Sabah govt, industry players still working out 'best way forward' for worker housing law

KOTA KINABALU: The Sabah government will complete its consultations with stakeholders before implementing the federal law on minimum standards for worker housing, says a senior state civil servant.
The Federal Government has completed the legislative process on the matter but the state is still working out the best way forward, state Science, Technology and Innovation Ministry permanent secretary Datuk Mohd Hanafiah Mohd Kassim said.

'The law has not been enforced in Sabah yet. We are still at the consultation stage, and more discussions with industry players are needed to assess readiness.
'Many employers are concerned about the cost implications.
"They need time to plan their budgets, and we believe this can be resolved through continuous engagement," he said on Monday (May 19) when asked if the law has come into force in the state.
He added that the ministry is working closely with the Sabah Labour Department on the matter.
Hanafiah said industry players informally raised the matter during several recent meetings, and the state government advised them to submit their views in writing.
"Businesses in Peninsular Malaysia were given a grace period before implementation.
"Sabah needs the same kind of consideration," he said, adding that workshops and briefings would be held to ensure employers are adequately prepared.
Several stakeholders have urged the state government to hold off from including worker housing requirements into amendments to the Sabah Labour Ordinance (SLO).

Hanafiah acknowledged industry concerns and said the state remains committed to finding a balanced solution.
'We understand the business community's position. We aim to ensure any new regulations are implemented practically and fairly, without neglecting worker welfare,' he said at the launch of the Labour Legislation Transformation Programme 2025, here.
Also present was Trade Union Affairs Department director-general Mohd Asri Abdul Wahab.
Sabah Employers Association (SEA) president Yap Cheen Boon had said earlier that introducing the new requirements without proper consultation would add more strain to struggling businesses.
'We are urging the Sabah government to pause the amendments and reclaim decision-making authority over the SLO.
"Any changes must reflect Sabah's unique business landscape,' Yap told a joint press conference last year.

The conference was called by the Federation of Malaysian Manufacturers (Sabah), Federation of Sabah Industries, Sabah Entrepreneurs Transformation, Kota Kinabalu Hardware, Machinery and Building Materials Traders Association, and Sabah Timber Industry Association, among others.
Yap also highlighted Sabah's fragile post-pandemic economic recovery, pointing out that while the state recorded 3.7% growth in 2022, its gross domestic product was still lower than in 2019.
He added that employers are already facing multiple new obligations, including safety regulations and wage-related reforms, and the added pressure from new housing requirements could worsen the situation.
When confirming that the Sabah Labour Ordinance (Amendment) Act 2025 and the Sarawak Labour Ordinance (Amendment) Act 2025 would come into force on May 1, Human Resources Minister Steven Sim said the exception was Section IVA, which specifically addresses the minimum standards for workers' housing, accommodation and facilities.

GRS reaffirms 'Sabah First' stand, urges inter-governmental model for federal-state relations

Armizan placing his hand on a tablet to symbolically open the conference on Sunday. KOTA KINABALU (June 22): Gabungan Rakyat Sabah (GRS) has reaffirmed that the relationship between the Federal and State Governments must be based on an inter-governmental model — not driven by intra-party dynamics — to ensure Sabah's interests remain front and centre. Its deputy secretary-general, Datuk Armizan Mohd Ali, said the coalition remains open to cooperation with national parties, including in the upcoming 17th Sabah State Election, but maintained that local parties must form the core of the State Government. Speaking after officiating the Parti Gagasan Rakyat Sabah (Gagasan Rakyat) Darau Division's annual conference on Sunday, Armizan emphasised that the political model promoted by GRS does not reject national party alliances. Instead, it advocates a structure where local parties lead at the state level, while working in partnership with national parties forming the Federal Government. 'The GRS model is about safeguarding Sabah's interests. If the same national party dominates both federal and state levels, issues involving Sabah tend to be discussed internally within the party, behind closed doors, before even reaching the negotiation table,' said Armizan, who is also the Minister of Domestic Trade and Cost of Living. He warned that intra-party decision-making risks prioritising party interests over state welfare, citing examples where party loyalty in some national parties outweighed the needs of the people. As a case in point, he referred to the Malaysia Agreement 1963 (MA63), which was sidelined for decades due to party-driven federal politics. 'Only under Prime Minister Datuk Seri Anwar Ibrahim did we begin to see genuine federal commitment to MA63. But we cannot rely on individual leadership alone. What Sabah needs is a structured, institutional approach that ensures continuity beyond political cycles,' he said. Armizan said while GRS supports the national agenda, it must be led by the Federal Government, whereas the State Government must be empowered to put Sabah's priorities first. 'This is the philosophy behind our core principle — Sabah First. It ensures that the state agenda remains front and centre,' he stressed. With the state election approaching, Armizan made GRS's goal clear: to lead the State Government while supporting a Federal Government led by national parties. 'We welcome cooperation with national parties in the coming state election — provided they acknowledge that local parties should lead in Sabah, contest more seats, and have the mandate to govern.' He said the GRS-Pakatan Harapan Plus model reflects this approach, where national parties govern at the federal level, while local parties lead at the state level. 'Let national parties form the Federal Government — we will support and work with them. But in Sabah, local parties must lead. That's the essence of real partnership — a model that respects state autonomy while upholding national unity.' Armizan concluded by stressing that formalised government-to-government (G2G) engagement is key to ensuring state issues like MA63 are no longer sidelined. 'This is not just a GRS idea — it's what Sabah needs. A formalised inter-governmental framework is the only way to ensure our voices are heard, regardless of who governs Putrajaya.'

Melaka thanks Federal Govt for RM660mil WTE project

MELAKA: The Melaka government has expressed its appreciation to the Federal Government for approving the RM660mil Waste-To-Energy (WTE) plant project in Sungai Udang, expected to be completed by 2029. State housing, local government, drainage, climate change and disaster management committee chairman Datuk Rais Yasin (pic) said a groundbreaking ceremony will be held soon and officiated by Chief Minister Datuk Seri Ab Rauf Yusoh. "This project enhances the efficiency of solid waste management and supports the state's green agenda," he said during the Elected Representative for the People (WRUR) programme for the Bemban state constituency. Rais said that although construction had previously faced some delays, all administrative matters have been resolved and the project is now in the implementation phase. Local Government Development Minister Nga Kor Ming had previously said that the WTE plant was expected to process up to 1,000 tonnes of solid waste daily, generate 22 megawatts of electricity and reduce over 259,000 tonnes of carbon dioxide emissions annually, equivalent to the impact of planting over four million trees. The 3.96-hectare facility will also include a 96-cubic-metre leachate treatment system, with construction scheduled to begin next year and span three years after fulfilling various preliminary requirements.- Bernama
