Landgraf's food truck freedom bill heads to Governor's desk

AUSTIN (KMID/KPEJ)- Legislation by State Representative Brooks Landgraf to eliminate bureaucratic hurdles for food truck owners across Texas has cleared both chambers of the Texas Legislature and is now headed to Governor Greg Abbott's desk to be signed into law.
House Bill 2844 creates a single, statewide health permit for food trucks issued by the Texas Department of State Health Services (DSHS). This new system replaces the confusing patchwork of local health permits and duplicative inspections that currently burden mobile food vendors operating in multiple jurisdictions.
'Food truck owners shouldn't have to jump through a different set of hoops every time they cross a city limit,' Landgraf said. 'This bill provides a consistent, statewide framework for health permitting—cutting red tape while keeping food safety standards strong.'
HB 2844 ensures that mobile food vendors are held to uniform, high health standards without being subjected to redundant local regulations. At the same time, the bill preserves local control by allowing cities to continue enforcing rules on where, when, and how food trucks operate—such as zoning restrictions, hours of operation, and proximity to events or schools.
'This is a big win for Texas small business owners, especially the hard-working entrepreneurs running food trucks in our communities,' Landgraf said. 'Instead of spending thousands of dollars on repetitive permits and unnecessary fees, food truck owners will be able to reinvest that money into growing their business—upgrading equipment, hiring more staff, and expanding their operations.'
Landgraf filed the Food Truck Freedom bill at the request of several food truck operators in Odessa and Monahans. State Senator Lois Kolkhorst (R-Brenham) sponsored the bill in the Senate.
The bill received overwhelming bipartisan support in both chambers and is set to take effect on July 1, 2026, following the creation of the statewide permit by the Texas Health and Human Services Commission.

‘No Kings Day' protest planned in Midland
MIDLAND, Texas (KMID-KPEJ)- This Saturday, June 13th, there will be a 'No Kings Day' protest happening in downtown Midland at Centennial Park, from five to six p.m. The protesters will be meeting by Colorado Street. Organizers said the protest is about peacefully standing against control through violence, fear, and cruelty. The organizers of the protest believe in the freedom of Palestine, the freedom of immigrants, the protection of LGBTQ plus trans lives, and the right to protest and speak freely. 'It is very important to us because we personally have families that are going through this same situation as far as what is going on with immigration right now. I also have friends that are a part of the LGBTQ + community.' 'We are tired of seeing Gaza people being murdered and we are tired of the daily oppression that is going on by the current administration.' 'We are also tired of our voices being pushed to the side and us not being heard. Every American citizen has the right to be able to be heard and to use their voice and the current administration is taking that right away. The protestors said it is very important to have the whole community involved and to come out because it will bring more awareness to the cause and to what is happening in the world and to different groups of people. 'Like he was saying, it affects everyone. No matter what side of the political spectrum you might be on. It really does affect everyone whether you agree to it or not. It does.' 'The main objective is to win over the masses and with the growing solidarity and consolidation of peoples. That is how we can over our daily needs.' While the Midland Police Department did not want to speak on camera, they did release a statement. The city officials said they are aware of the 'No Kings' movement and respect the right of individuals to express their views in a lawful and orderly manner. MPD has also prepared accordingly to ensure the safety of all participants, bystanders, and property. They said while peaceful protests are protected, any acts of vandalism, violence, or civil unrest will be addressed promptly and appropriately with the law. Organizers said they want everyone to come out and let their voices be heard. They said even if you do not know what is happening, to still come out and they will try their best to educate you. Basin Bites: Packing the punch with super lunch
MIDLAND, Texas (KMID/KPEJ) – In this week's Basin Bites, we visited Super Lonches, a food truck in Midland with some menu items that will make you want to come back for more and more. Super Lonches is a brand-new truck that just opened a few weeks after both owners, Diana Suarez and Jesus Melendez, were inspired by Suarez's father, who also owns a food truck in El Paso. Serving Mexican Comfort Food From Scratch 'It all started with my parents,' says Suarez. 'They own a food truck in El Paso as well, and then they started from scratch. It's been almost like 20 years, and then I started helping them a few years ago. Then my parents always approached me to open my own business over here with my husband, and then I think it has already come to life now.' At Super Lonches, the star of the show is the namesake 'super lonche,' a hefty sandwich stacked on soft bolillo bread and packed with your choice of meat options, including bistek, al pastor, ham, and more. From there, it only gets bolder: layers of avocado, hot dog slices, lettuce, tomato, and house-made condiments round out the savory tower. But the love doesn't stop at the lonches. The truck also serves hand-cut French fries, made fresh daily, and refreshing aguas frescas, like cantaloupe and lemonade, perfect for the West Texas heat. Chevron & Ariat Texas Rattlers hosted second annual charity rodeo
ODESSA, Texas (KMID/KPEJ)- For the second year in a row, Chevron and the Ariat Texas Rattlers teamed up to bring the basin an exciting matchup anchored by a landmark charity initiative. 'When Chevron and the Ariat Texas Rattlers joined together to bring the PBR Chevron Showdown to West Texas, we really wanted to make sure that we integrated charity as a part of the landmark event,' said Catie Matthews, Chevron's Public & Government Affairs Adviser. 'And so through that, the $800 for 8 Seconds program was born.' The way that the $800 for 8 Seconds program works is very simple. Every time a Rattler rider holds on for eight seconds, whether at the Chevron Showdown or throughout the entire Team Series season, an $800 donation will be given to a local community organization. The Ariat Texas Rattlers General Manager Chad Blankenship says the program helps provide his riders with some extra motivation. 'The $800 for 8 program has had a fantastic impact on our riders. You know, fundamentally, they're out there riding for themselves and to provide for their families. But when there's a program like $800 for 8 behind them, it really creates an even deeper and bigger purpose for them and their riding.' WATCH: More about the charitable impact What's the best part about being the General Manager for the Rattlers? Blankenship: 'One, it starts with the riders. To be in a role where I can support these young men to achieve their dreams, to even exceed their dreams, it's tremendously rewarding. The other piece that's been most rewarding really is just the fan engagement… A team format gives fans an opportunity to kind of come in and engage more deeply. There's hometown pride. The Texas Rattlers, of course, are based in Fort Worth, but we really ride for all of Texas, and we have thousands of fans in the Permian Basin. It's a huge privilege when the fans come and they show up and they fly the flag for the team and all the riders who are competing for them.' What's it like to have Dwight Yoakam perform? Matthews: 'Dwight Yoakum is quite the perfect fit for this event. He has that appeal of the Western culture and rodeo and just has that appeal to the people attending the event, but he also, in a way, has a special connection to Chevron. A lot of the folks here, our employees, have worked in our Bakersfield asset, and we all know Dwight is famous for the song 'Streets of Bakersfield,' so I'm sure a lot of our employees are going to enjoy hearing that.'
