
Penang water taxi project postponed as company fails to meet prerequisites
GEORGE TOWN: The Penang government's intention to introduce a water taxi service in the state has had to be postponed after the selected company failed to meet the approval conditions set by relevant agencies.
State Transport Committee chairman Zairil Khir Johari said the project, which received conditional approval from the Transport Ministry (MoT) had undergone several phases, including the company selection process through the Request for Proposal (RFP) method.
The project proposal was submitted to MoT on April 25, 2022, and conditional approval was granted via a letter dated Oct 18 the same year.
"The Penang Island City Council (MBPP) called for RFP proposals to appoint a company interested in implementing the service.
"The RFP was advertised on Dec 12, 2022 and closed on Feb 27, 2023. Two companies submitted proposals and underwent an evaluation process by the MBPP's technical evaluation committee," he said.
Zairil (PH-Tanjung Bungah) said this in response to a written question from Teh Lai Heng (PH-Komtar) regarding the latest status of the water taxi service during the state legislative assembly sitting today.
He said one of the companies was selected and issued a letter of intent to proceed with the project.
"However, the company failed to obtain all the necessary approvals from relevant agencies such as the Marine Department, Penang Port Commission (SPPP), District and Land Office, and the Maritime Department.
"As a result of this failure, the MBPP procurement board decided to cancel the RFP, and a cancellation letter was issued to the company on April 17.
"The state government is currently in discussions with the MoT to re-evaluate the terms and feasibility of the project in more detail," he added.
Zairil said if the RFP is reopened in the future, the state government hoped that interested companies would be truly prepared and have the capacity to meet all the required conditions.
The water taxi project was originally proposed to operate at four jetty locations identified as suitable pick-up and drop-off points for passengers.
The project, which was expected to begin operations in 2024, was envisioned as a new mode of public transportation for Penang residents.
The water taxi service is also included in the RM46 billion Penang Transport Master Plan (PTMP).
Following that, the state government and MBPP opened the RFP in 2022 for companies interested in bidding for the project.

Batu Ferringhi coastal erosion project nears completion
GEORGE TOWN: The coastal erosion mitigation project at Batu Ferringhi has made significant progress, with sandbag installation works now 95 per cent completed. State Infrastructure, Transport and Utility Committee chairman Zairil Khir Johari said the initiative, which started in April, was funded through an emergency allocation of RM250,000. "The project, covering a 130m stretch from Rasa Sayang Hotel to Golden Sands Hotel, is now in its final stages, with contractors focusing on finishing works," he said in his latest Facebook entry. Zairil said, in addition to the immediate response, a long-term solution was underway under the 12th Malaysia Plan (12MP), with an estimated cost of RM61 million. He said the Department of Irrigation and Drainage (DID) is currently in the process of appointing surveyor for hydrographic survey of the coastline, which spans from Batu Ferringhi to Tanjung Bunga. "Physical works for the long-term solution are expected to begin next year or 2027," he added. During a visit here in April, Deputy Energy Transition and Water Transformation (Petra) Minister Akmal Nasrullah Mohd Nasir said the federal government had approved a RM61 million budget for vital restoration works for Batu Ferringhi following erosion issue. He said the project would focus on both immediate protection and long-term preservation, with particular details to maintaining the beach's attractiveness as a tourist destination. The design, to be finalised this year, would incorporate a combination of solutions such as breakwaters, sand nourishment, and other mitigation measures to stabilise the area and protect the 7km beachfront, stretching from Batu Ferringhi to Tanjung Bunga. The Batu Ferringhi beach, one of Penang's most iconic tourist destinations, has experienced considerable degradation over the past few years due to shifting sand and constant wave action.

SARIKEI (June 19): The Road Transport Department (JPJ) plays a vital role in ensuring that the country's road transport system remains efficient, safe and well-regulated, said Deputy Transport Minister Datuk Hasbi Habibollah. Speaking at the official opening of the new JPJ Sarikei Branch Office Complex today, he acknowledged the increasing responsibilities and challenges faced by the department and its personnel. 'The opening of this new office positions JPJ Sarikei to strengthen its role not only as an efficient and reliable service provider, particularly in matters such as vehicle registration and driver licensing, but also as a key player in road safety, with a firm commitment to safeguarding lives and public well-being,' he said. 'The smooth operation of this new office would not be possible without the continued support of all involved. Such support is crucial to ensure JPJ can deliver optimal services to the people and the nation,' he added. During the event, Hasbi was presented with a memento following his speech. JPJ Sarikei officially relocated to its new premises at Batu 5, Jalan Repok in late July 2024. The new complex was built on a 6.053-hectare site at Lot 615, Block 60, Sarikei Land District, with a total allocation of RM17 million under the Ministry of Transport's (MOT) initiative. According to Hasbi, the JPJ Sarikei has undergone several phases of development and transformation since it began its operations, in line with MOT and JPJ's commitment to improving service quality. 'This transformation includes enhancements in infrastructure, service delivery systems, counter digitalisation, and human resource efficiency,' he said. He noted that the new JPJ Sarikei Complex can now accommodate an estimated 400 customers daily, double the capacity of the previous premises. 'With wider and more comfortable facilities, it is expected that counter transactions will be smoother and overall customer satisfaction with JPJ services will increase.' Furthermore, Hasbi said the complex marks a historic milestone as it is the only JPJ office in the state equipped with staff quarters for its officers and personnel. Solarvest clinches Brunei solar project in partnership with Serikandi and Khazanah Satu
PETALING JAYA: Regional clean energy infrastructure developer Solarvest Holdings Bhd, through wholly owned subsidiary Atlantic Blue Sdn Bhd, has secured Brunei's largest national solar project via a joint venture company, Seri Suria Power (B) Sdn Bhd, in partnership with Serikandi Oilfield Services Sdn Bhd and Khazanah Satu Sdn Bhd. Seri Suria Power will invest, build and operate a 30MW solar photovoltaic power plant (SPVPP) on a 33.29-hectare remediated landfill in Kampong Belimbing, Mukim Kota Batu. Upon completion by the end of 2026, the project is expected to be the largest SPVPP in Brunei, generating an annual output of 64,473,000 kWh, with a potential to offset about 645,000 MMBtu of natural gas and 92 million tonnes of carbon dioxide. The project was formalised on Saturday, following the signing of three pivotal agreements – a joint venture agreement among Khazanah Satu, Serikandi Oilfield Services and Atlantic Blue; a land lease agreement between Seri Suria Power and the Brunei government, represented by the Department of Energy, Prime Minister's Office; and a 25-year power purchase agreement between Seri Suria Power and the Brunei government, represented by the Department of Electrical Services, Prime Minister's Office. The project originated from a Request for Proposal (RFP) process launched in 2021, which attracted wide interest from local and international solar developers. As part of the RFP requirements, participating developers were mandated to form joint ventures with government-linked companies to ensure national participation and capacity building. This exercise creates confidence in Brunei's capability to achieve the national aspiration of 30% renewable energy mix. The initiative aligns with Brunei's commitment to reduce greenhouse gas emissions by 20% from Business-As-Usual levels by 2030 and supports the country's goal of diversifying fuel sources in the power sector while reducing reliance on fossil fuels. In addition to environmental benefits, the SPVPP will generate new opportunities for local businesses and contribute to local economic development through related activities. Serikandi Oilfield Services chairman and managing director Shaikh Khalid Shaikh Ahmad said, 'We applaud the Brunei government's forward-thinking measures and supportive regulatory framework, which ensure the effective execution of the national clean energy transition plan.
