Rispana-Bindal road projects: Concerns grow over environmental impact, lack of rehab plan
Dehradun: Concerns over the Rs 6,500 crore Rispana-Bindal elevated road project, which is touted as a 'solution to Doon's traffic woes' have intensified with several stakeholders, including residents, activists, and thousands of slum dwellers who may be displaced, expressing apprehension regarding the project.The proposed 26-km elevated corridor, planned over the Rispana and Bindal riverbeds, aims to ease city traffic and offer a quicker route to Mussoorie.
But activists claim it may cause irreversible ecological damage and permanently alter Dehradun's skyline.
On Tuesday, the Dehradun Citizens Forum hosted a Town Hall Meet on the project at The Doon Library & Research Centre. The session featured a presentation by PWD engineer Jitendra Tripathi and consultancy firm Spectrum. Attended by over 100 professionals from diverse fields, the event saw strong calls for the immediate public release of the Environment Impact Assessment (EIA) and an inclusive cost-benefit analysis.
Participants also urged that river rejuvenation efforts proceed independently of the corridor project. Officials said detailed project reports (DPRs) have been prepared and submitted to the state govt for approval.
The criticism about the project centres on two fronts -- environmentalists fear the project will severely impact the Doon valley's ecology, while social activists warn of the large-scale displacement of residents once construction begins.
The project also contradicts previous claims by the state govt to rejuvenate the rivers. Activists fear that such a large-scale infrastructure undertaking will leave no scope for restoration and could mark the end of these rivers.
They are demanding transparency, environmental safeguards, and clear rehabilitation policies before work starts on the elevated road network. "There is both curiosity and concern among residents across Dehradun about the elevated roads being built over the fragile riverbeds of Rispana and Bindal," said social activist Anoop Nautiyal.
"With pillars up to 15 metres high, this corridor risks permanently changing the city's ecological fabric.
We're demanding that the Environmental Impact Assessment report be made public so that citizens can engage meaningfully and assess the true costs."
Activists also called for public involvement in planning major infrastructure projects, especially those that claim to serve public interest. "There is often a stark contrast between govt claims and ground realities," said Manoj Dewaria, a resident of Kanwali Road.
"They say it's to ease traffic, but what about the thousands of families whose future now hangs in the balance? There's been no talk of compensation or rehabilitation.
What kind of public policy is this?"
With project details still unclear, activists have filed several RTIs, but responses have been vague. One such reply from the PWD, accessed by TOI, stated: "In light of increasing traffic pressure in Dehradun and unavailability of space for road widening, the construction of the Rispana-Bindal elevated corridor is proposed. This will provide relief from traffic congestion in Dehradun. The project is under process and until its completion, specific details cannot be provided.

The company has also imported parts for superchargers, car accessories, and other equipment from the U.S., China, and the Netherlands to support its operations. Fully built imported cars priced under $40,000 are subject to a 70% tariff in India, along with additional charges. Starlink In India Starlink is a satellite internet service developed by SpaceX the American aerospace manufacturer and space transportation company founded in 2002 by the world's richest man Musk. It provides high-speed, low-latency broadband internet worldwide using satellite technology and is aptly described by some as broadband beamed from the skies. Unlike conventional satellite services that rely on distant geostationary satellites, Starlink utilises the world's largest low Earth orbit or LEO constellation (550 km above Earth). This constellation of LEO satellites (7,000 now but eventually set to grow to over 40,000) and its mesh delivers broadband internet capable of supporting streaming, online gaming, and video calls. Starlink, which had been vying for an India licence for some time now, recently signed pacts with Ambani's Reliance Jio and Mittal's Bharti Airtel, which together control more than 70 per cent of the country's telecom market, to bring the US satellite internet giant's services to India. Underlining that global events like Israel- Iran and Russia-Ukraine wars are having an impact on the domestic economic activity, Shah said business chambers should engage professional bodies to be relevant, which is possible if they continue to make necessary changes in their functioning. Shah also asked MACCIA to introspect on its own policies and think of how to get young blood into its working.

55,000km of rural roads built in Bihar in 10 years, says PM
Patna: Prime Minister (PM) Narendra Modi on Friday said around 55,000km of rural roads have been constructed in Bihar over the last 10 years. Addressing a public rally at Jasoli in Siwan, where he launched development projects worth over Rs 9,000 crore, Modi greeted the crowd in Bhojpuri and highlighted the state's infrastructural progress under his govt. "Despite overnight rain, a large number of people came to bless me. I promise a new beginning in Bihar," he said. The PM laid the foundation stone for a 500MW-hour battery energy storage system project, aimed at strengthening the state's power infrastructure and supporting renewable energy. The Centre has approved Rs 135 crore as viability gap funding, calculated at Rs 27 lakh per MWh or 30% of the capital cost, whichever is lower. Batteries ranging from 5MW to 20MW will be installed at substations in Muzaffarpur, Motihari, Bettiah, Bhagalpur, Sitamarhi, Fatuha, Mushahari, Jamui, Kishanganj and Siwan. He also flagged off the Patliputra Junction-Gorakhpur Vande Bharat Express and the first consignment of diesel locomotives manufactured at the Marhaura plant in Saran, which is being exported to the Republic of Guinea. "It will also create job opportunities for youth," he added. Modi said more than four crore poor people have received pucca houses under PMAY, including 57 lakh in Bihar and 1.10 lakh in Siwan alone. "Three crore more houses will be built. I will not sleep peacefully. I will keep working day and night because you are my family. All our schemes prioritise the poor," he said. "What pleases me most is that many of these houses are registered in the names of women who never had property before," the PM added. Over the past few years, tap water has reached more than 12 crore households across the country, including 4.5 lakh families in Siwan, he said, adding that pipelines and STPs have now been approved for dozens of additional cities in Bihar. Goods like makhana, fruits and vegetables from Bihar will also reach international markets, he said.
