RAF acting CEO defends delaying in suspending senior official
The Road Accident Fund's top official maintains that he was not going to rubber stamp a board decision to suspend a senior official without applying his mind.

Road Accident (RAF) acting CEO Phathutshedzo Lukhwareni has stood his ground after he took his time to apply his mind before suspending a fellow executive on a recent instruction by the board of directors.
Lukhwareni said if his conduct was considered to be insubordination, he was ready to face disciplinary charges.
'I was never going to be a rubber stamp to that decision. I decided to apply my mind until I received the file and did my own assessment with human resources. If that assertion is considered insubordination, I am prepared to face that charge,' he said.
Lukhwareni made the comment at a meeting of the Transport Portfolio Committee on Wednesday night when he was quizzed about the delay in placing acting chief investment officer Sefotle Modiba on precautionary suspension in connection with his appointment at the entity.
Modiba's suspension was announced by deputy board chairperson Nomonde Mabuya-Moloele at a meeting with the Portfolio Committee earlier this month.

Mabuya-Moloele had told the Portfolio Committee that Modiba was placed on precautionary suspension with full pay and benefits with immediate effect in connection with his past employment at the City of Johannesburg.
The issue of Modiba was brought up in the meeting when MPs wanted to know if he had been vetted after joining RAF from the City of Johannesburg.
Lukhwareni stated that background checks had been done and a reference check was also done with his former employer.
'Vetting is a comprehensive process and we submitted our forms to the State Security Agency and they are being processed at this point in time,' he said.
But, Deputy Minister Mkhuleko Hlengwa asked him to update the committee on his status at RAF after a letter was received from the City of Johannesburg indicating that Modiba resigned on the eve of the conclusion of a disciplinary process.
'I don't understand why you want to skirt around that matter. I hope this gives a glimpse of what we are dealing with,' Hlengwa said.
'You can't speak about vetting in your response and don't add the latest developments unless the board did something different,' he said.
In response, Lukhwareni confirmed that Modiba has been placed on suspension on Tuesday as per the resolution of the board.
Lukhwareni was criticised by committee chairperson Donald Selamolela for being secretive with Parliament.
'We are not here to play. It is after 9pm and listening to you bluffing when you know the context and still want to hide other things. I plead with you, please answer so that we don't have follow up questions,' said Selamolela.
Lukhwareni apologised, but Selamolela warned 'you are exhausting your daily limit of apologies'.
In explaining the matter further, Lukhwareni said the instruction to suspend Modiba was sent to him a day after the board took the decision.
'As the acting CEO I have the responsibility to consider what the board communicated in arriving in that decision. I was warned about possible delays. When the announcement was made to the Portfolio Committee on Transport, the acting CIO was sitting with us in the boardroom. It can't be correct that you must just sign the letter and when (you do not sign it), it becomes a problem,' he said.

Academic programmes should strike a balance between rigour and responsiveness, reflecting the real-life challenges students face. Flexibility is vital - whether through part-time study, half-workloads, online learning options, or inclusive teaching approaches that cater to diverse learning styles. Creating conditions where students can truly succeed requires programmes that integrate empathy, academic excellence, and a future-ready mindset. Comprehensive support is equally critical. Psychosocial services, academic scaffolding, and bridging programmes must be seen as essential, not optional. Students from under-resourced schools need more than just a seat in a lecture hall or course - they need targeted interventions that address learning gaps and boost self-confidence. Tools like structured weekly study plans, mentorship from recent PGDA graduates, access to engaged academic staff, dynamic online platforms, and a dedicated wellness team create a personalised support system. This ensures that students are not only academically capable, but also emotionally and mentally prepared and supported to navigate the demands of the CA journey and beyond. Today's accounting education must also evolve in line with the profession itself. It must include digital literacy, sustainability, and data analytics alongside traditional technical competencies. Career trajectories are also shifting - from audit and financial management to entrepreneurship and public sector leadership - and education must prepare students for this diverse range of roles. Encouragingly, results are beginning to reflect the value of these adaptive, student-centred approaches. Milpark Education's recent performance in the SAICA Initial Assessment of Competence (IAC) is a powerful example. More than 21% of all successful IAC candidates came from Milpark - a clear sign that flexible, well-supported online learning models can work, especially for students juggling multiple responsibilities. South Africa's youth unemployment crisis demands bold, innovative solutions. Building a more inclusive and accessible CA pipeline must be part of that response. By removing barriers and investing in the full potential of our youth, we don't just close a skills gap - we unlock opportunities for economic participation, ethical leadership, and nation-building. SAPS intensifies crackdown on gender-based violence with over 200 arrests in one week

Image: Supplied The South African Police Service (SAPS) has arrested more than 200 suspects for rape during operations across the country in a week to intensify efforts in the fight against gender-based violence and femicide (GBVF). Police spokesperson Lieutenant-Colonel Amanda van Wyk said over the past week, a total of 201 suspects were arrested for rape during operations across the country. 'Of these, 56 were wanted individuals tracked down in various provinces,' she said. According to Van Wyk, among the arrests was that of a man and woman in Bloubergstrand, Western Cape, for the alleged sexual abuse of their daughters, aged three and eight. 'Police seized multiple electronic devices during their arrest. They face several charges, including the production of child sexual abuse material ('child pornography'), rape, sexual assault, and sexual grooming,' she stated. Video Player is loading. Next Stay Close ✕ In another recent case, Van Wyk said a 24-year-old suspect was arrested by the Family Violence, Child Protection and Sexual Offences (FCS) Unit in Tonga, Mpumalanga, on June 19, 2025, following the gang-rape of a 27-year-old woman earlier this week. Investigations into this incident are ongoing, she added. Van Wyk also listed notable convictions this past week, including the sentencing of a 33-year-old serial rapist on June 9, 2025, by the Polokwane High Court. Lesley Morwamashobe Mohlala was sentenced to 222 years' imprisonment. 'He was found guilty on multiple counts of rape and aggravated robbery.' In another case, Van Wyk said the East London High Court sentenced a 42-year-old accused to life imprisonment for the rape of a 13-year-old girl, who became pregnant as a result of the assault. On June 18, 2025, she said the Waterval Regional Court sentenced a 25-year-old man from Tshiozwi, Limpopo, to life imprisonment for raping his nine-year-old cousin in 2021. Van Wyk said the SAPS remains committed to ensuring justice prevails for victims by 'removing sexual predators from our communities'. As part of a broader initiative, Nomgqibelo Mdlalose, Movement Navigator for the End GBVF 100-Day Challenges, stated that many teams within the movement are working closely with young people to address GBVF at a grassroots level. With over 200 challenges planned for 2025, the End GBVF 100-Day Challenges are accelerating action against GBVF within courts, municipalities, and higher education. 'Youth engagement isn't about campaigns or one-day events - it's a commitment to show up and respond. What's been powerful to see through the 100-Day Challenge teams is how they're showing up consistently in the spaces where young people spend most of their time, such as preschools, classrooms, and college campuses,' said Mdlalose. In the Drakenstein Municipality in the Western Cape, an ambitious effort is under way to train 500 Early Childhood Development (ECD) teachers as GBVF first responders. The movement said on Thursday that over the next 100 days, 15 preschools will become part of a network of care where teachers are trained to identify early signs of abuse and respond in trauma-sensitive ways. The importance of this work lies in its timing, it said, stating that these are the years when children first learn what safety feels like, when trust is built or broken. And because many survivors never disclose what happened to them as children, interventions at this stage could be life-altering. 'GBVF prevention starts with the relationships and environments that shape how young people understand harm and support avenues,' added Mdlalose. According to the movement, Taletso TVET College in Mafikeng, in partnership with the National Prosecuting Authority, is fostering accountability and legal literacy through workshops on the Sexual Offences and Domestic Violence Acts. These sessions aim to empower students to report abuse and understand their rights, addressing the normalisation of harmful behaviour on campus and the hundreds of GBVF-related misconduct cases reported in higher education. Limpopo's 100-Day Challenge teams have held Moot Court sessions for high schoolers, demonstrating sexual offence trials and minimum sentences for rape. The movement said this teaches young people that violence is wrong and shows them how justice is served, making the law tangible and fairness achievable.
