The popular Australian seaside town plagued by deadly shark attacks

Esperance is regularly touted for possessing some of the world's best beaches, but now this popular Australian tourist town is facing a crisis after becoming plagued by shark attacks.
Swimmers and surfers have long flocked this dreamy spot on the isolated south coast of Western Australia, about 400 miles from state capital Perth.
But many locals and tourists have become wary of entering Esperance's crystalline seas due to a tragic spate of shark attacks. Esperance had gone more than 100 years without such a death before four people were killed by sharks in just the last eight years.
This harrowing sequence of events has not only devastated the town's tiny community of about 10,000 people. It has also affected its reputation as a tourist destination, and sparked debate about just how aggressively authorities should implement anti-shark measures.
Most recently, in March, a 37-year-old tourist from Melbourne, Steven Jeffrey Payne, was surfing at Wharton Beach near Esperance when he died from a shark bite. Another surfer, 52-year-old Esperance man Andrew Sharpe, passed away in similar circumstances in October 2020 at Esperance's Kelp Beds.
Earlier that year, 57-year-old local Gary Johnson was killed by a shark while scuba diving at Cull Island near Esperance. And in April 2017, a 17-year-old tourist from Mandurah was fatally wounded by a shark while surfing at Kelp Beds.
It means Esperance has had four of the last seven deadly shark attacks in Western Australia. Such a concentration of deaths is unprecedented in this colossal state, which has more than 8,000 miles of coastline. As a result, these shark attacks have received heavy news coverage.
Ron Chambers, Esperance Shire President, said many locals and visitors were now cautious about entering the sea. 'Every life lost, be it a visitor or local, is deeply felt across the region,' Mr Chambers said. 'Locals and visitors are more alert, but not avoiding the water altogether. Some change where and when they enter the water, [but] the recent shark incidents have not stopped people coming to Esperance, our tourist numbers are still high.'
Should visitors to Western Australia be concerned? The state's Tourism Minister Reece Whitby said it has one of Australia's most comprehensive programmes aimed at protecting the public from sharks. It uses shark tagging, shark lookout towers, helicopter shark patrols, beachside warning systems, and shark sighting apps.
It also operates 'swimming enclosures' at seven of its most popular beaches, including Town Beach in Esperance, where a 300m net helps to block sharks.
The Western Australian government has also committed AUD $45,000 to upgrade seaside shark warning towers at Esperance's Twilight Beach, West Beach, and Kelp Beds. Government employees also visit locations inundated with sharks, such as floating whale carcasses.
There they attach digital tags to the most dangerous shark species: great white, tiger, and bull. Certain beaches across Western Australia have digital receivers which can detect these tagged sharks.
A detection prompts the nearby shark warning tower to activate flashing lights and warning sirens for at least one hour. Further shark detection comes via WA's Shark Smart phone app, which members of the public can use to log a shark sighting. Swimmers and surfers can check this app for real time reports of shark sightings.
All four of Esperance's recent attacks involved great white sharks, a giant species up to 6m long. A 2018 study by Australia's top scientific body, the CSIRO, found there were more than 1,000 great whites in Western Australian waters.
Esperance's natural environment and tourist activity have combined to cause its spate of shark attacks, said Dr Gavin Naylor, director of the Florida Program for Shark Research.
'Esperance is a pristine part of the coastline with a rich marine life, including a healthy population of Australian sea lions, a favourite food of white sharks,' Dr Naylor said.
'The increased density of white sharks in the area has resulted in an increase in bites on surfers. The surfers are likely mistaken for seals flopping around at the surface.'
Should I be worried about sharks in Australia?
Deadly shark attacks may make the news, but they're far less common than fatal car crashes, for example, says Dr Vincent Raoult, a marine ecologist from Australia's Griffith University. Over the past decade, Australia's had an average of 2.7 fatal shark attacks per year. Its annual road deaths are more than 40 times higher than that.
Tourists to Australia can reduce their chances of encountering a shark by following simple advice. Avoid entering the sea at dawn or dusk, when sharks are more active. Choose beaches that have shark nets, shark lookout towers, or lifeguard patrols. Stay close to the shore, and avoid beaches with heavy fishing activity, which can attract sharks.
Australian marine biologist Madeline Riley also recommends shark deterrent devices, which attach to a swimmers' limb and emit electrical pulses that can repel sharks. 'Some can reduce the risk of bites by around 60 per cent,' she said.

A suppression order is in place preventing the publication of any information that could identify the woman, the victim, or details surrounding the man's death. That order is due for review by the court next week.

As his party room imploded last year, plagued by infighting and a looming defamation trial, John Pesutto placed a blank sheet of butcher's paper in front of his colleagues. In the dying days of his tenure as opposition leader, Pesutto asked MPs what should have been simple questions to answer: What are our values? What do we stand for? His attempt to unify a deeply divided party failed spectacularly. Almost a year later, there is no consensus answer to those questions. Factional grievances have intensified, with MPs now warning of 'all-out war' and outlining 'completely brutal' schemes to gain control of the party. A bitter rift between Pesutto and fellow Liberal Moira Deeming, who successfully sued him for defamation after he falsely implied she sympathised with neo-Nazis, has left the party room, its organisational wing and dwindling membership divided. Many senior Liberals are despondent. There have been, according to some, more than two years of 'shit fights', 'constant stupidity and self-harm' that have allowed 'an inept Labor government' to evade scrutiny, despite the best efforts of a few opposition MPs. Some hope the party's decision to loan Pesutto $1.5m so he can pay Deeming's legal fees, avoiding bankruptcy, may lead to a truce. But others suggest animosity runs deep and the party will struggle to heal while both remain in the party room. On Thursday night, members of the party's administrative committee handed over their phones to an official before voting in a secret ballot. Pesutto, who had only a matter of days to raise $2.3m, outlined a last-minute loan deal using his superannuation as security, repayable with a commercial interest rate. This was, for some on the committee, the first time they had been briefed on the proposal despite reading about it in the media for several weeks. When Deeming's lawyers filed a bankruptcy notice against Pesutto, the Victorian Liberal party president, Philip Davis, began to canvass the views of his colleagues. Those strongly opposed were kept in the dark until the secret ballot. 'My position is well known,' said one admin member contacted by Davis. 'No, no, no, no, how many times can I say no.' Sign up for Guardian Australia's breaking news email Several members of the committee were furious at the prospect of party money being spent on an internal dispute, rather than on campaigning to beat Labor. The proposal, first reported by Guardian Australia, was pushed by Pesutto's supporters as a way to avoid an expensive byelection in his seat of Hawthorn and to ensure, in their view, that moderate MPs were not pushed out of the party. Even before the meeting was called, Pesutto's supporters put pressure on the party leader, Brad Battin, to endorse the loan and give it momentum. 'We're already in a shit fight, but if Brad doesn't support a loan, it will lead to all-out war,' threatened one Liberal MP who declined to be named so they could speak freely. Another MP said Battin 'should not be the one to stand in the way of a deal that has support' from the party room and a majority of the committee. This did not go down well with some on the committee. 'All this media stuff is emotional blackmail,' said one committee member who declined to be named given the tense nature of discussions. When the deal was ultimately approved, Davis emailed party members to claim it would 'settle the matter once and for all' and allow the party to move on without further distraction. Battin, who endorsed the motion, said it would 'avoid further financial and reputational damage' and also declared the matter resolved, with the party now 'united, disciplined and determined' to focus on the future. Not everyone agrees. Before the meeting, Deeming said she was dismayed a loan deal was even being considered. She said it ran 'against the grain of everything we believe as Liberals' and claimed it would be a 'direct rebuke' of the federal court judgment. 'I assume that they will continue with their quest to try to annihilate me,' Deeming said in reference to some of her party room colleagues. Pesutto's supporters remain bitter the party only intervened at the final hour after relentless pressure to do, in their view, the right thing. Others won't forget that Deeming's legal team threatened to chase money from Pesutto's supporters should he not be able to pay. Correspondence named former Liberal premiers Jeff Kennett, Denis Napthine and Ted Baillieu, and Victorian MPs David Southwick and Georgie Crozier as people who may be held liable. 'How can those two MPs sit in the party room with someone who was willing to do that and trust her?' said one Liberal source. 'They will always be looking over their shoulder.' Deeming did not respond to that comment, but a source close to her denied any allegation that she was untrustworthy, dishonest or a bully. Her financial backer, the New South Wales property developer Hilton Grugeon, who is owed $2.3m, said he was not bothered by the damage this would have unleashed on the party. 'I supported [the Liberals] when they were unsupportable,' Grugeon said. 'But I cannot care what happens to a party that wants to look the other way while their leader beats up on a woman who did nothing wrong.' In late May, Deeming told the podcast Club Grubbery praised the rightwing South Australian senator Alex Antic's ability to control his state branch and said 'nobody can get rid of him'. 'We need to take back ownership of the party of the centre right,' Deeming said, before speaking to its rank-and-file. 'This is your party. You own it, it's yours. Do not cede this ground.' 'We've really got to get really mercenary about it,' said Deeming, who raised the prospect of working with Antic and Liberal senator Jacinta Nampijinpa Price to recruit more like-minded members. 'We've got to get completely brutal.' But many moderates, including former federal vice-president Tom Harley, warn any push to become more conservative would make the party electorally irrelevant. Harley is scathing of the party's internal divisions, describing them as being in a state of 'constant stupidity and self-harm'. 'The Liberal party in Victoria is stuck talking to a small section of itself in the corner,' Harley said. 'We must focus on the issues that matter to people, not who goes to which lavatory.' Others, including the federal Liberal MP Jason Wood, believe factionalism is tearing the state party apart, rather than being a disagreement about values. 'Hopefully all this sorts itself and everyone takes a chill pill but, sadly, people are putting their factions first,' Wood said. Many Victorian Liberals deny they have factions equivalent to the rigid blocs that divide power in the Labor party. But they don't dispute that their party is bitterly divided. On Friday morning, Pesutto said he was 'grateful and humbled' by the party's decision to save him from bankruptcy and his colleagues would 'focus all our energy on winning the next state election'. But some didn't get the memo. Within hours of the deal being approved, one unnamed conservative MP told the Herald Sun that Battin's leadership was in question and 'the conservative block will want a 'please explain''. One senior Liberal operative not authorised to speak publicly believes the party's leadership team allowed the saga to remain unresolved for too long. They argue the damage will now be difficult to contain, despite a resolution being reached. 'If there had been good leadership of the party, the John and Moira saga might have been dealt with very differently and much quicker,' the source said. 'But no one stood up. They all thought, 'oh this will be fine, it will be buried'. But it wasn't buried. And that's how we've got to this stage.' On Thursday night, just hours after the loan was secured, some members of Deeming's branch urged each other to draw a line under the scandal and focus attention on Labor. 'Let's move on now,' said one member in a WhatsApp message leaked to Guardian Australia. 'We have got an election to win.' One of Deeming's closest allies, her husband, Andrew, replied saying, 'sadly it's not that easy to just move on'. 'Personally, my kids have nightmares because of this. Moira still gets abusive messages because of this. Politically, the party just reinforced all its negative stereotypes that they are anti-woman, that they are an old boys club,' Andrew Deeming said. 'How can we convince the public that the Liberal party cares about them when the Liberal party has given effective support to an MP who defamed his own colleague?' The text messages show Moira Deeming is bitterly disappointed by the organisational wing's conduct. 'They literally sent a bulk email to brag about earning interest off ruining my life and destroying my family,' she wrote. 'Disgusting.' Deeming confirmed she sent the message and told Guardian Australia it explained her motivation for uploading an image on social media that said: 'They financially profited off her trauma. They told the world they did her a favour. This is what institutional abuse looks like.' 'Clearly, it is undeniable that there are deep wounds,' Deeming said. 'There have been wrongs done. The things I needed were full exoneration and my loan repaid. I now have those two things.' Pesutto may have been saved from bankruptcy, but the Victorian Liberals' internal battles are far from over.

Michael Caton enjoys living a short walk from Sydney's Bondi beach, but when the actor needs to venture into the heart of the city for an appointment, he knows to never schedule anything before late morning, well after peak hour. 'You wouldn't dream of taking the bus in the morning,' the 82-year-old says on speaker phone while taking his Toyota RAV4 for a drive. 'They're all full. They just don't really do the job.' When it comes to telling Australians about dreams, Caton has form, of course. His character Darryl Kerrigan in the classic film The Castle coined the catchphrase 'tell him he's dreamin''. Caton also fronted a 1998 campaign by Bondi locals opposed to a controversial plan to extend Sydney's Eastern Suburbs railway line from Bondi Junction to the beach. 'It will be the end of the line for Bondi,' Caton proclaimed at protests against the privately led train extension, the ABC reported at the time. Crowds chanted back at Caton in response: 'Tell 'em they're dreamin'.' Sydney's expansive rail network is Australia's busiest, but it's almost impossible to catch a train to a beach to catch some waves. That's despite a long history of proposals to extend lines to the city's world-famous beaches. Unlike Rio de Janeiro's Copacabana beach, New York's Coney Island and even Melbourne's Brighton beach, residents and tourists can't catch a train to Sydney's globally recognised Bondi or Manly – or indeed any ocean beach in the eastern suburbs or north of the city. (Cronulla beach, 20km south of the city centre, can be reached by train, but the trip takes an hour.) Instead, beachgoers are forced into often-crowded buses or cars, the latter being expensive and difficult to park on busy days. Roads in summer can be heavily congested. Why Sydney's beaches remain inaccessible is explained by how the city expanded, as well as a mid-20th-century decision described as 'organised vandalism' and persistent efforts by beachside locals to limit public transport and a perceived influx of 'outsiders'. It might be hard to imagine today, but rail was once the main mode of transport to the city's beaches. Railways were first built in New South Wales primarily to send agricultural products from rural areas into Sydney, says Dr Geoffrey Clifton, a senior lecturer in transport and logistics management at the University of Sydney. Sign up for Guardian Australia's breaking news email Heavy rail lines were gradually extended and, as Sydney expanded, so did the train network. By the late 1800s, light rail – or trams – emerged as an alternative. 'Trams made more sense in the east of Sydney, where distances were shorter and the land was already developed,' Clifton says. But rural politicians and leaders with interests – commonly land speculation – in the comparatively underdeveloped western suburbs continued to support heavy rail. 'It was a competition between those who saw trams as the future and those who believed in trains.' Tram lines sprang up across Sydney's north shore and eastern suburbs, including to the beaches. Sydney developed one of the largest tram networks in the world and services were fast – in many cases speedier than the few modern lines resurrected 100 years later. The expression 'shoot through like a Bondi tram' was born. But Sydney, like much of the world, was then changed by the car. 'Firstly, after world war one, returning soldiers who'd driven trucks in the war bought themselves bus licences, and that drove suburban development away from trams and started the sprawl of Sydney,' Clifton says. 'After world war two, everyone was buying cars, patronage started to drop off, and by that stage the tram network needed serious investment and renewal.' Instead, leaders chose to tear up Sydney's tram network and replaced it with buses, most of which still run today. The decision was popular at a time when buses were cheaper to run and could cope with demand, but it is now seen as foolish by many transport experts. Mathew Hounsell, a researcher at the University of Technology Sydney, describes the destruction as 'the largest organised vandalism in our nation's history'. In the decades since the last service on Sydney's original tram network concluded in 1961, there have been campaigns for new train lines and extensions to beachside suburbs. A 1970s study proposed building a heavy rail line from North Sydney station to the farthest of the northern beaches. Half a kilometre of tunnel was constructed towards Mosman, but the plan never progressed, mostly because of local opposition and challenges in acquiring land and traversing difficult terrain. There were plans to extend rail through Sydney's eastern suburbs – including further than the limited Bondi beach proposal that Caton objected to in the late 1990s. The Eastern Suburbs line to Bondi Junction in the 1970s was a rare example of a rail line built to an already densified part of Sydney in the post-tram era. During construction, about 100 metres of tunnel was built beyond Bondi Junction towards the beach. But it has since been repurposed to turn trains around. There were also proposals for extensions to Maroubra and Malabar that failed to materialise. The resistance to adding rail infrastructure to already settled suburbs was evident in Woollahra, where a partially constructed station on the Eastern Suburbs line was never completed. Partially built platforms remain visible but unused due to resident objections in the 1970s. Recent calls to finish building Woollahra station go to the heart of the nimby v yimby ('yes in my back yard') tension. Generally, increased housing density has been the basis for new train lines being laid in Australia 'A lot of the problem with why these proposals go nowhere is because these suburbs are already well developed, there's already higher density and apartments,' Clifton says. 'So there's less incentive for governments to spend the money without the potential to get an uplift in housing, a return on investment.' The transport academic says this philosophy dictated development in Sydney well before the current Minns government's transport-oriented development program. 'The problem for beach suburbs is that they already had the rail investment when they were growing, and while they've only become denser since, the tram lines have been torn up,' Clifton says. Despite the lack of a train station at Bondi beach, people still flock there. Traffic and parking woes have intensified in the decades since locals successfully defeated the rail proposal. Buses that have filled the void are among Sydney's busiest. Annual ridership on the 333 'from the city to the sea' bus route, which runs as often as every three minutes, has exceeded 8 million in recent years, significantly more than some of Sydney's heavy rail lines such as the T5. Caton is frustrated when catching a crowded bus that has to contend with traffic snaking up the hills of Bondi towards the city – but he doesn't regret campaigning against the train line. 'The train did absolutely nothing for the locals, sure, it was good for getting more people to Bondi, but it didn't do anything for us,' Caton says. His opposition was based on the proposal's lack of additional stations to serve residents along Bondi Road or the north of the suburb. Having just one station at the beach would have led to chaos, he insists. Caton says his anti-trains stance was not nimbyism but admits that in the years since he has rallied with fellow residents against several other proposals regarding local traffic and moves to reduce street parking. 'We are fighting all of these changes, but it's because they're stupid decisions; they don't consult the people who live here.' He says a train to the beach would make more sense elsewhere, such as at Maroubra. For now, Sydney must make do with low-capacity buses. An articulated bus such as those that run to Bondi can hold about 110 passengers compared with an average Sydney train service that moves 1,200 people. Buses also have a bumpier ride, are susceptible to traffic jams and aren't always accessible for older passengers, people with young children and those with disabilities. The lack of trains makes getting to beaches in Sydney harder but the nimby campaigns haven't made the city's sand exclusive. 'There are no gatekeepers,' says Louis Nowra, the author of a biography of Sydney. He notes that the bus between Bondi Junction and the beach only adds 10 minutes to the journey for people travelling from western Sydney, for example. 'If you live in Bondi, you have to put up with crowds and cars. I don't see a train system alleviating that,' Nowra says. Many people prefer less busy parts of Sydney, argues Nowra, who was turned off Bondi after attending a recent literary festival. 'I found the crowds claustrophobic, so I think Bondi has reached saturation point without more fucking visitors.' Asked if it's more difficult to live in Bondi in 2025 compared with 1998, when the rail extension was proposed, Caton is frank. 'Oh God yes, but a train would have turned Bondi into Surfers Paradise.' Given the transport-oriented development focus of the current NSW government, hopes for new rail infrastructure to the beaches are subdued. Clifton says extending existing light rail from Randwick to Coogee beach and from Kingsford to Maroubra beach are the most plausible options. But it would need significant support and campaigning from the local council and community, with Clifton pointing to the City of Sydney mayor Clover Moore's continued lobbying for the George Street light rail. 'If local communities want that, they should be developing plans and … advocating to government for those extensions,' Clayton says. The Randwick council mayor, Dylan Parker, says he would welcome government investing in such extensions. However, the council has not been actively lobbying for them. Guardian Australia understands the incline on Coogee Bay Road has been identified as a barrier to extending the light rail to Coogee beach. While trams historically travelled that route, the gradient could be problematic for the larger rolling stock in use today. Outside of extending light rail, future projects in Sydney are for driverless Metro trains, with the era of extending Sydney's heavy rail network, which has been hamstrung by maintenance problems and union disagreements, considered over. The NSW government is considering potential eastern extensions of the Sydney Metro West line set to open next decade. Proposals include running trains from the CBD to Green Square, the University of New South Wales and on to Maroubra and Malabar – which Randwick council supports.
