Pahalgam and 26/11: Differences in India's response
Pahalgam reminded me of another even more terrifying incident that engulfed Mumbai on 26/11/ 2008. I was directly involved in the operations following this horrific episode, as I was then the Cabinet Secretary.
On a languid Wednesday evening in 2008, I had returned early from the office. Around six in the evening, I received my first call from M L Kumawat, then Special Secretary in the Ministry of Home Affairs. By a strange coincidence, Home Secretary Madhukar Gupta was away in Pakistan for a meeting. Kumawat told me trouble had started in Mumbai. I rang up the Chief Secretary, Johny Joseph. His initial thought was that a terrorist incident, similar to the string of terror attacks that rocked many Indian cities in the nineties and the first decade of this century, had struck Mumbai once again.
That this was a terrorist attack became clear when the ten terrorists in Mumbai continued to play their dance of death across multiple locations. The Chief Secretary sought the help of marine commandos, and the naval chief, Adm Suresh Mehta, was happy to oblige.
Close to midnight, the Chief Secretary telephoned me and formally sought the help of the National Security Guard. In law and order matters, the Centre can act only at the request of the State Government. I spoke to J K Dutt, the Director General, immediately. He was ready to move, but as his force was located in Manesar, it took time to bring them to the airport, commandeer an aircraft and fly them to Mumbai.
It took the NSG a little more than two days to flush out and exterminate all the terrorist vermin, except Kasab, who had been captured after he killed scores of innocent people in the Chhatrapati Shivaji railway terminus. Kasab lived for nearly four years thereafter in Mumbai prisons as judicial processes wore on.
The task of the NSG was rendered far more difficult by an irresponsible media that filmed and described all their operations over the national networks, providing information from minute to minute to the handlers of the terrorists in Pakistan.
While no judicial or official inquiry into the events of 26/11 was ordered at the Central level, a great deal was done to strengthen our defences and intelligence systems along the coast. In this task, executed by a Committee headed by the Cabinet Secretary, the State governments were fully involved, and the Navy, the Coast Guard and the State marine police set up a coordinated network. Commodore Srikant Kesnur wrote in a daily in October 2019, 'We can confidently say that our Maritime Domain Awareness is of a very high order; higher than it has ever been. Structures have been created to enhance 'jointness' among military, law and order, and intelligence agencies.'

BHUBANESWAR: The Puri Rath Yatra—one of India's most revered religious festivals—will begin on June 27. This annual event celebrates the divine journey of Lord Jagannath, Lord Balabhadra, and Devi Subhadra from the Jagannath Temple to the Gundicha Temple. The government plans to strengthen security for the Rath Yatra through extensive police deployment, aided by AI-powered surveillance systems, including AI-enabled cameras and drones for monitoring, crowd control, and traffic management. Safety & health measures for crowd management Police have been instructed to take adequate steps to prevent stampede-like situations and rumour-mongering. Police were also instructed to identify potential stampede-prone areas and implement stringent preventive measures. The fire service directorate has been directed to maintain strict vigilance, and authorities have imposed a ban on the sale of diyas and outdoor cooking in crowded areas to prevent fire hazards. In view of recent cholera and diarrhoea outbreaks in parts of Odisha, the health department has been directed to stay on heightened alert throughout the event. Along with this, safe drinking water and healthy food should also be available for the tourists during the festival, the chief minister told the officials. ECoR to operate 365 special trains The East Coast Railway (ECoR) on Sunday announced elaborate arrangements for the upcoming Rath Yatra in Puri, including the operation of a record 365 special trains — up from 315 last year. These special trains will facilitate smooth travel for pilgrims and visitors by connecting Puri to various locations across Odisha such as Rourkela, Biramitrapur, Bangiriposi, Junagarh Road, Sambalpur, Angul, and Cuttack. The services will also extend to key destinations in neighbouring states, including Visakhapatnam and Palasa in Andhra Pradesh, Jagdalpur and Gondia in Chhattisgarh, and Santragachhi in West Bengal. Railways have placed special focus on key festival days such as Gundicha Yatra, Sandhya Darshan, Bahuda Yatra, and Suna Besha. Dedicated services from remote and interior regions have been planned to ensure maximum accessibility for devotees. President of the samiti, Krishna Bhagwan Kesarwani, told TOI that the yatra will be taken out in the city from Hewett Road to Mutthiganj Chota Chauraha with full pomp and show. He added that there would be a seven-days shringar of Lord Jagannath and other deities on June 28, 29, 30 and July 1, 2, 3 and 5.

'Wake-Up Call': Rs 16 Crore Smuggling Network Busted At Mumbai Airport, 2 Staffers Arrested
Last Updated: On June 22, officers of the Air Intelligence Unit arrested two airport staffers who were found smuggling 24KT gold dust — coated in wax and stuffed inside socks in uniform pockets. In back-to-back busts within just 48 hours, Mumbai Customs Zone III has exposed a dark underbelly of smuggling operations at the Chhatrapati Shivaji Maharaj International Airport — uncovering nearly Rs 16 crore worth of illegal drugs and gold. On June 21, acting on specific intelligence, two Indian nationals arriving from Bangkok were intercepted. A thorough baggage check revealed 11.881 kg of high-grade hydroponic marijuana, cleverly vacuum-sealed and hidden inside pillow covers in their trolley bags. With an illicit value of Rs 11.88 crore, the bust is among the city's biggest drug seizures this year. Both passengers were arrested under the NDPS Act, and investigations are underway to trace the international network they were working for. Just a day later, on June 22, officers of the Air Intelligence Unit arrested two airport staffers who were found smuggling 24KT gold dust — coated in wax and stuffed inside socks concealed in their uniform pockets. The seizure, weighing 4.44 kilograms and valued at Rs 4.24 crore, exposed a worrying trend of insider involvement in organised gold smuggling. The two individuals were booked under the Customs Act, 1962. Authorities are now widening their probe into possible collusion between internal staff and gold smuggling syndicates operating across international routes. These twin operations have shaken the airport's security grid and reinforced the urgency of tightening internal surveillance mechanisms. Customs officials said these seizures underscore a larger challenge — smugglers are not only getting creative with concealment but also infiltrating from within. 'This is a wake-up call. Whether it's narcotics in tourist luggage or gold in staff uniforms, our teams are alert and acting without hesitation," a senior Customs official told News18.
