Ludhiana West bypoll: Polling officers to upload live voter turnout on ECINET App

For ensuring that the polling personnel are thoroughly familiar with election rules and procedures, hands on training of electronic voting machines (EVMs), voter verifiable paper audit trail (VVPAT) machines and training session on IT application-ECINET was held for presiding officers (PRO), assistant presiding officers (APRO) and polling officers (PO) in Khalsa College for Women, Civil Lines on Wednesday.
General observer for Ludhiana West byelection Rajeev Kumar; secretary, Election Commission of India (ECI) Ashwani Kumar Mohal; IT expert from ECI Saurabh Rai; EVM nodal officer, Bihar Dheeraj Kumar; joint chief electoral officer Sakatar Singh Bal, deputy commissioner (DC)-cum-district election officer (DEO), Himanshu Jain, ADC-cum-RO Rupinder Pal Singh, SDM Jasleen Bhullar among others were present and supervised the training sessions.
While the hands-on training of EVMs and VVPAT machines was held for PROs, the training session for ECINET application was also held for PROs, APROs and POs. The officials stated that the EVMs and VVPAT machines used during the training session are strictly for training purposes only. Master trainers were also deployed during the training sessions to educate the PROs about the working of EVMs and VVPAT machines. The officials stated that batches of polling personnel have been formed and the training exercise will continue for two days.
IT expert from ECI, Saurabh Rai also shared a presentation regarding the functioning of ECINET application and how the real time information has to be shared through the application. The ECINET App allows PROs to submit real time voter turnout figures on the internet.
Meanwhile, general observer Rajeev Kumar directed the polling personnel to perform their duty in an efficient and transparent manner. He further stated that apart from district administration officials, the polling personnel can also contact him, at 91-62831-78975, if they face any kind of problem.

Vijayawada: Elections are paramount in establishing governments elected by the people in a democratic system, and media plays a crucial role in increasing voter turnout during these elections, said P Pawan, deputy director (media division) of the Election Commission of India (ECI). He urged regional media representatives to collaborate with the ECI to expand its communication reach and impact at the regional level, thereby empowering voters. A face-to-face programme was held on Friday at the Secretariat involving representatives from print, electronic, and social media. Pawan was the chief guest and engaged in an interactive session with media personnel. During the discussion, Pawan elaborated on 23 new initiatives undertaken by the ECI to strengthen the electoral process in a democratic system. He also detailed the facilities provided to voters, political parties, and election staff, along with procedural reforms, legal measures, and ECI's new innovations and resources. Referring to the key reforms and initiatives, Pawan said that a Special Summary Revision (SSR) programme is being conducted before the by-elections after nearly 20 years. Voter information slips will be more useful, clearly showing the voter's serial and part numbers. Data from the RGI (Registrar General of India) database regarding death registrations will be collected and, after verification, changes will be made to the voter list. A maximum of 1,200 voters are allowed per polling station. Mobile deposit facilities for voters and additional polling booths in apartments/colonies are also being arranged. The campaign distance limit from the polling station entrance has been reduced to 100 metres. A total of 4,719 meetings were held nationwide with all parties at the CEO/DEO/ERO levels, with over 28,000 political party representatives participating. The digitisation of Voter Trend Reports (VTR), index cards, and statistical reports is being expedited for faster dissemination. A new comprehensive dashboard, ECINET, has been launched, replacing over 40 apps/websites with a single application to provide all services in one place simultaneously. The implementation of a unique EPIC number system has resolved the issue of duplicate EPIC numbers. A national conference of lawyers and CEOs is being organised to strengthen the ECI's legal framework and review laws. A total of 28 stakeholder categories (voters, officials, parties, candidates and others) have been identified for training programmes based on the Representation of the People Acts (1950, 1951), Registration of Electors Rules (1960), Conduct of Elections Rules (1961), and ECI guidelines. Pawan also mentioned that information related to the Election Commission of India and the electoral process is made available to citizens through various websites and social media platforms.

Pavan said the ECI took 23 initiatives aimed at strengthening the electoral system, with a focus on improving facilities to voters, political parties, and election staff, between February 19 and June 10, 2025. They also included some procedural reforms, legal measures and innovations, he said, while stressing the significant role played by the media in increasing voter turnout in elections. Interacting with media persons at the Secretariat on Friday (June 20, 2025), Mr. Pavan said voter information slips were being made more useful now by prominently displaying voter serial numbers and part numbers, and data related to deaths was being collected from the Registrar General of India database, and necessary changes were being done in the electoral rolls after due verification. The ECI mandated that each polling station should have a maximum of 1,200 voters, and facilities like additional polling booths in apartments/colonies were being provided. Regarding political parties, Mr. Pavan said the campaign boundary had been reduced to 100 metres from the entrances of polling stations, and noted that 4,719 meetings were held across the country at the CEO/DEO/ERO levels with various political parties involving over 28,000 party representatives. Training programmes for booth-level agents were being conducted at the India International Institute of Democracy and Election Management (IIIDEM). The procedural reforms included digitisation of Voter Trend Reports, index cards and statistical reports to ensure faster dissemination of election data. Election Commission allows post-result mock polls to check EVM integrity

Representative Image NEW DELHI: Election Commission has revised its standard operating procedures (SOPs) for post-result checking of burnt memory or microcontroller of EVM (EVM C&V), allowing the candidates who finished second or third, to also opt for a mock poll on the selected EVM units, in addition to the simple diagnostic check already offered. As per the earlier SOPs issued on June 1, 2024, EVMs could be subjected to C&V as a set, that is, a combination of ballot unit, control unit and VVPAT, as used in an actual election. A diagnostic check would be performed under the supervision of the district in-charge engineer of the manufacturer, Bharat Electronics Ltd (BEL) or Electronics Corporation of India Ltd (ECIL) and the district election officer. There was no provision for a mock poll. The new administrative SOPs, issued on June 17, 2025, have also split the charges to be paid by the candidates applying for EVM checks, into two slabs. While plain EVM C&V charge is now fixed at Rs 23,600, inclusive of 18% GST, C&V check with mock poll will cost the applicant candidates Rs 47,200 (GST included). These charges shall be payable to the EVM manufacturer. The new SOPs have also cut the period for the chief electoral officer to send the consolidated list of EVM C&V applications received, to the EVM manufacturers, to 15 days from the date of declaration of result, against 30 days earlier. Meanwhile, in another important decision, EC, concerned at the possible misuse of still and video records maintained by it for each stage of the election process, has fixed the period of retention of such records to 45 days, provided no election petition is filed. Time limits ranging from six months to a year were previously laid down for retention of photos and videography from different stages of elections - pre-nomination, nomination, EVM preparation, polling, counting and declaration of result - even though not mandatory under the law. "The instructions to destroy records after 45 days is prospective," an EC official told TOI, hinting that they may kick in only with the upcoming Bihar assembly poll. "The retention period is in sync with the 45-day time-bar for filing election petitions. When an election petition is filed, the relevant records will not be destroyed till after the petition is disposed of finally," added the officer. EC, in a letter sent to the all state CEOs on May 30, had justified the modified instructions by citing the "recent misuse of this content by non-contestants for spreading misinformation and malicious narratives on social media by selective and out-of-context use of such content, which will not lead to any legal outcome".
