Opinion - 5 years after George Floyd: What we've learned from the ebbs and flows of progress

Five years ago, the world watched as George Floyd slowly died under the knee of Minneapolis police officer Derek Chauvin. Brother Floyd was not the first Black man killed by an overzealous police officer, nor even the first caught on video. But the combination of his constant refrain of 'I can't breathe' and the expression of utter disregard for human life demonstrated on Officer Chauvin's face etched this moment into the consciousness of our nation.
Floyd's murder ignited nationwide protests, the largest since the civil rights movement. In communities large and small, people marched in fury and in grief, demanding justice not only for George Floyd but for every life cut short by police violence. They called for something deeper: an end to the systemic racism that has brutalized Black communities for centuries.
For a while, it felt like real change was possible. Cities debated reducing bloated police budgets and investing in addressing the root causes of violence in our communities. Corporations made commitments to racial equity. Politicians, even some who had long ignored calls for reform, found their voices and joined the chorus calling for change.
Unfortunately, as in every era when victories against racism have been won, the backlash against reforms came swiftly. We are seeing that now. But our fight for justice must continue.
Over the past five years, we have witnessed an aggressive effort to claw back not just the gains from 2020 but decades of progress on racial equity. Politicians and media figures turned 'wokeness' into a slur. In 2022, Florida Gov. Ron DeSantis signed into law the 'Stop W.O.K.E. Act,' restricting schools and workplaces from providing education about systemic racism, and thousands of books about race and marginalized people were banned.
Corporations eager to support equity initiatives in the aftermath of Floyd's murder appeared relieved to be freed of the responsibility for Diversity, Equity, Inclusion and Accessibility by the edicts of Project 2025 and the current administration's flood of executive orders. In abandoning these responsibilities, they also abandoned people as they rushed to curry favor with politicians.
This backlash of hate and bigotry, the abandonment of principles of equity and fairness, the flaming of fear, and the theology of scarcity cannot stand. Every step toward reform is met with retrenchment, a doubling down on the very racist and unfair systems we seek to dismantle. After Reconstruction came Jim Crow. After the civil rights movement came mass incarceration. And, after Barack Obama and Black Lives Matter came Project 2025.
Despite this reactionary tide, we must remember the many victories we have won, and understand deep in our being that there is no victory without a fight.
Illinois, where I live, was one of the few states to take real, tangible action in the wake of the 2020 uprisings. While much of the country settled for symbolic gestures, the Illinois legislative Black caucus championed and secured the passage of several omnibus bills aimed at addressing systemic racism throughout our state. Among them was one of the most ambitious packages of criminal justice reforms in recent memory.
Illinois became the first state in the nation to eliminate the use of money bond, ending a system where freedom was bought and sold, which disproportionately harmed Black and minority communities. Guardians of the status quo prophesied chaos and destruction, and stoked the flames of fear and division; yet, a year later, crime rates are dropping, and individuals accused of crimes are appearing in court as required. Results prove that centering safety and justice works.
Ending the outdated and absurd practice of forcing people to purchase their freedom while awaiting trial was a direct response to calls for systemic change. It demonstrated what is possible when we collectively raise good trouble. It serves as proof of democracy in action, showing that public outcry can lead to concrete policy shifts and that marches can result in tangible legislative changes.
Good trouble, or Holy mischief, is not just a civic ethic but a spiritual principle central to the ministry of Jesus. Pretrial fairness demands that those who claim a faith tradition consider: do we believe in compassion, redemption, restoration and equity, or is our faith nothing more than a hollow trinket used for personal status and psychological comfort?
But Illinois was an exception, not the rule. Across the country, police budgets have ballooned, and reform measures have been walked back. Still, that revolutionary summer of 2020 mattered. It demonstrated the strength of collective action, even in the midst of a global pandemic. It reminded us that millions of people from diverse races, classes and ethnicities were willing to leave their homes and publicly declare that this is not the country we want to live in. These are not our values. We can do better.
The backlash has been loud, but we can be louder. We must remember that half of the country didn't vote for the current administration and that most Democrats, along with a quarter of Republicans, believe we could do more to advance racial equality. And we can. We must keep pushing the needle forward, just as generations before us did. The fight for racial justice will take time. It may feel hopeless at times. But that hopelessness becomes real only if we silently comply.
With our nation once again at a historic crossroads, it is essential for us to recommit to uprooting racism and resisting forces that seek to dismantle our democracy. The future of our country depends on it.

In the mid-1990s, Karen Bass was in the streets of Los Angeles, protesting alongside Latino activists against new laws that targeted undocumented immigrants and were expected to land more young men of color in prison. These days, Bass is monitoring the status of protests against US immigration agents from a helicopter, as the Democratic mayor of Los Angeles. Bass, a 71-year-old former community organizer, is leading the city's response to an extraordinary confrontation staged by the federal government, as federal agents have raided workplaces and parking lots, arresting immigrant workers in ways family members have compared to 'kidnappings', and Donald Trump sent in the national guard and hundreds of US marines in response to local demonstrations. As Trump and other Republicans have tried to paint Bass as the negligent guardian of a city full of wild criminal behavior, Bass has pushed back hard. The political career of Los Angeles' first Black female mayor was forged during the chaos and violence of the 1992 LA uprising, which left more than 50 people dead, and in the long struggle afterwards to rebuild a more equal city. When the Trump administration tried to depict a few protests in downtown Los Angeles as rioting equivalent to the aftermath of the Rodney King trial in 1992, Bass scoffed: 'There is zero comparison,' noting that, as a Black community leader in South Central Los Angeles, 'I was at the epicenter when it was occurring.' Bass has earned widespread praise within California for her forceful denunciation of Trump's immigration raids, and her focus on the safety of LA's immigrant residents, and the terror the raids have caused. She has repeatedly described immigrants as central to the city's identity. 'We are a city of immigrants, and we have always embraced that,' Bass said. She has also made clear that what's happening in Los Angeles has wider importance, and that the tactics the administration is testing out in one Democratic-majority city are likely to be used elsewhere. 'I don't think our city should be used as an experiment,' she said last week. As city leadership, she's been holding it down Eunisses Hernandez, LA city council Bass, a force in California state politics before she spent a decade in Congress, built her reputation on consensus-building and pragmatism, not political grandstanding. Once a favorite of congressional Republicans for her willingness to work across the aisle, she is now denouncing Trump administration officials for the 'outright lie' of their characterization of Los Angeles as a war zone, and saying bluntly that 'this is chaos that was started in Washington DC.' 'As city leadership, she's been holding it down,' said Eunisses Hernandez, a progressive Los Angeles city council member who represents a majority-Latino district north of downtown. 'All of our leaders are navigating unprecedented waters.' In the short time Bass has been mayor – she was inaugurated in December 2022 – she has been faced with a series of escalating post-Covid crises, starting with the city's long-running struggle with homelessness and rising housing costs, then a historic double Hollywood strike in 2023, followed by ongoing economic problems in the city's crucial film and TV business. As multiple wildfires raged across the city this January, she was slammed for having left the city for Ghana during a time of high wildfire risk and dodging questions about her absence. Her leadership during the wildfires left her political future in question, with half the city's voters viewing her unfavorably, according to a May poll. The challenges Bass faces in leading Los Angeles through this new crisis are also only beginning, even as the first wave of Los Angeles' anti-immigration raid protests have quieted in the wake of Saturday's large nationwide demonstrations against the Trump administration. 'Our city is under siege,' said Roland Palencia, an organizational consultant and longtime local activist. 'The plan here is basically, strangle the city: economically, politically, every which way.' At least 2,000 members of the national guard and hundreds of US marines are still staged in downtown Los Angeles. A legal battle over whether Trump illegally deployed the national guard over the protests of California's governor is still playing out: after a Tuesday hearing, a federal appeals court seemed likely to keep the national guard under Trump's control as the litigation continues. I do not believe that individuals that commit vandalism and violence in our city really are in support of immigrants Karen Bass While denouncing the Trump administration for causing chaos in Los Angeles, Bass has also had to confront some of those taking to the streets, demanding that protests be 'peaceful' and responding sharply to anti-Ice graffiti on downtown buildings and businesses, noting that the city was supposed to host the Fifa World Cup in 2026. 'I do not believe that individuals that commit vandalism and violence in our city really are in support of immigrants, they have another agenda,' she said on 10 June. 'The violence and the damage is unacceptable, it is not going to be tolerated, and individuals will be arrested and prosecuted to the full extent of the law.' Meanwhile, federal agents are still conducting unpredictable immigration raids across the Los Angeles area, detaining people at work, in parking lots, and even at a weekend swap meet. Family members have been left without any information about their loved ones' whereabouts for days: lawyers and elected officials have described horrific conditions in the facilities where suddenly detained immigrants are being held. On Tuesday, Bass lifted the evening curfew that she had set for a swath of downtown Los Angeles a week before, one that major Los Angeles restaurants had complained had cost them tens of thousands of dollars. But the economic shock waves of the immigration raids are still rippling through the city, with many immigrants, even those with legal status to work in the US, afraid of going to work, or even leaving the house. The message Angelenos have taken from the federal raids so far, Hernandez said, was 'It doesn't matter whether you're documented or not: if you look brown, if you look Latino, if you look like an immigrant, we're going to stop you.' A third of Los Angeles county's roughly 10 million residents were born outside the United States. Half are Latino. An estimated 1 million people here are undocumented. Since the federal government stepped up the raids, swaths of the city once bustling with immigrant businesses and immigrant customers are unusually quiet, community members and local politicians say. 'It is pretty profound to walk up and down the streets and to see the empty streets, it reminded me of Covid,' Bass told the Los Angeles Times during a Father's Day visit to Boyle Heights, a historic Latino neighborhood. Bass has urged Angelenos to help local businesses harmed by the Trump administration's targeting. 'Now is the time to support your local small business and show that LA stands strong and united,' she posted on X on Tuesday. But Hernandez, the city council member, warned that the economic pain of the raids could escalate even further, particularly as immigrant families afraid to send breadwinners to work over the past two weeks faced the threat of being evicted from their homes. 'We cannot afford to have more people fall into the eviction to homelessness pipeline,' she said. When small businesses lost money, Hernandez added, the city's revenue was hurt, as well: 'Our budget – a significant portion of it is made from locally generated tax dollars,' she said. 'That revenue is drying up.' And the city government, already struggling with a huge budget deficit after the wildfires this January, also faced new crisis-related costs, Hernandez said: 'We're spending millions upon millions in police overtime.' She noted that the police department had estimated Ice-raid-related overtime costs at $12m within the first two weeks. Many journalists and activists have criticized the Los Angeles police department's own response to the protests of the past two weeks as violent and heavy-handed. The city of Los Angeles is currently facing a lawsuit from press freedom organizations over the police department's use of force against journalists. Palencia, the longtime activist and organizational consultant, said Bass's commitment to Los Angeles' immigrant community, and to Latinos in particular, was not in doubt. Bass's connection to the Latino community is deep, Palencia said, forged both through her early political activism as the founder of the Community Coalition, a non-profit which built ties between Black and Latino communities in order to jointly confront the challenges of the crack epidemic in the 1990s, and through her own family. Bass's ex-husband was Latino, and she remains very close to her four Mexican American stepchildren and their children. But, Palencia argued, leaders like Bass and the California governor, Gavin Newsom, will need a long-term leadership plan, one that gives more guidance to all the state's residents on how to respond to a new and dangerous situation. Even though Los Angeles had had a quieter week, the feeling that the city was 'under siege' continued, Palencia said. 'It's kind of like a cat-and-mouse situation,' he said. 'It's very fluid – and it can blow up any time.'

Juneteenth is the most widely known US emancipation celebration – but it's not the only one

In 2021, when President Joe Biden made Juneteenth a federal holiday, it was the first many people in the country had heard of the centuries-old tradition – a 2021 Gallup poll found that 34% of Americans knew 'a little' about Juneteenth, while 28% knew nothing at all about it. In 1863, President Abraham Lincoln signed the Emancipation Proclamation, which ended slavery in some Confederate states. Union soldiers, including some Black soldiers who themselves were formerly enslaved, traveled around the south to announce the order. In Galveston, Texas, it wasn't until 19 June 1865 that people who were enslaved found out about the declaration. Though Robert E Lee had surrendered in April, people continued fighting for the lost cause for months. Juneteenth celebrates the day on which those in Galveston found out about their freedom, but there are other states across the country, such as New York, Ohio, Mississippi and Florida, that have their own emancipation days. While Juneteenth has become the most prominent emancipation celebration, it is not the only one. To this day, people across the country continue to mark the day on which their ancestors found out about the end of chattel slavery. Throughout the country, the day on which people found out about emancipation – which spanned nearly 100 years between 1783, when Massachusetts abolished slavery following a series of court challenges, and 1865, when the 13th amendment was ratified – was a jubilant occasion. The day is variously called emancipation day, jubilee day or freedom day, depending on the locality. 'Black people are always celebrating and then they commemorate that celebration the next year, the next year, and the next year,' the historian Allison Dorsey said. 'So Juneteenth is just a continuation of that process of people celebrating their emancipation.' The signing of the emancipation proclamation is marked in a variety of ways across the country, such as through 'Watch Night', or 'Freedom's Eve', observances, held annually on 31 December. Historically, enslaved people had traditional celebrations on 31 December, during which they would gather to worship and pray out the old year and welcome in the new year. But the day Lincoln issued the preliminary proclamation, 22 September 1862, is also celebrated, for instance, across Appalachia and elsewhere. In Gallia county, Ohio, it has been celebrated continuously since 1863. The celebration there is like a 'homecoming', in which people gather to remember the fight for freedom, learn history and genealogy, sing, dance and fellowship. Another important date is 8 August, when in 1863, Andrew Johnson, the military governor of the state of Tennessee who later succeeded Lincoln as president, manumitted the people he held in bondage. Following Johnson's act, Samuel Johnson, a formerly enslaved man, ensured that the community celebrated 8 August annually in Greenville, Tennessee. This year's festivities will include a block party and cookout, gospel singing, bouncy houses and a festival. In Florida, 20 May is celebrated as the day that Union troops arrived, read and enforced the emancipation proclamation. That came in 1865, and is still celebrated across Florida's Big Bend community. 'Those celebrations look like previous celebrations,' Dorsey said, referring to the different observances across the south. 'We celebrate in church. We celebrate in communities. There's prayer. There's music. There's song. There's food. There's dancing.' Related: Parties and proclamations: Juneteenth across the diaspora The emancipation days also had a political bent, with people using the time to bring education to newly freed people, who had legally been barred from learning to read or write, and to advocate for political power. 'I have an early letter from 1866 where former US colored troops are writing into Washington DC and saying, 'We are now free men. We served in the Union army. We think we should have the right to vote,'' Dorsey said. 'Congress is still having this conversation. It hasn't yet decided that it's going to do what becomes the 15th amendment, which is ratified in February of 1870. The nation is still murky, undecided, conflicted about [if] these people be made citizens, but Black people are really sure that they must have citizenship in order to secure their freedom.' The tradition of Juneteenth spread with the movement of Black Texans across the south-east region and through their participation in the Great Migration. But the dominance of Juneteenth has been a source of tension for some. 'For me, the significance [of Juneteenth] is that it marks the recognition of the end of the armed struggle to maintain slavery,' Annette Gordon-Reed, a historian and law professor at Harvard Law School and author of On Juneteenth, said. 'It's the end of the military effort to keep slavery alive – it's not the end of slavery formally in the country, but it represents the end of the organized fighting to maintain the system.' Gordon-Reed said that the long, large and loud tradition of Juneteenth also helped assert its dominance. 'Texans are very chauvinistic,' she said with a laugh. 'We kind of pressed it because it had been this long, continuous, organized thing, and a recognized state holiday. I would hope that it becomes a day to think about all the other ones as well.' She hopes that the spread of Juneteenth and the resurgence of other emancipation days can become history lessons, during which people talk about and learn what happened. 'I think Texans provide a template for how to do this,' she said. 'At Emancipation Park in Houston, and even when we celebrated in small towns, you recount the history, their songs, you tell the story. You have to fight against efforts to trivialize it, because we know that's going to happen. It doesn't have to take over if we're vigilant about it. We have enough examples of how to do it from the way we've done it in Texas that I hope people follow it, that it becomes a day about, it remains a day about history and about family and community.' William Isom, director of Black in Appalachia, said that he and other community members had discussed what the national energy behind Juneteenth may mean for other emancipation day celebrations since it became a federal holiday. 'People are excited about Juneteenth,' he said. 'We have so many emancipation days across the country, this is kind of the day that we can all come together and be like, 'OK, this is when we want to celebrate emancipation nationally.' As local municipalities host celebrations around Juneteenth and otherwise recognize the day, it opens up space for people to continue – or begin – celebrating their local emancipation days. 'We need both,' he said. 'We've got this formalized governmental holiday that unifies the whole country around the idea of freedom. But then you have these local [days] that are a little more robust and provide fortification for the communities.' Some emancipation day celebrations are no longer celebrated, due to the passage of time, the movement of people and other factors. But even those celebrations have not been totally eradicated, and there exists a movement to revitalize local days. In Columbus, Mississippi, for example 8 May, the day on which Union soldiers arrived to inform enslaved people about their freedom, was celebrated for many years before the tradition paused. It wasn't until 2005 that the day had a resurgence, when a student at the Mississippi School of Math and Science (MSMS)and her teacher first organized a celebration around it. Today, community members and students at MSMS celebrate the holiday by bringing local history to life. Last year, nearby Tupelo, Mississippi, began to formally recognize 15 July as its emancipation day after efforts by Carl B Mack and two city council members to rediscover and celebrate the day that was specific to that community. 'What I've always hoped is that instead of sort of ending these other celebrations, it's sort of like an umbrella,' Gordon-Reed said. 'It reminds people that there are other days. We could talk not only about Juneteenth, but we'll talk about what they do in Florida and what they do in Virginia and other places that recognize their own emancipation days.'

Hegseth reportedly orders ‘passive approach to Juneteenth' at Pentagon

The office of the US defense secretary, Pete Hegseth, requested 'a passive approach to Juneteenth messaging', according to an exclusive Rolling Stone report citing a Pentagon email. This messaging request for Juneteenth, a federal holiday commemorating when enslaved Black people in Galveston, Texas, learned they were free, was transmitted by the Pentagon's office of the chief of public affairs. This office said it was not poised to publish web content related to Juneteenth, Rolling Stone said. The mandate comes amid Donald Trump's attack on diversity, equity and inclusion initiatives across the government, including the US military, which Hegseth, a former Fox News host, has enthusiastically executed. 'The President's guidance (lawful orders) is clear: No more DEI at @DeptofDefense,' Hegseth said in a January post on X. 'The Pentagon will comply, immediately. No exceptions, name-changes, or delays,' Hegseth also wrote. He posted an apparently hand-written note that read 'DOD ≠ DEI.' Hegseth has continued to espouse anti-DEI talking points, claiming without evidence that these policies put military service members in harm's way. In prepared testimony to a Senate hearing this week, Rolling Stone noted, Hegseth said: 'DEI is dead. We replaced it with a color-blind, gender-neutral, merit-based approach, and the force is responding incredibly.' In response to Rolling Stone's request for comment, the Pentagon said that the Department of Defense 'may engage in the following activities, subject to applicable department guidance: holiday celebrations that build camaraderie and esprit de corps; outreach events (eg, recruiting engagements with all-male, all-female, or minority-serving academic institutions) where doing so directly supports DoD's mission; and recognition of historical events and notable figures where such recognition informs strategic thinking, reinforces our unity, and promotes meritocracy and accountability'. Asked for comment by the Guardian, a defense spokesperson said: 'We have nothing additional to provide on this.' President Joe Biden in 2021 made 19 June a federal holiday. In 1863, President Abraham Lincoln signed the Emancipation Proclamation to end slavery in the midst of the civil war. Related: Students at Pentagon schools sue Hegseth over book bans on race and gender It was not until this date in 1865 that enslaved Black persons in Galveston, Texas, were told about Lincoln's decree. While Robert E Lee had surrendered that April, some supporters of the Confederacy continued to fight. Trump signed an executive order in January that eliminated DEI in the military. He also appeared to sound off on DEI initiatives in an address to graduating West Point cadets on 24 May. 'They subjected the armed forces to all manner of social projects and political causes, while leaving our borders undefended and depleting our arsenals to fight other countries' wars. We fought for other countries' borders but we didn't fight for our own borders, but now we do like we have never fought before,' Trump said. He also stated 'the job of the US armed forces is not to host drag shows or transform foreign cultures', an apparent allusion to drag shows on US military installations. Biden's defense department ended drag shows on military bases in 2023 amid Republican criticism.
