Rispana-Bindal road projects: Concerns grow over environmental impact, lack of rehab plan
Dehradun: Concerns over the Rs 6,500 crore Rispana-Bindal elevated road project, which is touted as a 'solution to Doon's traffic woes' have intensified with several stakeholders, including residents, activists, and thousands of slum dwellers who may be displaced, expressing apprehension regarding the project. The proposed 26-km elevated corridor, planned over the Rispana and Bindal riverbeds, aims to ease city traffic and offer a quicker route to Mussoorie.
But activists claim it may cause irreversible ecological damage and permanently alter Dehradun's skyline.
On Tuesday, the Dehradun Citizens Forum hosted a Town Hall Meet on the project at The Doon Library & Research Centre. The session featured a presentation by PWD engineer Jitendra Tripathi and consultancy firm Spectrum. Attended by over 100 professionals from diverse fields, the event saw strong calls for the immediate public release of the Environment Impact Assessment (EIA) and an inclusive cost-benefit analysis.
Participants also urged that river rejuvenation efforts proceed independently of the corridor project. Officials said detailed project reports (DPRs) have been prepared and submitted to the state govt for approval.
The criticism about the project centres on two fronts -- environmentalists fear the project will severely impact the Doon valley's ecology, while social activists warn of the large-scale displacement of residents once construction begins.
The project also contradicts previous claims by the state govt to rejuvenate the rivers. Activists fear that such a large-scale infrastructure undertaking will leave no scope for restoration and could mark the end of these rivers.
They are demanding transparency, environmental safeguards, and clear rehabilitation policies before work starts on the elevated road network. "There is both curiosity and concern among residents across Dehradun about the elevated roads being built over the fragile riverbeds of Rispana and Bindal," said social activist Anoop Nautiyal.
"With pillars up to 15 metres high, this corridor risks permanently changing the city's ecological fabric.
We're demanding that the Environmental Impact Assessment report be made public so that citizens can engage meaningfully and assess the true costs."
Activists also called for public involvement in planning major infrastructure projects, especially those that claim to serve public interest. "There is often a stark contrast between govt claims and ground realities," said Manoj Dewaria, a resident of Kanwali Road.
"They say it's to ease traffic, but what about the thousands of families whose future now hangs in the balance? There's been no talk of compensation or rehabilitation.
What kind of public policy is this?"
With project details still unclear, activists have filed several RTIs, but responses have been vague. One such reply from the PWD, accessed by TOI, stated: "In light of increasing traffic pressure in Dehradun and unavailability of space for road widening, the construction of the Rispana-Bindal elevated corridor is proposed. This will provide relief from traffic congestion in Dehradun. The project is under process and until its completion, specific details cannot be provided.

Musk makes big move amid rift with Trump, decides to open…, India set to benefit due to….
Earlier this month, Elon Musk's Starlink received a licence from the telecom department for providing satellite internet services in India, a key milestone that will take it closer towards launching commercial operations in the country. COO of Elon Musk's SpaceX, Gwynne Shotwell, on Tuesday called on Communications Minister Jyotiraditya Scindia, a meeting that comes just days after Starlink secured a licence from the Telecom Department. Scindia said discussions centred around various opportunities for collaboration in satellite communications to power Digital India. Elon Musk's recent initiatives in India shows his increasing focus on the country. These developments come at a time when Musk's tensions with the U.S. President Donald Trump has been growing in recent times. Tesla's Entry In India After the Starlink launch, now Tesla is set to open its first showroom in India by July in Mumbai. The company is importing its Model Y SUVs from its factory in China. Tesla's first batch of vehicles, comprising five Model Y rear-wheel drive SUVs, has already arrived in India. These vehicles were shipped from Tesla's Shanghai factory. According to Bloomberg News, based on official documents, the Model Y is currently the world's best-selling electric vehicle. Tesla's first showroom will open in Mumbai, likely by mid-July after which another in New Delhi. The company has also imported parts for superchargers, car accessories, and other equipment from the U.S., China, and the Netherlands to support its operations. Tesla Car Pricing The five Model Y SUVs that arrived in Mumbai are priced at Rs 27.7 lakh each. However, due to India's high import duties, over Rs 21 lakh in tariffs have been added to the cost. Fully built imported cars priced under $40,000 are subject to a 70% tariff in India, along with additional charges. Starlink In India Starlink is a satellite internet service developed by SpaceX the American aerospace manufacturer and space transportation company founded in 2002 by the world's richest man Musk. It provides high-speed, low-latency broadband internet worldwide using satellite technology and is aptly described by some as broadband beamed from the skies. Unlike conventional satellite services that rely on distant geostationary satellites, Starlink utilises the world's largest low Earth orbit or LEO constellation (550 km above Earth). This constellation of LEO satellites (7,000 now but eventually set to grow to over 40,000) and its mesh delivers broadband internet capable of supporting streaming, online gaming, and video calls. Starlink, which had been vying for an India licence for some time now, recently signed pacts with Ambani's Reliance Jio and Mittal's Bharti Airtel, which together control more than 70 per cent of the country's telecom market, to bring the US satellite internet giant's services to India. UPA abandoned Mumbai to its fate, Mahayuti saved it with massive infra investment: Amit Shah
Mumbai: Union home minister Amit Shah on Friday said the UPA regime neglected Mumbai, but the BJP-led Mahayuti government "saved" it with over Rs 7 lakh crore of infrastructure projects. Investments in the irrigation sector helped end the spate of farmer suicides in Maharashtra, a problem that had been afflicting the state for many decades, the senior BJP leader said. Speaking at the inauguration of the new headquarters of the Maharashtra Chambers of Commerce, Industry and Agriculture here, Shah said India will move up one place to be the third largest economy by 2026-27, and claimed there has been a "symmetric" development in the country over the last 11 years. by Taboola by Taboola Sponsored Links Sponsored Links Promoted Links Promoted Links You May Like The Simple Morning Habit for a Flatter Belly After 50! Lulutox With elections to the Mumbai municipal corporation around the corner, Shah said till a few years ago he used to fear what would happen to Mumbai given its problems like population explosion, old and creaking housing, slums, and traffic congestion. Congratulating Chief Minister Devendra Fadnavis for reversing the situation, Shah said Fadnavis helped the state, and noted that the state also benefited when Eknath Shinde led the previous government where Fadnavis was deputy CM. Live Events Before 2014, there was a "double engine" government of Manmohan Singh and Sonia Gandhi at the Centre with NCP's Sharad Pawar also being part of it, yet the Congress-led ruling alliance "left Mumbai to its fate" for those ten years, he alleged. "The double engine governments under Narendra Modi (at the Centre), and Fadnavis-Shinde (in the state) have saved Mumbai with investments of Rs 7 lakh crore," Shah said. To highlight the BJP-led government 's achievements, he listed infrastructure projects such as the 337-km Metro network at an investment of Rs 1.50 lakh crore, Rs 1.08 lakh crore Bullet train between Mumbai to Ahmedabad, Rs 80,000 crore, greenfield port at Wadhawan, Rs 17,000 crore Atal Setu trans-harbour bridge, Rs 55,000 crore Versova-Virar sea-link and Rs 60,000 crore Virar-Alibag multimodal corridor. Shah also asked if the people now criticizing the style of functioning of the BJP governments had the vision to plan such projects, and added that if they had implemented such projects, Fadnavis would have been left with nothing to do. There are also accusations and criticism regarding ongoing slum rehabilitation projects, Shah rued, without mentioning any specific project. Notably, the opposition has been targeting the BJP government over the Dharavi redevelopment project involving the Adani group. The Fadnavis government also implemented projects in the rest of Maharashtra, he said, citing the examples of new airports at Shirdi and in Sindhudurg district. When he entered politics, farmer suicides in Maharashtra were being discussed at the global level, Shah said, adding that BJP-led governments boosted investment in irrigation which ensured that farmer suicides ended in the state. Replying to criticism of Maharashtra facing injustice in central allocations, Shah said the total devolutions and grant-in aid to the state increased to Rs 7.82 lakh crore between 2014 to 2024, against Rs 1.91 lakh crore between 2004 to 2014 during the UPA era. Additionally, grants were given to irrigation and infrastructure projects as well, the Union minister said. Shah urged industry chambers like MACCIA to sensitise the government about the challenges faced by its members for better policy outcomes, recalling how suggestions to build the Konkan Railway by lobby groups helped economic growth. Underlining that global events like Israel- Iran and Russia-Ukraine wars are having an impact on the domestic economic activity, Shah said business chambers should engage professional bodies to be relevant, which is possible if they continue to make necessary changes in their functioning. Shah also asked MACCIA to introspect on its own policies and think of how to get young blood into its working.

55,000km of rural roads built in Bihar in 10 years, says PM
Patna: Prime Minister (PM) Narendra Modi on Friday said around 55,000km of rural roads have been constructed in Bihar over the last 10 years. Addressing a public rally at Jasoli in Siwan, where he launched development projects worth over Rs 9,000 crore, Modi greeted the crowd in Bhojpuri and highlighted the state's infrastructural progress under his govt. Tired of too many ads? go ad free now He said more than 1.5 crore households in Bihar have been connected to electricity and water supply in the past decade and over 45,000 common service centres have been established. "Despite overnight rain, a large number of people came to bless me. I promise a new beginning in Bihar," he said. The PM laid the foundation stone for a 500MW-hour battery energy storage system project, aimed at strengthening the state's power infrastructure and supporting renewable energy. The Centre has approved Rs 135 crore as viability gap funding, calculated at Rs 27 lakh per MWh or 30% of the capital cost, whichever is lower. Batteries ranging from 5MW to 20MW will be installed at substations in Muzaffarpur, Motihari, Bettiah, Bhagalpur, Sitamarhi, Fatuha, Mushahari, Jamui, Kishanganj and Siwan. He also flagged off the Patliputra Junction-Gorakhpur Vande Bharat Express and the first consignment of diesel locomotives manufactured at the Marhaura plant in Saran, which is being exported to the Republic of Guinea. "They used to call Saran backward, but now engines made here are being sent to Africa. Bihar will be hailed in Africa too," he said, taking a dig at the opposition RJD-Congress alliance. Modi inaugurated the new Vaishali-Deoria railway line worth over Rs 400 crore and launched a new train service on the route. He also opened six sewage treatment plants under the Namami Gange project worth over Rs 1,800 crore and laid the foundation for water supply, sanitation and STP projects valued at more than Rs 3,000 crore in various towns of Bihar. Tired of too many ads? go ad free now Projects launched include sewerage and water supply works in Patna, Mokama, Fatuha, Begusarai, Bakhtiyarpur, Motihari, Raxaul, Buxar, Ara, Bettiah, Siwan, Sasaram and Chhapra. He said the new Vande Bharat train would boost tourism and industry by connecting Baba Hariharnath in Sonepur and Baba Gorakhnath in Uttar Pradesh. "It will also create job opportunities for youth," he added. Modi said more than four crore poor people have received pucca houses under PMAY, including 57 lakh in Bihar and 1.10 lakh in Siwan alone. "Three crore more houses will be built. I will not sleep peacefully. I will keep working day and night because you are my family. All our schemes prioritise the poor," he said. "What pleases me most is that many of these houses are registered in the names of women who never had property before," the PM added. Over the past few years, tap water has reached more than 12 crore households across the country, including 4.5 lakh families in Siwan, he said, adding that pipelines and STPs have now been approved for dozens of additional cities in Bihar. Goods like makhana, fruits and vegetables from Bihar will also reach international markets, he said.
