The Hyderabad Metropolitan Development Authority (HMDA) has started the ground work for local area development and land pooling policy, by inviting proposals for carrying out the same through open tenders on Friday. A request for proposals (RFP) was notified by the urban development body, through which proposals were sought from experienced consultants for Land Pooling and Area Development (LADP). The RFP document has admitted to lacunae in implementation of master plans in the HMDA jurisdiction, particularly with respect to major, arterial and sub-arterial roads, many of which remain unexecuted, resulting in landlocked parcels that are inaccessible for development in a phased manner, the RFP document said. As a consequence, development in many parts of the Hyderabad Metropolitan Region (HMR) has been unstructured, unregulated, and often unauthorised, lacking access to roads, utilities, and essential public services. Due to this, HMDA is often compelled to 'retrofit' the infrastructure in response to unplanned growth, which is inefficient and costly, and also undermines the long-term vision of equitable and sustainable urbanisation. With regard to land pooling, the existing legal framework suffers from limited implementability, lacking the robustness required to support 'large-scale, integrated, participatory and inclusive' urban development initiatives, the RFP document said, listing the concerns HMDA seeks to address through LPAD, put forth as a 'transformative planning and implementation strategy'. It is modelled after successful town planning schemes in Gujarat and Bhubaneswar, and enables equitable reconstitution of land, bundling of trunk infrastructure, and structured release of developable plots, it said. 'This participatory approach ensures that both landowners and the public sector benefit from coordinated urban expansion. A critical objective is to democratise road access across the metropolitan region, ensuring that no parcel remains isolated or excluded from development opportunities. LPAD will also serve as a powerful tool for Master Plan implementation, especially along proposed growth corridors such as Regional Ring Road (RRR) and Radial roads, where Government of Telangana envisions the development of theme-based satellite townships and transit-oriented zones,' the document read. The consultant agency is expected to provide end-to-end support in the rollout of LPAD, including legal, regulatory & implementation framework to function within. The agency should identify at least 10 potential sites of around 5,000 acres each in consultation with HMDA based on the Master Plan, and prepare a concept report for each of these sites. Based on the concept reports, HMDA will shortlist two projects, and the agency should conduct pre-feasibility studies for both the projects. The agency will conduct a reconnaissance survey to assess conditions of the sites, evaluate the sites based on existing land use patterns and permissible activities, conduct proximity analysis to understand the potential for monetising surplus land assets, and estimate the cost of development of infrastructure. It will also undertake a land valuation analysis, and projected post-scheme development values, besides preparing a preliminary financial viability analysis covering projected returns, phasing and risk factors. A market survey to gauge investor sentiment and expectations, and formulation of strategies to attract private investment too are part of the agreement to be signed with the agency. Based on the analytics, HMDA will choose one site out of the two, where the consultant agency will have to conduct a pilot project.

The Commission for Air Quality Management (CAQM) in NCR and Adjoining Areas has issued a request for proposals (RFP) inviting scientists, researchers, academicians, non-government organisations, community-based organisations, consortia or individuals to submit innovative ideas and technological solutions for the prevention, control and abatement of air pollution in the National Capital Region (NCR). Proposals must be coordinated by an academic, research or scientific institution recognised by the Government of India, and are to be submitted by July 31, 2025. Eligibility for submission is confined to scientists or experts working through government-recognised institutions; non-governmental organisations, community-based organisations, consortia and individuals must submit their proposals via such institutions. Under Sections 12(2)(vi) and 12(6)(c)(iii) of the CAQM Act, the Commission is empowered and mandated to carry out research and development on air pollution. In line with this mandate, the RFP has outlined a series of thematic areas on which applicants should focus. These include both exhaust and non-exhaust vehicular emissions; industrial emissions such as those from thermal power plants; dust generated by construction, demolition, roads and open areas; agricultural stubble burning; municipal solid waste, open-burning and biomass-burning; household emissions; dispersed sources; and the identification and mitigation of pollution hotspots. The proposals must also encompass the development and assessment of the most effective policies, technologies, products, and processes for the abatement of air pollution across these sectors. The projects will receive financial support for a maximum duration of three years, under both recurring heads (for items such as personnel and consumables) and non-recurring heads (for capital equipment and infrastructure). Budget details and a clear three-year work plan should be included in each submission, the Commission stated. The submissions will be evaluated by the Project Evaluation and Appraisal Committee constituted by the Commission, with a focus on outputs and outcomes and criteria, including implementability, replicability, and scalability, it said.

To address these issues, GHMC has invited Requests for Proposal (RFP) from private agencies for the upkeep and sanitation of tourist spots in eight circles — five in Khairatabad zone, two in Charminar and one in Secunderabad — on an outsourcing basis. The Commission for Air Quality Management (CAQM) in NCR and adjoining areas issued a request for proposal (RFP), seeking innovations, ideas and technological solutions to tackle air pollution in Delhi-NCR. Targeting scientists, academicians and NGOs, the pollution body said it would fund feasible innovations and set a deadline of July 31 for submissions. 'The project proposal needs to be as comprehensive as possible, outlining allocation of work, research plan, milestones and deliverables,' the CAQM said in the RFP document on its website. The CAQM said the proposals must tackle nine sources of pollution, listing vehicular emissions (both exhaust and non-exhaust), industrial emissions (including thermal power plants), dust from construction and demolition (C&D) activities, dust from roads and open areas, burning of stubble, municipal solid waste and biomass (including open burning), emissions from households and dispersed sources, and sources at pollution hot spots. 'The R&D projects (approved) will be supported for a period of maximum up to three years. The financial support will be provided to meet the proposed recurring and non-recurring expenditure towards the project under the following heads and justification for the same,' the proposal said. It said scientists, researchers and academicians working on air pollution should submit plans through their respective academic, scientific and research institutions, which are recognised by the government. Under sections 12(2)(vi) and 12(6)(c)(iii) of the CAQM Act, the commission is empowered to carry out research and development works. CAQM was established in 2021 by the Centre, through an ordinance, to coordinate and oversee air pollution mitigation efforts in Delhi-NCR. 'Under this scheme CAQM is empowered to look at innovations and those approved will be provided with financial assistance,' a CAQM official said.

Solarvest clinches Brunei solar project in partnership with Serikandi and Khazanah Satu

PETALING JAYA: Regional clean energy infrastructure developer Solarvest Holdings Bhd, through wholly owned subsidiary Atlantic Blue Sdn Bhd, has secured Brunei's largest national solar project via a joint venture company, Seri Suria Power (B) Sdn Bhd, in partnership with Serikandi Oilfield Services Sdn Bhd and Khazanah Satu Sdn Bhd. Seri Suria Power will invest, build and operate a 30MW solar photovoltaic power plant (SPVPP) on a 33.29-hectare remediated landfill in Kampong Belimbing, Mukim Kota Batu. Upon completion by the end of 2026, the project is expected to be the largest SPVPP in Brunei, generating an annual output of 64,473,000 kWh, with a potential to offset about 645,000 MMBtu of natural gas and 92 million tonnes of carbon dioxide. The project was formalised on Saturday, following the signing of three pivotal agreements – a joint venture agreement among Khazanah Satu, Serikandi Oilfield Services and Atlantic Blue; a land lease agreement between Seri Suria Power and the Brunei government, represented by the Department of Energy, Prime Minister's Office; and a 25-year power purchase agreement between Seri Suria Power and the Brunei government, represented by the Department of Electrical Services, Prime Minister's Office. The project originated from a Request for Proposal (RFP) process launched in 2021, which attracted wide interest from local and international solar developers. As part of the RFP requirements, participating developers were mandated to form joint ventures with government-linked companies to ensure national participation and capacity building. This exercise creates confidence in Brunei's capability to achieve the national aspiration of 30% renewable energy mix. The initiative aligns with Brunei's commitment to reduce greenhouse gas emissions by 20% from Business-As-Usual levels by 2030 and supports the country's goal of diversifying fuel sources in the power sector while reducing reliance on fossil fuels. In addition to environmental benefits, the SPVPP will generate new opportunities for local businesses and contribute to local economic development through related activities. Serikandi Oilfield Services chairman and managing director Shaikh Khalid Shaikh Ahmad said, 'We applaud the Brunei government's forward-thinking measures and supportive regulatory framework, which ensure the effective execution of the national clean energy transition plan. Alongside various initiatives introduced over the years, this project reaffirms our commitment to a progressive path towards a dynamic and sustainable economy, aligned with prevailing global economic trends. 'With our extensive experience in providing engineering and construction services in the oil and gas industry, Serikandi is well positioned to seize emerging opportunities in Brunei Darussalam's growing new and renewable energy sector – opening up job opportunities for Bruneian citizens.' Solarvest executive director and group chief strategy officer Leon Liew Chee Ing shared, 'In 2024, Brunei's electricity consumption totalled 3,242 GWh, with 95% generated from fossil fuels, highlighting an urgent need for a clean energy transition.
