

Christine Miller has been a Grade One teacher with the Peel District School Board for the better part of a decade and while she earns close to $120,000 annually, she says she is living pay cheque to pay cheque. Miller belongs to a rising number of middle-income households making up to $125,000 a year that are at risk of being squeezed out of the region, according to a report released by Civic Action this week. Many members of the group, like Miller, have healthy salaries well over the median income for Toronto but are still struggling to stay afloat and have essentially become 'the invisible poor,' Civic Action says. Miller, 56, lives alone in a one-bedroom 650-square-foot condo in Etobicoke, which she bought for $505,000 in 2019 with some help from her mother for the downpayment. Miller says she bought at a time when borrowing rates were low but the payments on her variable rate mortgage spiked as the Bank of Canada began to hike its key overnight lending rate in response to runaway inflation in 2022. While she loves her neighbourhood, with its lush gardens and the lake right in view, she says it has become increasingly difficult to pay her mortgage each month, even with a series of recent rate cuts from the central bank. 'I'm up to my eyeballs in the mortgage,' Miller said. 'When the rates went up, I was paying over $3,000 a month.' Miller says that she was already directing a significant portion of her income to her mortgage but is now spending more than half of everything she earns on her condo after taking a leave of absence to care for her 94-year-old mother and temporarily replacing her salary with employment insurance benefits. On top of her living expenses, Miller says her monthly bills also include car insurance, phone and internet, and groceries, for a rough total of $1,500. 'I don't have cable TV, so I watched the Stanley Cup on TikTok. I don't buy clothes, I don't go on trips,' Miller said. 'I have to get my hair cut every six weeks, but I don't go to a gym, I don't do my nails, I don't buy clothes unless I absolutely have to.' While Toronto's housing market has softened significantly in recent years, a report released by in April that you still need an annual household income of more than $217,000 to be able to afford an average-priced home in the city. Not having the means to be able to spend on anything outside of necessities really, Miller says she feels disappointed with where she's at. The elementary school teacher compared her life to what it was like for her mom and aunt, as they were also educators. She shared how her parents owned a four-bedroom home on a one-acre lot with a pool in the yard, had a vacation home in Florida and had the ability to help Miller throughout university. 'I had better expectations for where I would be at this point in my life and earning what I earn—because I'm earning close to $120,000 a year—I'm at the top of the pay scale,' Miller says, adding today's economy and her divorce set her back financially. 'I am not going to recover from that hit, like, I won't.' 'Prevention is better than cure' Miller is just one of many middle-income workers strapped on their monthly bills. Earlier this week, CTV News Toronto reported on CivicAction's housing crisis report which highlighted the struggles middle-income households in the Greater Toronto and Hamilton Area face as they don't qualify for traditional housing supports and are often forced to choose between lengthy commutes or out of reach living expenses. About two dozen readers from households making between $40,000 and $125,000 annually wrote into CTV News Toronto sharing what their day-to-day life is like working in various industries, from healthcare to policing to the skilled trades. Some wrote in sharing how they frequently commute to Toronto from places like the Niagara Region or Oshawa, incapable of finding work close to home, while some working parents described the challenges they face trying to provide their children with adequate daycare or a stable home. When asked whether she was surprised to hear the responses, CivicAction CEO Leslie Woo says their stories show what's currently at stake for the region. 'The situation is here and we're already paying a serious price, and every day that goes by that we're unable to sort of drive better collaboration to find solutions we're falling further and further behind,' Woo said. In CivicAction's report published Tuesday, researchers said that essential workers—those who make the region run, like nurses and teachers, for example—are increasingly being squeezed out of the GTHA because they're reaching their financial breaking point. The fact that these middle-income workers cannot qualify for housing supports—despite spending between 43 and 65 per cent of their monthly income to cover their mortgage or rent—should, in a way, act as a red flag for policy makers, Woo said. 'Our definitions of what and who qualifies for the kinds of supports are inadequate. It also means that how we're thinking about and the sort of old ways of providing support for those that are in need are also inadequate,' Woo said. It goes beyond empathy and pity, Woo says, as systemic adjustments need to be made to curb the long-term risks that can hinder the GTHA—from economical to social and even environmental standpoints. For its part, the city says it is 'aware' of the various pressures Torontonians are facing, from housing affordability to the rising cost of living, adding that it has implemented several policies to assist residents with 'varying income levels to ensure Toronto's long-term vibrancy, livability, and diversity.' A spokesperson for the city told CTV News that Toronto`s budget for 2025 including money to expand school food programs, freeze TTC fares and waive development charges to accelerate the construction of 6,000 rental units. The city says it also introduced a new action plan for the local economy to create quality jobs and has a goalpost of delivering 65,000 new rent-controlled homes by 2030, including 41,000 affordable rentals. Woo hopes policymakers—from all levels of government to employers and non-profits—act swiftly to address the region's housing issues. 'There's an old adage, prevention is better than cure,' Woo said. 'There are a lot of people for whom we could put preventative measures if we act swiftly.' Miller, however, isn't so sure that relief is on the horizon. 'It's like, you're working just as hard, you followed all the steps, right? You're making the money, and you're making the money, but it's not panning out in your life, in my life,' Miller said.
