EU Parliament Approves €4 Billion Financial Aid Package for Egypt

On Wednesday, Parliament approved a provisional agreement reached with Council on a macro-financial assistance (MFA) package for Egypt worth €4 billion.
A short-term loan of up to €1 billion was already disbursed at the end of 2024. An additional loan of up to €4 billion will now be disbursed. Egypt will have 35 years to repay the loans.
The funds' release is subject to Egypt's satisfactory implementation of the International Monetary Fund (IMF) programme and other policy measures to be agreed in a memorandum between the EU and the Egyptian authorities.
In a yearly report to Parliament and Council, the Commission will examine the progress made, assess Egypt's economic prospects and evaluate the loans' impact on the economic and fiscal situation. The Commission will also assess steps taken to shore up democratic mechanisms and the rule of law and to protect human rights in the country.
The agreement with Council was approved by 386 votes in favour, 132 against, and with 49 abstentions.
Parliament's rapporteur Céline Imart (EPP, FR), said: 'Parliament's backing for this EU loan reflects its high regard for Egypt as a partner country. By helping Egypt, we are also looking after EU interests in an unstable region.'
With its macro-financial assistance initiatives, the EU supports partner countries that are struggling with financial, economic and societal challenges, and helps them with structural political and economic reforms.

A social media photo showing destruction due to the latets Iranian missile attack on Israel CAIRO – 22 June 2025: At least 86 Israelis have been injured by Iranian missile strikes on various areas in Israel, according to Israeli reports, hours after the US announced 'obliterating' key nuclear facilities in Iran's Fordow, Natanz and Esfahan in precision strikes on Sunday. The Times of Israel reported a ballistic missile strike on the northern Israeli city of Haifa although no sirens sounded. The IRGC announced targeting Israel with multiwarhead Kheibarshekan ballistic missiles for the first time. They noted that modern and surprising tactics were employed to increase the missiles' accuracy and effectiveness. Among the targets of Sunday's missile attack, the IRGC says, were Ben Gurion airport near Tel Aviv, the Israeli biological research center, and replacement command-and-control centers. As Israel and Iran have traded fire since 13 June resulting in fatalities in both nations, the IRGC stated on Sunday that the Iranian Armed Forces have not yet unleashed the capacities of their main sections. Sunday's missile attack obviously comes in retaliation for US strikes on Iranian nuclear facilities, an operation that US President Donald Trump described as 'very successful.' He told Fox News that six bunker-buster bombs were dropped on Fordow, while other nuclear sites were hit by 30 Tomahawk missiles. The impact of the US attacks on the Iranian sites is not yet known but Trump claimed that key enrichment facilities there were 'totally and completely obliterated.' Trump warned Iran that any retaliation 'will be met with force far greater than what was witnessed tonight.' The US president, who once vowed to end wars and bring peace to the world, threatened further attacks on Iran if Tehran does not agree to peace. In a speech after the attacks, Trump said Iran's future holds 'either peace or tragedy,' warning that the US will go after other targets 'if peace does not come quickly.' Iran's Foreign Minister Abbas Araghchi said the US attacks on Iranian nuclear facilities will 'have everlasting consequences,' stressing that Iran 'reserves all options to defend its sovereignty, interest and people.' The Iranian foreign ministry accused the US of 'launching a dangerous war against Iran.' Tehran called for an emergency UN Security Council meeting to condemn the US attacks. Egypt far from direct impact of any possible radiation levels after US bombed Iranian nuclear facilities: ENRRA
ENRRA headquarters CAIRO – 22 June 2025: Egyptian Nuclear and Radiological Regulatory Authority (ENRRA): Egypt is far from any direct impact resulting US strikes on uranium enrichment facilities in Iran. The ENRRA reassures Egyptian citizens that no neighboring countries to Iran have reported any change or increase in their radiation levels. The Authority also confirms that it is monitoring around the clock developments related to the status of nuclear facilities in the region in accordance with the developments of current events, through: Continuously reviewing reports issued by the International Atomic Energy Agency (IAEA) concerning the condition of Iranian nuclear facilities. Actively monitoring background radiation through its national radiation monitoring and early warning system, which employs the latest detection technologies across Egypt. The Authority urges citizens to rely only on official data as a reliable source of information in this regard. On Sunday, U.S. President Donald Trump stated that American aircraft had conducted heavy airstrikes on several Iranian nuclear sites, including Fordow, Natanz, and Isfahan. 'A full payload of BOMBS was dropped on the primary site, Fordow,' Trump said. The International Atomic Energy Agency (AIEA) said on X: 'Following attacks on three nuclear sites in Iran - including Fordow - the IAEA can confirm that no increase in off-site radiation levels has been reported as of this time.' The Atomic Energy Organization of Iran stated that there is no risk to residents living in the vicinity of the targeted nuclear sites. The Iranian Agency called for an investigation into "illegal" US attacks on Iranian nuclear facilities. It added that attacks on nuclear sites violate international law. 'We will not allow the development of this national industry to be halted,' it added In response, Iran attacked Ben Gurion Airport, the system's biological research center, and alternative command and control centers. Tehran added that it used guided missiles, capable of maneuvering the warhead at the moment of landing, and guiding until the moment of impact, and equipped with highly explosive and destructive warheads of various types. Since the outbreak of the war between Iran and Israel on June 13, Egypt has exerted tremendous diplomatic efforts to de-escalate the conflict in which hundreds of people were killed and thousands were injured. Israel, which is totally backed by the US, seeks to be the only country in the region that has nuclear weapons. In retaliation, Iran fired hundreds hypersonic missiles and drones on Israel, causing severe damage to buildings besides the Weizmann Institute of Science, Haifa refinery, and the Gav-Yam Negev Advanced Technologies Park. Israel, which continues its genocidal war on Gaza despite its war with Iran, attempts to draw the US in its conflict with Iran to also topple the Iranian Islamic regime, led by the Supreme Leader Ali Khamenei. However, Tehran, along with its regional allies in the Middle East in Iraq, Lebanon and Yemen, threatened if the US entered the war, the US interests in the Middle East will be targeted.

Qatar also called for an immediate halt to military actions and a return to negotiations and diplomatic engagement. Doha emphasized that a peaceful resolution is the only viable path forward. Meanwhile, Egypt condemned the accelerating escalation and warned of 'grave consequences' for both regional and international peace and security. Cairo stressed the importance of collective efforts to defuse tensions and avoid a larger confrontation.
