Cop seeking ‘pending bribe' from former bootlegger held

Ahmedabad: A constable posted at the Khedbrahma police station in Sabarkantha district was caught red-handed by the Anti-Corruption Bureau (ACB) sleuths while accepting a bribe of Rs 1 lakh from a former bootlegger in a case linked to release of vehicles seized during a liquor raid.
The accused, Vikas Patel, an unarmed police constable, was arrested on Thursday.
According to the ACB, the complainant, a former bootlegger who claimed to have quit the liquor business in Nov 2024, has alleged that he was was being harassed for 'pending bribe' by Patel. The issue escalated after the complainant and his two associates were detained by the Sabarkantha special operations group (SOG) on May 17, and their three scooters were confiscated.
Despite paying fines in court, they were unable to retrieve their vehicles. Upon visiting the police station, they were informed that Patel had the keys and registration documents and was unwilling to return them allegedly without a bribe. Patel allegedly demanded Rs 1.65 lakh but later agreed to release the scooters for Rs 1 lakh. The complainant then approached the police inspector, who reportedly advised him to clear dues with Patel.

The complainant then approached the ACB, which laid a trap. On Thursday, Patel was caught in the act while accepting the bribe outside the Khedbrahma police station. The full amount was recovered from his possession.

Sebi fines IAGF, trustee and managers ₹29 lakh for AIF rule breaches

Capital markets regulator Sebi has imposed penalties totalling Rs 29 lakh on six entities, including India Asset Growth Fund, its manager Essel Finance Advisors and Managers, and trustee Vistra ITCL (India) for multiple violations of AIF rules. The regulator levied a fine of Rs 11 lakh on IAGF, Rs 10 lakh on Arpan Sarkar and Jaykishan Kikani (jointly and severally), Rs 6 lakh on Vistra ITCL (India), and Rs 2 lakh on Essel Finance Advisors and Managers (EFAM), its Chief Executive Officer Vishnu Prakash Rathore (jointly and severally). The regulator, in a 39-page order, found the entities guilty of serious lapses in regulatory compliance during the inspection period from April 2021 to March 2022, Sebi said in the order on Friday. The markets watchdog observed that India Asset Growth Fund (IAGF) failed to disclose disciplinary actions and litigation history of its sponsor, manager, trustee, and key officials in its placement memorandum (PPM), as mandated under the norms. Later, the fund submitted a revised PPM containing such disclosures during a change of control application, which was neither approved nor circulated to investors, resulting in a breach of the disclosure framework of the code of conduct of the alternative investment fund (AIF) regulations. Sebi also pulled up the fund for providing valuations based on underlying assets instead of the securities it held, as well as for delayed registration with the Financial Intelligence Unit (FIU-IND), non-disclosure of the investor charter and distribution waterfall, and a 10-day delay in filing its PPM audit report. The regulator found that the fund took over a month to respond to an investor grievance, breaching the 30-day deadline. It noted that although the fund eventually completed the winding-up process and distributed proceeds to all investors by January 2024, the regulatory breaches were material. The regulator concluded that the violations had the potential to mislead investors, and disrupt regulatory oversight of AIFs. Sebi highlighted that EFAM being manager of IAGF is responsible for such non-compliances. It noted that Rathore, Sarkar and Kikani were the key managerial personnel who failed to abide by the code of conduct as per the rules. Therefore, the allegations against them stand established.

Man killed in anti-Naxal operation is not Maoist, was a govt. school cook, says family

The family members of a 38-year-old man killed in an anti-Naxal operation in Chhattisgarh's Bijapur earlier this month have claimed that he was not a Maoist. The family and other residents in Irpagutta village say Mahesh Kudiyam used to work as a cook in a government school for more than a year. The police had declared that Kudiyam was a Naxalite with ₹1 lakh bounty. Kudiyam was among the seven alleged Maoists killed by the security forces in Indravati National Park area in Bijapur in an operation in which CPI (Maoist) central committee member (CCM) Sudhakar alias Gautam and Telangana State committee (TSC) member Bhaskar were among the killed. The operation lasted for several days and multiple encounters were reported on June 5, 6 and 7. On June 10, the police issued a press release stating that one of the slain men was identified as Mahesh Kudiyam. They had described him as a party member from the National Park area committee of Maoists who had a reward of ₹1 lakh on his arrest. However, speaking with a Bastar-based YouTube channel, Bastar Talkies, Kudiyam's wife and brothers said the man was not a Maoist. Irma Vela, a local resident, told the channel that Kudiyam was just a cook and a peon in the village government school. According to one of Kudiyam's brothers, the man had gone to graze his cattle on the day of the encounter. The family also shared images of a bank passbook showing purported transactions documenting Kudiyam receiving his remuneration from the government. Kudiyam's wife Sumitra expressed concerns about raising the couple's seven children on her own, with her husband, the sole breadwinner of the family, now dead. Police's response While the police acknowledged that Kudiyam had worked as a government school cook, they maintained that he was a Maoist. An official statement released by Inspector General of Police for Bastar Range, Sundarraj P, reads, 'During inquest proceedings, it was confirmed that Mahesh Kodiyam was a party member of the banned CPI (Maoist) organisation operating in the National Park Area division, and he had clear links with the proscribed group. It has also come to light that Mahesh Kodiyam was working as a cook assistant at the primary school in Irpagutta village. His appointment had been made by the village school management committee, and he was being paid remuneration for this role until March 2025.' It further stated, 'The circumstances under which Mahesh Kodiyam came into contact with senior Maoist leaders such as Central Committee member Gautam and State Committee member Bhaskar are currently under investigation. A thorough, impartial, and professional inquiry is being conducted into all aspects of the case. Police once again urges all individuals directly or indirectly associated with the banned CPI (Maoist) organisation to immediately sever all such ties. Continued association with this extremist outfit poses a serious threat not only to public safety and regional peace but also to the lives and future of those involved.' On Kudiyam's recruitment as a government cook despite his alleged association with a banned outfit, Bastar Collector Sambit Mishra told The Hindu that such appointments are made on ad-hoc basis and the process is decentralized. 'It is the school management committees which hire them and no police verification is done. We have asked the block education officer for a report in this case,' he said.

2 judo coaches sent to prison for sexual assault on minor trainees, including national-level judoka

Meerut/Bareilly: Courts in Meerut and Moradabad sentenced two judo coaches to prison for sexually assaulting minor trainees, including a national-level judoka, in separate incidents that took place in 2017 and 2023. Manish alias Max, 26, received a life sentence for raping a 10-year-old national judo player in Meerut, special public prosecutor Kuldeep Mohan said. The additional district judge Sangeeta, who goes by her first name, also imposed a fine of Rs 50,000 on him. Special public prosecutor Avkash Jain told TOI, "The convict violated the girl in the guard room while her brother and fellow players were asked to practise. After the crime, the minor bled profusely, and Max, in a cynical attempt to conceal his crime, staged a drama; he told the minor's parents that she sustained a severe injury during practice." He added, "Believing the convict's theory, the minor was rushed to a medical facility and underwent treatment in three different hospitals, and after eight days, she secretly wrote her ordeal on a paper, which somehow reached her father. Upon this, an FIR was lodged at Kankar Khera police station under relevant sections of IPC and Pocso Act in June 2023." Mohd Qasim took the boy to the forest on the pretext of judo training, where he forcefully sodomised him. The boy narrated his ordeal to his family about the incident upon returning home. Subsequently, an FIR against the convict was registered at Katghar police station under the sections of sodomy and the Pocso Act. " He added, "The submitted medical examination report to the court confirmed the assault. Additionally, the statement of the survivor and the circumstantial evidence helped in nailing the accused." The chargesheet was submitted in court, and the judge expedited the trial. After hearing arguments from both sides, the court found Ali guilty and ordered his immediate custody.
