7 businesses in city won't need police licence now

Representative AI image NEW DELHI: Seven trade activities - eateries, hotels/motels/guesthouses, discotheques, amusement parks, auditoriums, swimming pools and video games parlours - will no longer require police licences to open and operate in the national capital. In a major policy shift aimed at cutting red tape and promoting ease of business, lieutenant governor V K Saxena has withdrawn the powers of Delhi Police to issue licences or no-objection certificates to run these trades. Officials said the reform measure to end licence raj and related harassment aligned with the central govt's motto of "minimum govt and maximum governance by reducing the multiple licensing regimes", which is followed by various states and Union Territories.

UP govt revises SOP to boost financial autonomy of urban local bodies

The Uttar Pradesh Urban Development Department has revised the Standard Operating Procedure (SOP) outlining financial and administrative powers of urban local bodies (ULBs) in the state. Under the new guidelines, Nagar Panchayats will now be empowered to independently sanction development projects up to Rs 1 crore, while municipal Councils can undertake projects worth up to Rs 2 crore. This marks a significant jump from the earlier limit of Rs 40 lakh set in the 2021 SOP. Officials said the updated SOP is part of a broader set of reforms aimed at promoting decentralisation, improving transparency, and strengthening urban governance. One of the key changes allows the use of interlocking tiles on roads up to 3.75 metres in width, an infrastructure upgrade that aligns with modern urban planning needs. In addition to enhancing financial autonomy, the revised SOP has also introduced stronger accountability mechanisms. If a construction project is found to be substandard, 50% of the cost recovery will be borne by the contractor, while the remaining 50% will be recovered from the concerned engineers and administrative officials of the respective ULB. The district magistrate will oversee this recovery process. Urban local bodies have also been instructed to maintain ward-wise road directories and conduct GIS mapping of existing infrastructure to aid in more efficient future planning. 'It is a step towards reforms and would improve the quality and effectiveness of urban governance and at the same time increase transparency. These revised SOP norms also aim to promote decentralization,' claimed Amrit Abhijat, Principal Secretary, Urban Development Department.

‘Encroachments, traffic ruining Mall Rd's charm'

1 2 Mussoorie: The iconic Mall Road in Mussoorie, known for its scenic charm and leisurely evening strolls, is losing its appeal due to rampant encroachments by street vendors, unregulated traffic, and haphazard vehicle parking — particularly of two-wheelers. Residents say the stretch from Gandhi Chowk to Picture Palace has been overtaken by street vendors and food stalls. "Every vantage point has been captured by vendors. The entire road is heavily encroached, especially near Hotel Mayur, Garhwal Terrace, Jhoola Ghar, the LIC building, and Picture Palace," said Nidhi Bahuguna, a local resident. Locals also allege that several eateries are openly dumping garbage on the roadside, worsening the problem. Unregulated movement of vehicles, especially during evening hours — a time reserved for pedestrians — is also a cause of concern for residents. "As per by-laws of Mussoorie Municipal Council (MMC), no vehicles are allowed on the Mall Road between 5pm and 10.30pm, but vehicles are moving freely during these hours. Over the past few months, there have been several instances of tourists and residents being hit by moving vehicles," said Shalabh Garg, another resident. Residents say that Mall Road was frequented by tourists and locals for evening walks. "But now, with constant traffic and noise, no one wants to walk there anymore. The charm of this historic road is fading," Garg added. Locals say haphazard parking of two-wheelers across the Mall has further exacerbated the issue. Speaking to TOI on what can be done, MMC executive officer Tanveer Marwah said that steps are being taken to address the issue. "Restrictions on vehicular entry have been imposed over the past week, but two-wheelers are sneaking in through Hampton Court Road and Barahkainchi Road. We are seeking police support to block these two points," he said. "We have started regular anti-encroachment drives and efforts are on to ensure only verified vendors are permitted on the Mall Road," Marwah added.
