Disaster Unemployment Assistance available for Hopkins County
HENDERSON, Ky. (WEHT) – Governor Andy Beshear announced that the state will accept applications for Disaster Unemployment Assistance (DUA) from individuals in 13 counties who are out of work as a result of severe storms, straight-line winds, tornadoes, flooding, landslides and mudslides that began in Kentucky on April 2 and continuing. Hopkins County was included in this program.
Gov. Beshear says individuals – including unemployed and self-employed individuals who were living or working in the affected areas and became unemployed or had work interrupted as a direct result the flooding that occurred in Kentucky – are eligible to apply for DUA benefits through the Kentucky Office of Unemployment Insurance. Officials say Gov. Beshear will request that additional designations and counties be added to the declaration through an amendment as ongoing assessments are completed.

Officials say DUA is available to individuals who:
Worked or were self-employed, or were scheduled to begin work
Can no longer work or perform services because of physical damage or destruction to their place of employment as a direct result of a disaster, which can also include the physical inaccessibility of the place of employment due to its closure by the federal, state or local government in immediate response to the disaster
Establish that the work or self-employment they can no longer perform was their primary source of income
Do not qualify for regular unemployment insurance benefits from any state
Cannot work or resume self-employment because of an injury as a direct result of the disaster
As a result of the disaster, became the breadwinner or major supporter of a household because of the death of the head of the household.
Gov. Beshear's office notes farmers and other self-employed individuals who traditionally are ineligible for unemployment insurance (UI) benefits may qualify for DUA.

Officials say to receive DUA benefits, the federal program requires individuals to provide documents, including a copy of their most recent federal or state income tax forms or check stubs, a bill showing their physical address at the time of the disaster and a photo ID. All required documentation must be submitted within 21 days from the date the individual's DUA application is filed. DUA is available for up to 29 weeks of unemployment beginning April 6 until October 25, as long as the individual's unemployment continues to be a direct result of the disaster.
Gov. Beshear says affected individuals should visit the Kentucky Career Center website or call 502-564-2900 to file their initial claim. The deadline to apply for assistance is June 23.

In some areas, median home sale prices are now nearly five times median household incomes — up from less than three times 30 years ago. Recent reports from the Kentucky Housing Corporation ('KHC') and the Kentucky Chamber of Commerce underscore the urgency of this crisis. KHC identifies a housing shortage driven by high construction costs, restrictive zoning, limited funding and a diminished post-recession builder base. Natural disasters have compounded the problem. Thousands have been displaced, overwhelming the existing local supply. The Kentucky Chamber's 2024 report further frames housing as key to economic growth, calling for reforms in zoning, infrastructure investment, workforce development and tax incentives. Organizations like the Kentucky Chamber, KHC, the Kentucky Bankers Association and Bluegrass Community Bankers Association need to join forces with the public sector. Collaborating with Gov. Andy Beshear and the state legislature is crucial to solving this issue. Here are several strategies implemented in other states for Kentucky to consider: Zoning and permitting reforms: Outdated zoning laws restrict housing supply. By modernizing these regulations and streamlining permits, states like Tennessee, Montana and Florida have sped up construction and increased housing availability. Increasing housing development funding: Expanding programs like the Affordable Housing Trust Fund and creating a state Low-Income Housing Tax Credit can incentivize developers to build homes that working families can afford. States like Indiana have seen success with initiatives such as the Residential Infrastructure Assistance Program, which created a revolving loan fund to support infrastructure improvements necessary for residential development and incentivize pro-building zoning reform. The Kentucky Chamber is currently collaborating with the Kentucky League of Cities, KHC and Home Builders Association to advocate for a similar program. Workforce development: A skilled labor shortage in construction hampers housing development. Investing in workforce training programs can help build the talent necessary for homebuilding projects. Programs like those in Ohio, which have partnered with community colleges to train the next generation of builders and skilled laborers, have proven successful. Fostering private sector innovation: By partnering with private sector innovators using modular homes and 3D printing, Kentucky can explore cost-effective, efficient housing solutions. In places like rural Texas and towns across Oklahoma, these innovative approaches have helped create affordable housing options at a fraction of the typical cost. Kentucky's housing crisis demands decisive, unified action. Public and private sectors must work together to make homeownership attainable across the commonwealth. Just as it changed the trajectory of my own family, stable housing can offer Kentuckians the foundation they need to thrive. $20 million manufacturing facility coming to Muhlenberg County
MUHLENBERG, Ky. (WEHT) — In Muhlenberg County, Kentucky Governor Andy Beshear helped to break ground on a new manufacturing facility Friday afternoon. Biomass Engineering and Equipment is the first to locate in the Paradise Regional Industrial Park, building a new $20 million facility. Biomass Engineering and Equipment's new addition will be a 85,000 square foot facility. Dane Floyd, the CEO of BE&E, says the company produces equipment used for bulk handling in agriculture and recycling. For example, wood products like wood chips and lumber. The Indiana-based company says the start of their Kentucky expansion will create 250 full-time jobs locally. Statistics show manufacturing makes up 18 percent of the state's overall economy, bringing in $36.9 billion last year. Officials say that statistic means those new jobs will be able to withstand the test of time. 'We beat out other states yet again. Things have been really looking up at Kentucky. Hearing great feedback about speed to market, and we're going to get them up and running faster than anywhere else. They're excited about the workforce here in Muhlenberg county and the surrounding counties. It's just a great testament,' says Governor Beshear. Even more so, the project is the first to be placed on Paradise Industrial Park's 600 acres. The park's land was bought in 2002 and is a part of a 5-county partnership, uniting Muhlenberg, Daviess, Hopkins, McLean and Ohio counties. They'll continue working together to attract large companies to their rural communities. 'A win for an adjacent county isn't a loss for the other. Knowing that our people drive county to county to go to work, working together to bring in as many of these opportunities it's special. It's helping us get these wins,' says Governor Beshear.
