Assessing the DA's push for policing devolution in South Africa
The DA said they want the government to devolve some police powers to the provinces and cities

The call to devolve some police powers to the provinces and metro councils, has been a drum beaten by the Democratic Alliance (DA) for some time. But will it make a difference or is just about the DA thinking that they can do it better than the ANC?
The DA runs the Western Cape province as well as the City of Cape Town and has within the Government of National Unity, the chairmanship of the police portfolio committee in parliament. The province and city is racked by gang violence, and there is frustration that the national police can't seem to get a handle on it.
Michael Jacobs of the Mitchell's Plain United Residents Association (MURA) said that every day in a suburb on the Cape Flats, a life is lost through gang and gun violence.
'These violent incidents sketch a picture of abnormality, fear, and the sheer brutality faced by ordinary residents on the streets.
"We need to acknowledge that all levels of government - national, provincial, and municipal - have failed our bullet-ridden and gang-infested communities on the Cape Flats, Atlantis, Paarl, and elsewhere where gangsterism thrives.
'No amount of political theatrics and political spin will take away the fear, blood on our streets, death and open coffins on the Cape Flats of Fear,' Jacobs said.
The Cty wants the ability investigate gang-related violence, firearm offences, extortion, and drug trafficking. It wants to have the power to collect its own crime intelligence; its own forensic laboratory testing centres to test firearms; participation in the Cooperation Agreement task team, between Province and police and endorse the establishment of a joint technical workstream comprising representatives from various stakeholders.
Mzwakhe Nqavashe, chairperson of the Safety and Security Portfolio Committee within the City Council said communities are plagued by crime at all levels and it is clear that more is needed – from the South African Police Service and the City. SAPS does not have the manpower, and the City's uniformed staff do not have the power to undertake investigations.
Professor Isaac Khambule from the University of Johannesburg, who lectures on political economy, said the DA 's idea smacks of neoliberalism.
'The fact is they say it should be the private sector that is running all of these particular functions, as we've seen in the case of Prasa, because they tried to bring in more private stakeholders. And we've seen the president giving in to some of these demands, such as bringing private players on by Transnet.
'So, at this particular moment, I think we just need to look at one avenue that says, 'yes, it is something that the DA has been pushing for', but since they were swallowed by the GNU, they did not necessarily have space to push for the kind of reforms that they wanted."
DA Safety and Security Mayco member JP Smith said the Council's portfolio committee on safety and security passed a motion on June 4 to initiate an intergovernmental dispute. He also touted the city's emergency call centre, handing over 16,000 incidents to SAPS in the past 100 days alone, amid 'ongoing collapse of the national 10111 system'.
'We're stepping in where others are failing, and doing more to keep our residents safe.'
Given the DA's majority in the city council, the motion calling for the devolution is likely to pass.
However, Khambule has added that the DA's chances of getting the devolution are slim, as it could set a dangerous precedent.
'If they do allow this particular devolution, then it is likely to be more push for the entire Western Cape to be independent.
'It is not just an issue of the ANC not allowing it, but it is also about all the political players within Parliament who are not going to allow this particular devolution to happen, because tomorrow then you are seeding power to certain sub-national structures that may not necessarily be competent in addressing these issues.'

From Midrand, the investigation led the team to Fourways. Upon arrival, they came under fire and returned shots in a deadly confrontation. One suspect was fatally wounded during the shootout. He was later identified as 40-year-old Mauro Mucambe Junior, a fugitive wanted by Mozambican authorities in connection with several kidnapping cases. A warrant for his arrest was issued by the Maputo Police in August 2024. Police recovered an unlicensed firearm, 10 rounds of ammunition, four mobile phones, and four bank cards from the scene. The SAPS confirmed that since January 2024, the Anti-Kidnapping Task Team has arrested over 170 suspects involved in ransom-related abductions, rescued more than 100 victims — mostly in Gauteng — and recovered more than R1.2 million in ransom money. Over 40 vehicles used in the commission of these crimes have also been confiscated. This latest case also ties into the recent breakthrough in the murder investigation of Olorato Mongale. The same task team helped track down a key suspect, Philangenkosi Makhanya. Another suspect, Bongani Mthimkhulu, is still at large. SAPS reaffirmed its commitment to dismantling kidnapping syndicates operating in Gauteng and beyond, urging the public to report suspicious activity. Standerton Regional Court sentences convicted serial rapist to another 25 years in jail A convicted serial rapist serving more than three life sentences and over 100 years has been sentenced to an additional 25 years in jail. The Standerton Regional Court sentenced Zakhele Isaac Mahlangu (44) for raping a 21-year-old woman on May 7, 2016. The victim was on her way to a hiking spot along the Secunda road (R546) near Charl Cilliers when Mahlangu offered her a lift in a white vehicle at about 14:00. 'The suspect claimed he was heading in the same direction,' said Mpumalanga police spokesperson, Lieutenant Colonel Jabu Ndubane. Along the way Mahlangu diverted onto a gravel road, claiming that he was going to pick up other people on a nearby farm. 'The rapist then tied her up using a seatbelt, forcibly removed her clothing and raped her multiple times without protection, despite her resistance and cries for help,' explained Ndubane. Mahlangu then removed the vehicle's number plates, threw the victim's belongings out of the car and abandoned her in an isolated area. The victim got another lift to Charl Cilliers where she reported the incident and was referred to the Standerton Police Station for further investigation. The police took her to hospital for medical examination. In a dramatic twist of events, the victim later saw the suspect, who was already in jail, being escorted by prison wardens at a hospital,' said Ndubane. 'She immediately alerted the police who acted swiftly to investigate,' added Ndubane. The court ordered that the sentence run concurrently with the other sentences that Mahlangu is already serving. He was declared unfit to possess a firearm. Mahlangu's trail of criminal records was laid bare before the court. He was sentenced to 60 days with an option of R600 fine for burglary in September 1998. Mahlangu was also sentenced to 10 years' imprisonment for a rape in October 2002. After being released from jail, Mahlangu was again sentenced to three months' imprisonment and given a R1 500 fine for assault in April 2013. In August 2021 the Secunda Sexual Offences Court found Mahlangu guilty of raping several women and stealing their belongings. His reign of terror included kidnapping which dated back to 2014. The modus operandi that Mahlangu used over the years was to offer lifts to women. He then raped them and stole from them. He has faced 14 counts that included kidnapping, rape and theft. The court imposed three life sentences and 108 years on Mahlangu at the time. The latest sentence coincides with the latest Mpumalanga crime statistics which placed GBVF as the most-prevalant crime in the province. Pretoria's Operation Shanela: 297 arrested in major crime crackdown
Multi-disciplinary efforts involving police, other government departments, and community policing forums led to the arrest of nearly 300 individuals as part of ongoing initiatives to combat crime in Pretoria this weekend. A coalition of various crime-fighting organisations resulted in the apprehension of 297 suspects for a range of offences, including murder, attempted murder, kidnapping, bribery, and rape, according to police spokesperson Captain Johan van Dyk. Captain van Dyk stated that Saturday's Operation Shanela specifically targeted the Hercules and Pretoria West policing precincts. 'A roadblock with two tactical teams was deployed across the Hercules and Pretoria West areas, resulting in the detention of 33 undocumented foreign nationals, who are currently being processed by immigration authorities,' he explained. During the operation, 544 individuals and 291 vehicles were searched, leading to 14 arrests for driving under the influence of alcohol. 'Targeted patrols were conducted at 41 identified crime hotspots, resulting in further arrests and the issuance of fines. This included one person arrested for public drinking, interfering with police duties, and resisting arrest, as well as one suspect found in possession of three zip-lock bags containing crystal meth,' van Dyk added. Traffic enforcement units issued 19 AARTO infringement notices, totalling R13,500 in fines. Liquor compliance inspections were carried out at 12 establishments, resulting in the closure of seven for non-compliance. A total of 272,310 ml of alcohol and 17 cartons of illegal cigarettes were confiscated. The breakdown of other arrests included: – Gender-based violence-related offences: 1 – Murder: 1 – Attempted murder: 1 – Armed robbery: 4 – Kidnapping: 6 – Bribery: 2 – Rape: 8 The operation involved collaboration among various authorities, including SAPS, the Department of Home Affairs, the Tshwane Metro Police Department, Gauteng Traffic Police, Gauteng Traffic Wardens, the Department of Correctional Services, the Department of Community Safety, and representatives from local Community Policing Forums. SAPS District Commissioner of Tshwane, Major-General Samuel Thine, expressed gratitude to all participating stakeholders for their ongoing cooperation and commitment to enhancing community safety. He emphasised that such disruptive crime-combatting operations will continue across Tshwane to maintain and restore law and order.
