The Department of Agriculture (DA) on Friday has released P10 million for pesticide procurement in support of pest containment efforts amid the red-striped soft scale insects (RSSI) infestation threatening sugar production on Negros Island.
'We have ongoing pesticide spraying operations. With the support of the SRA (Sugar Regulatory Administration) and our regional office here, I'm confident we can quickly contain the infestation,' Agriculture Secretary Francisco Tiu Laurel Jr. said.
The Agriculture chief said President Ferdinand Marcos Jr. has directed the DA to act swiftly to contain the infestation and prevent it from spreading across the island — the country's top sugar-producing region.
Tiu Laurel ordered the Bureau of Plant Industry to trace the origin of planting materials suspected of carrying the pest from Luzon.
'This situation underscores the importance of following quarantine protocols to prevent similar outbreaks,' the DA chief said.
Tiu Laurel and SRA Administrator Pablo Luis Azcona inspected sugarcane fields in Bacolod City on Thursday as part of intensified efforts to combat RSSI.
Azcona said SRA researchers have identified a parasite that can naturally control the RSSI population.
'But that solution will take time. For now, we must act immediately, so we are using chemical pesticides,' said the SRA chief.
Moving forward, Tiu Laurel said the DA is eyeing to boost sugar production in the country through expanded irrigation, soil improvement using agricultural lime, and finding sources of higher-yielding planting materials.
'Increasing sugar production will allow us to significantly reduce, if not eliminate, the need for sugar imports,' the Agriculture chief said.
According to SRA data, the Visayas region accounts for 71% of national sugar output, with Negros Island alone contributing 63% of that total.
Sugar plantations in Panay, Cebu, and Leyte make up the remainder. — BAP, GMA Integrated News

'But of course, our target remains the so-called 'big fish.' We will raid warehouses with the help of the PNP,' said Tiu Laurel. Meanwhile, the DA said they are also eyeing to train police officers to distinguish between locally produced and imported agricultural products, including pork, as part of efforts to strengthen the government's anti-smuggling campaign. President Ferdinand ''Bongbong'' Marcos Jr. on Wednesday expressed confidence anew that his administration could sustain the implementation of the P20 per kilo of rice. In an episode of the BBM Podcast, Marcos was asked how will the government sustain this program. He then emphasized that rice production has slowly been increasing. ''Since our production is already going up, bababa ang cost of production. Since bababa ang cost of production, di ang pagbenta, kung bibili ang NFA, ang pagbenta ng NFA, pababa nang pababa,'' Marcos said. (Since our production is already going up, the cost of production will decrease. Since the cost of the production will be lowered, then the selling of NFA will also be cheaper.) ''That's why I'm so confident masabi [na] sustainable,'' the President added. Marcos said the government would continue to provide machinery to farmers and improve the irrigation system. Marcos also assured the local farmers that even the price of rice would be cheaper, the buying price of palay will not be lowered. ''We have to support them so kahit ano pa ang mangyari sa presyo ng bigas na ipinagbibili sa mga palengke, hindi natin ibababa ang buying price ng NFA. Never bababa 'yan,'' he said. The Department of Agriculture (DA) initially implemented the sale of rice at P20 per kilo in the Visayas region. According to the DA, Marcos wants it to be implemented across the country in the long run. The second phase, which will commence in July, will be in the Mindanao region. The P20 per kilogram rice initiative under the Kadiwa ng Pangulo program only allows members of vulnerable sectors—including indigents, senior citizens, persons with disabilities, and solo parents to buy NFA rice at P20 per kilogram. Moreover, the government's P20 per kilogram subsidized rice can also be availed by minimum wage earners. Marcos said at present, the DA is in partnership with local government units in selling the P20 per kilo of rice. However, he is eyeing that this will be shouldered by the national government next year. ''Eventually, I'm looking at a proposal na next year, wala ng contribution ang LGU. The government's P20 per kilogram subsidized rice can now be availed by minimum wage earners as the Department of Agriculture (DA) and the Department of Labor and Employment (DOLE) on Friday launched the nationwide rollout of the initiative for the sector. Late in May, the DA and DOLE announced their partnership to include minimum wage earners in the ongoing pilot run of the cheaper rice program. The DOLE said nearly 120,000 minimum wage earners from more than 500 establishments nationwide will initially benefit from the DA-DOLE partnership, 'with numbers expected to grow as more companies join the program.' 'This isn't just about rice—it is about dignity. It is about proving that government can deliver for the Filipinos who need it most,' said Agriculture Secretary Francisco Tiu Laurel Jr. 'We are fulfilling President Marcos' promise of affordable food—subsidized for now, but ideally self-sustaining in the future through agricultural modernization,' added Tiu Laurel. Labor Secretary Bienvenido Laguesma, for his part, said that expanding the program to include minimum wage earners will significantly advance the administration's goal of supporting the country's most vulnerable sectors. 'Yun naman ang gusto ng ating Pangulong Bongbong Marcos Jr., na ang lahat ay makinabang… Napakalaking bagay kung ang isang minimum wage earner ay makakabili rin ng bigas na P20 per kilo. Kung sampung kilo ang pwedeng bilhin... Mayroon siyang P100 o P200 na pwede niya namang mai-ukol sa iba pang mga bilihin, at siguro gaganda ang purchasing power po ng ating minimum wage earner,' said Laguesma. Currently in its pilot phase running through December, the initiative aims to reach up to 14 million Filipinos, particularly vulnerable sectors such as solo parents, senior citizens, persons with disabilities, and indigents.
