Sindh CM Murad presents Rs3.45trn provincial budget for FY2025-26

Sindh Chief Minister Syed Murad Ali Shah presented the provincial budget for the fiscal year 2025-26 on Friday.
The budget size for FY26 is set at Rs3.45 trillion, representing a 12.9% increase compared to the estimated Rs3.05 trillion for the previous year (2024-25).
'This budget will play a key role in unleashing Sindh's untapped potential,' Murad Ali Shah said. 'It prioritises inclusive, sustainable, and robust development.'
Key highlights of Pakistan budget for 2025-26
The chief minister expressed commitment to social improvement, modernisation of infrastructure, and economic independence.
The provincial government allocated Rs1.02 trillion for development in FY26.
Salaries and pensions
Salaries for employees from Grade 1 to 16 increased by 12%, while Grade 17 to 22 employees to receive a 10% salary increase.
Pensions
Meanwhile, the provincial government increased pensions by 8% for FY26.
Current expenditures
Sindh government allocated Rs2.15 trillion for current expenditures, up 12.4% from last year's Rs1.92 trillion.
This increase is driven by inflation, hospital and university grants, employee relief allowances, and rising pension obligations, according to a statement from the CM House.
Education
Education budget for Sindh province increased by 12.4% to Rs523.73 billion, making up 25.3% of total current expenditures.
Primary education budget raised from Rs136.2 billion to Rs156.2 billion.
Secondary education budget for the province increased from Rs68.5 billion to Rs77.2 billion.
The provincial government also announced to hire 4,400 new teachers and educational staff.
Other initiatives proposed included establishment of four IBA community colleges, dedicated budgets and expenditures for over 34,100 primary schools, and Rs2 billion for Sindh Educational Endowment Fund to support underprivileged and talented students.

The budget for differently-abled persons development programme increased from Rs11.6 billion to Rs17.3 billion to provide assistive devices, scholarships, and partnerships with NGOs, the CM announced.
Health
Health budget for the province increased by 8% from Rs302.2 billion to Rs326.5 billion.
As per the details, Rs146.9 billion will be given to health institutions and units as grants, while Rs19 billion has been allocated for Sindh Institute of Urology and Transplantation (SIUT).
Other allocations in the health sector included Rs16.5 billion for Peoples Primary Healthcare Initiative (PPHI), Rs10 billion allocated for a new hospital in Larkana, while ambulance service and mobile diagnostic units to be expanded to rural areas.
Annual Development Programme (ADP)
Sindh government announced to cut the Annual Development Programme (ADP) for FY26 by 20% to Rs520 billion, citing expected reduction in federal transfers.
It also announced 475 new schemes for flood-affected areas, renewable energy, underdeveloped districts, clean water, and sanitation.
ADP allocations include:
Rs99.6 billion for education
Rs45.37 billion for health
Rs73.9 billion for irrigation
Rs132 billion for local governments
Karachi
Sindh government announced 'special focus' on Karachi's development, vowing to bring improvement in major projects related to infrastructure, roads, sewerage, and water supply.
The provincial government also announced expansion of urban transport, with introduction of 50 electric buses along with 100 more electric buses by August 2025.
Regarding the progress in BRT projects in the metropolitan city, the government informed that Yellow Line was nearing completion, while Red Line was over 50% complete.
Other announced for the city included expansion of Karachi Safe City Project with AI-enabled CCTV cameras, upgrades to Korangi Causeway Bridge and Shahrah-e-Bhutto, and new schemes for restoration of historic sites, improvement of business areas, and construction of major roads.
Digital governance
Sindh government also announced initiatives for digital governance, including the launch of a central KPI monitoring dashboard for real-time project tracking; land records to be moved to blockchain, and enhancing transparency and ease of transactions.
It launched a digital birth registration system, aiming for 100% coverage by 2028.
'The system will be integrated with health and education databases,' the CM House said.
Agriculture
Sindh government announced to launch the Benazir Hari Card that will provide subsidies and modern machinery to over 200,000 farmers.

It also announced subsidies for drip irrigation to promote environmentally safe farming, along with the announcement of cluster farming projects under public-private partnerships.
Feasibility study underway for establishing Sindh Cooperative Bank to offer interest-free loans to progressive farmers, CM Murad said.
Social welfare & empowerment
Education budget to be decentralised to the school level
Headteachers to get direct funds for operational expenses
Improved facilities and increased stipends for persons with disabilities
New rehabilitation centers to be established
Announcement of youth development centers across Sindh
'These will offer skills training, career counseling, and digital literacy programme,' the CM said.
Tax relief
The provincial government announced to remove five taxes to reduce citizens' financial burden, as it also proposed to abolish professional tax and entertainment duty.
It announced reduction in motor vehicle tax, and introduction of negative list system to simplify sales tax.

The Water and Sanitation Agency (WASA) Lahore has emerged as the primary beneficiary in Punjab's development outlay for the water and sanitation sector in fiscal year 2025-26, securing the lion's share of funds under the Annual Development Programme (ADP). According to the budget document presented by Punjab Finance Minister Mian Mujtaba Shujaur Rehman in the Punjab Assembly, a total of 94 ongoing schemes worth Rs58.13 billion have been allocated across five WASA agencies. Of these, Lahore alone accounts for 59 projects with an estimated cost of Rs24.83 billion, highlighting a sharp imbalance in the distribution of development funds. The remaining four agencies — Faisalabad, Gujranwala, Multan, and Rawalpindi — have been allocated a combined total of only 35 schemes valued at Rs33.29 billion. Critics have pointed to this disparity as a sign of systemic neglect toward cities outside the provincial capital. In terms of new schemes, WASA Lahore again topped the list with 24 new initiatives for the upcoming fiscal year. WASA Gujranwala received only two new projects — valued at Rs5.9 billion and Rs1.51 billion respectively — with budgeted allocations of just Rs.122 million and Rs.13 million for the next year. Despite submitting hundreds of new proposals, agencies such as WASA Multan, Faisalabad, and Rawalpindi were left out of the new development portfolio altogether. Senior officials from these agencies, speaking on condition of anonymity, expressed frustration over the exclusion, warning that millions of residents, especially in Faisalabad — the textile hub of Pakistan — will remain deprived of clean drinking water. For ongoing projects, WASA Faisalabad received funding for 17 schemes worth Rs19.5 billion, while WASA Multan secured four schemes totalling Rs5.17 billion, and WASA Rawalpindi was granted five projects amounting to Rs6.38 billion. However, actual fund allocations for 2025-26 remain meagre: Rs126 million for Faisalabad, Rs365 million for Multan, and Rs.166 million for Rawalpindi — figures that stakeholders say are insufficient to meaningfully advance the existing work.

PESHAWAR: The 34th meeting of the Khyber Pakhtunkhwa Cabinet was held here on Friday with Chief Minister Ali Amin Khan Gandapur in the chair. Cabinet members, Chief Secretary, Additional Chief Secretaries, Senior Member Board of Revenue, Administrative Secretaries and Advocate General Khyber Pakhtunkhwa attended the meeting. The cabinet approved the procurement of 50 additional identical diesel-hybrid buses for BRT Peshawar at an estimated cost of Rs. 3.2 billion. It is worth noting that TransPeshawar initially procured 220 buses, with 24 more added in 2022, bringing the fleet to 244. However, due to growing public demand and the expansion of operational routes from six to eight - including the recent addition of DR-11, DR-13, and DR-14 - the procurement of more buses has become essential. The cabinet approved the merger of ADP Scheme campuses of the Model Institute for State Children 'ZamungKor' located in Swat, D.I. Khan, Abbottabad, and the Girls Campus in Peshawar into the already functional autonomous body of the ZamungKor Model Institute for State Children, Peshawar. Currently, 600 children are enrolled at the Peshawar institute, while an additional 425 students are enrolled across the four ADP scheme campuses. The cabinet approved signing of agreement between Pak Qatar Asset Management as the 13th Asset Management Company under CP Fund Rules 2022. To address the issues of unsustainable pension expenses, the Government of Khyber Pakhtunkhwa initiated pension reforms in 2015, which included the transition from an unfunded pension system to a funded pension scheme. Consequently, Contributory Provident Fund was introduced. Under the new system, contributions from both employees and government are invested in the market through professional asset management companies registered with the Security and Exchange Commission of Pakistan (SECP). In January 2022, the Government of Khyber Pakhtunkhwa began entering into agreements with asset management companies having SECP voluntary pension scheme licenses under the Contributory Provident Fund Rules, 2022. Consequently, 12 companies entered into agreement with the government to manage the Pension Fund. The cabinet approved amendments in the Khyber Pakhtunkhwa Right to Public Services Act, 2014. The purpose of the amendment is to simply notifying Public Services, coordination between the Commission and Departments, clarification of the vague provision for e-governance, provision for public oversight and accountability of the Commission. Moreover, provision of reasonable accommodation has been added to achieve international benchmarks by providing statutory provision for facilitation of the marginalized segments of the society. The cabinet approved amendment to Sub Rule (07) Rule 11 of Khyber Pakhtunkhwa Public Private Partnership (selection of Private Partner) Rules, 2021. The rule pertains to the response time of bidders provides a time frame of sixty (60) days for a bidder to respond to a bid. As per the amendment the RFP shall be disseminated amongst the pre-qualified or shortlisted bidders, as the case may be, with a minimum response time to thirty (30) days. It constituted a committee to deliberate on Khyber Pakhtunkhwa Public Lands Utilization and Management Bill, 2025 and present recommendations to the cabinet. The cabinet approved the Khyber Pakhtunkhwa Non-Governmental Organization (working in the field of human rights) Rules, 2025. The cabinet approved a Non-ADP scheme with a total cost of Rs. 124.016 million for the current financial year for resumption of salaries of contract staff of Provincial Earthquake Reconstruction and Rehabilitation Agency (PERRA). LAHORE: Provincial Minister for Sports & Youth Affairs Malik Faisal Ayub Khokhar said the Punjab government aims to engage youth in positive activities through sports and sports-related initiatives and youth empowerment plans included in Punjab's Annual Development Programme (ADP) 2025–26. Speaking at a news conference here Thursday, Malik Faisal Ayub Khokhar stated that a budget of Rs7.6 billion has been allocated for the Sports and Youth Affairs Department this year. He emphasized that the Punjab government's top priority is to provide opportunities to the youth and ensure the development of modern sports infrastructure. He informed the media that under last year's 'Khelta Punjab' programme, more than 120,000 athletes participated. This year, the initiative is being expanded further with talent hunt events being organized across districts, and significant work is already underway to rehabilitate and improve existing sports infrastructure. The Provincial Minister also shared that the first phase of the Chief Minister's Internship Programme has been successfully completed, benefiting 6,000 youth with a monthly stipend of Rs25,000. In Phase Two, the number of interns will be increased to 10,000, and the stipend will be raised to Rs60,000 per month. He further revealed that for the first time in the province's history, a Sports Endowment Fund has been established, under which athletes are being supported with funds of Rs30,000, Rs50,000, and Rs70,000. A Self-Sustaining System is also being introduced to address salary-related issues of sports department employees on a permanent basis, he added. He also highlighted that under the up-gradation of Punjab Stadium, Nishtar Park, Lahore, increasing seating capacity from 6,000 to 10,000. Scheme of Construction of a 102-room hotel/hostel at Nishtar Park Sports Complex at a cost of Rs800 million also approved. He also briefed about schemes of development of an Indoor Sports Arena for table tennis, snooker, board games, indoor rowing, revival of the International Boxing Arena, construction of a baseball ground in Lahore, rehabilitation and construction of Velodrome, Swimming Pool, Indoor Volleyball Complex, construction of Padel Tennis Courts in Lahore, Multan, and Sialkot while multipurpose Sports Facilities will be established along Rahim Yar Khan, Muridke, and Narowal Road. The Minister emphasized that the Punjab Government is working to revive traditional sports like Kabaddi, reconnecting the youth with cultural roots. He said that more projects will be included in the upcoming fiscal year and equal sports opportunities will be provided in every district of the province. Malik Faisal Ayub Khokhar concluded by stating, 'Our goal is not just to build infrastructure but to ensure its sustainable and autonomous management.'
