Pak has violated spirit of Indus Water Treaty by inflicting three wars, thousands of terror attacks: India tells UN
India ripped through Pakistan's 'disinformation' at the UN on the Indus Waters Treaty, asserting that Islamabad violated its spirit by inflicting three wars and thousands of terror attacks on India that seek to hold hostage lives of civilians, religious harmony and economic prosperity.
'We are constrained to respond to the disinformation being carried out by the delegation of Pakistan with regard to the Indus Waters Treaty. India has always acted in a responsible manner as an upper riparian state,' India's Permanent Representative to UN Ambassador Parvathaneni Harish said on Friday.
Harish was addressing the UN Security Council Arria Formula meeting organised by the Permanent Mission of Slovenia on 'Protecting Water in Armed Conflict – Protecting Civilian Lives.'
Harish highlighted four aspects to expose the 'disinformation' by Pakistan, which spoke about India's decision to suspend the Indus Waters Treaty.
In the wake of the horrific April 22 Pahalgam attack in Jammu and Kashmir in which 26 civilians were killed, India had decided that the Indus Waters Treaty of 1960 would be held in abeyance with immediate effect until Pakistan credibly and irrevocably abjures its support for cross-border terrorism.
Harish told the UN meeting that India had entered into the Indus Waters Treaty 65 years ago in good faith.
Noting that the Preamble of the Treaty describes that it was concluded 'in a spirit of good will and friendship', Harish said throughout these six and a half decades, 'Pakistan has violated the spirit of the treaty by inflicting three wars and thousands of terror attacks on India.'
The Indian envoy underlined that in the last four decades, more than 20,000 Indian lives have been lost in terror attacks, the most recent of which was the dastardly targeted terror attack on tourists in Pahalgam.
Even as India has shown extraordinary patience and magnanimity throughout this period, Harish said Pakistan's 'state-sponsored cross-border terrorism in India seeks to hold hostage the lives of civilians, religious harmony and economic prosperity.'
Harish pointed out that India has formally asked Pakistan to discuss the modifications of the Treaty on several occasions in the past two years but Islamabad continues to reject these.
'Pakistan's obstructionist approach continues to prevent the exercise of full utilisation of legitimate rights by India,' he said.
Further, Harish said that in the past 65 years, far-reaching fundamental changes have taken place not only in terms of escalating security concerns through cross-border terror attacks but also growing requirements for producing clean energy, climate change and demographic change.
'Technology for dam infrastructure has transformed to ensure the safety and efficiency of operations and water use. Some of the old dams are facing serious safety concerns,' he said adding that Pakistan has continued to 'consistently block' any changes to this infrastructure, and any modifications of the provisions, which is permissible under the Treaty.
He noted that in 2012, terrorists even attacked the Tulbul Navigation Project in Jammu and Kashmir.
'These cynical acts continue to endanger the safety of our projects and the lives of civilians.
'It is against this backdrop that India has finally announced that the treaty will be in abeyance until Pakistan, which is a global epicentre of terror, credibly and irrevocably ends its support for cross-border terrorism. It is clear that it is Pakistan which remains in violation of the Indus Waters Treaty.'
Earlier in the day, Harish delivered a strong response to Pakistan at a UNSC open debate on 'Protection of Civilians in Armed Conflict', calling out Pakistan's 'grossly hypocritical' behaviour and asserting that a nation that makes no distinction between terrorists and civilians has no credentials to speak about protecting civilians.
After Pakistan's Ambassador at the UN Asim Iftikhar Ahmad raked the Kashmir issue and spoke about the recent conflict between the two nuclear-armed countries, Harish slammed Pakistan's baseless allegations and said India experienced decades of Pakistani-sponsored terrorist attacks across its borders.
'This has ranged from the horrific 26/11 attack on the city of Mumbai to the barbaric mass murder of innocent tourists in Pahalgam in April 2025. The victims of Pakistani terrorism have been predominantly civilians since its objective has been to attack our prosperity, progress and morale. For such a nation to even participate in a discussion on the protection of civilians is an affront to the international community,' Harish said.
Tensions between India and Pakistan escalated after the Pahalgam attack, which claimed 26 lives. India launched 'Operation Sindoor' under which it carried out precision strikes on terror infrastructure in Pakistan and Pakistan-occupied Kashmir in the early hours of May 7, following which Pakistan attempted to attack Indian military bases on May 8, 9 and 10.
The Indian side responded strongly to the Pakistani actions. The on-ground hostilities ended with an understanding on stopping the military actions following talks between the directors general of military operations of both sides on May 10.
Harish told the UN Security Council that Pakistan has repeatedly used civilian cover to advance the cause of terrorism.

Mumbai (Maharashtra) [India], June 21 (ANI): Union Minister Piyush Goyal on Saturday welcomed the safe return of Indian nationals evacuated from Iran under Operation Sindhu, a rescue mission launched by the Indian government amid escalating tensions between Iran and Israel. 'Through Operation Sindhu, our Indian brothers and sisters stranded in Iran are being brought back. More than a thousand people have come back, I welcome all of them,' the Union Minister told reporters here. Goyal emphasised the importance of resolving issues through dialogue but warned that terrorist acts would be met with a strong response, leaving 'no stone unturned'. 'Also, as the Prime Minister says all the time, issues should be resolved through dialogue. But if someone does something wrong, if someone commits a terrorist act, no stone will be left unturned to give them a befitting reply. This is a warning to anyone who looks.' Ministry of External Affairs (MEA) official spokesperson Randhir Jaiswal said that so far, 517 Indian nationals have returned to India from Iran under Operation Sindhu. In a post on X, Jaiswal stated, 'Operation Sindhu continues. A special evacuation flight from Ashgabat, Turkmenistan, landed in New Delhi at 0300 hrs on 21st June, bringing Indians from Iran home. With this, so far 517 Indian nationals from Iran have returned home under Operation Sindhu.' The first batch of 110 Indian students, including 90 from Kashmir, was safely evacuated from northern Iran and transported to Armenia before being flown to New Delhi. These students were primarily from Urmia Medical University. The Ministry of External Affairs (MEA) coordinated the evacuation, setting up emergency helplines and a 24x7 control room to assist Indian citizens in Iran. The MEA spokesperson, Randhir Jaiswal, thanked the governments of Iran and Armenia for their cooperation. The rescued students expressed deep gratitude to the Narendra Modi-led government and Indian embassies in Iran and Armenia for their swift and safe evacuation. New Delhi [India], June 21 (ANI): A fresh batch of Indian nationals evacuated from Iran landed safely in Delhi on Saturday under Operation Sindhu, as part of the Government of India's ongoing efforts to bring back its citizens from conflict-hit regions. The Indian Embassy in Tehran coordinated the safe movement of students, while the Ministry of External Affairs (MEA) ensured their safe return. An Indian national who was evacuated from Iran, Zaffar Abbas Naqvi, recounted how he and his family stayed indoors initially after hearing about the attack on Iran. They later moved to Mashhad, which also came under attack, prompting them to contact the Indian government. Naqvi praised the swift action taken by the government and thanked Prime Minister Modi and UP CM Yogi Adityanath for their support. 'Everything was going fine, but one day we heard that Iran had been attacked. We stayed indoors for some time. We then moved to Mashhad. Soon Mashhad came under attack. We then contacted the Indian government. The action was so swift that we cannot express our gratitude in words. I want to thank Modi ji and Yogi ji who made all the arrangements for us...,' said Naqvi. Kulsum, an Indian national evacuated from Iran, expressed relief at being back home safely, saying the situation in Iran was worrisome and the government's help was invaluable Speaking to ANI, Kulsum said, 'The situation in Iran is not good. We were very worried. The government helped us a lot and brought us back home safely.' Another Indian national who was evacuated from Mashhad, Mohammad Ali Qazim expressed gratitude towards the Indian government for their help in crossing the border and returning home safely. He mentioned that the situation in Iran, especially in Tehran, was not good. 'I am coming from Mashhad. It feels very good to return home... We had gone on a religious journey. The situation there is not good, especially in Tehran... Indian government helped us a lot in crossing the border and bringing us to India. The UP government is also helping us a lot by taking us back home...' he said. The operation continues to bring relief to families across India, with coordinated efforts from both the Central and State governments ensuring the safe return of citizens amid the ongoing tensions in the region. Earlier, chants of 'Bharat Mata Ki Jai' and 'Hindustan Zindabad' echoed through Delhi Airport late Friday night as a special flight carrying 290 Indian nationals evacuated from Iran under Operation Sindhu touched down. Emotional returnees, including students and religious pilgrims, expressed heartfelt gratitude to the Indian government for ensuring their safe return amid the escalating Israel-Iran conflict. The special flight landed at Delhi's Indira Gandhi International Airport at 11:30 PM IST on Friday night and was received by Secretary (CPV & OIA) Arun Kumar Chatterjee. Randhir Jaiswal, a spokesperson with the Ministry of External Affairs (MEA), said in a post on X, 'Operation Sindhu flight brings citizens home. Evacuated 290 Indian nationals from Iran, including students and religious pilgrims, by a charter flight. The flight arrived in New Delhi at 2330 hrs on 20 June and was received by Secretary (CPV & OIA) Arun Chatterjee.' He added, 'The Government of India is grateful to the Government of Iran for the facilitation of the evacuation process.' (ANI)
