International Big Cat Alliance holds its first assembly in Delhi

New Delhi: The International Big Cat Alliance (IBCA) held its first assembly at its Delhi headquarters on Monday.
The assembly approved the Headquarters Agreement signed with India, work plan, rules of procedure and the manual of staff and financial regulations.
These will serve as the guiding foundation for the effective governance, operations, and collaborative initiatives of IBCA.
The assembly also endorsed the proceedings of the first International Steering Committee meeting of IBCA, which was held in April 2024, according to a statement by India's environment ministry.
Further, the assembly unanimously endorsed Bhupender Yadav, India's environment minister as the president of IBCA. The assembly also endorsed SP Yadav as the director general of IBCA.
Created by the Government of India, the IBCA is a coalition of 95 range countries with a mandate for the conservation of seven big cats namely Tiger, Lion, Leopard, Snow Leopard, Cheetah, Jaguar and Puma.
The assembly, which is the apex body of IBCA, was attended in Delhi by ministerial delegations from Bhutan, Cambodia, Eswatini, Guinea, India, Liberia, Suriname, Somalia and Kazakhstan.
In his address, Yadav called upon the Big Cat range countries to actively engage and collaborate in the initiatives and programmes of IBCA. He emphasised the importance of collective action to advance the conservation and protection of the seven major big cat species and their natural habitats and assist in securing our ecological future and mitigate adverse effects of climate change.
The IBCA was established by the Government of India, through its nodal organisation viz. National Tiger Conservation Authority, Ministry of Environment, Forest and Climate Change in 2024. The primary objective of IBCA is to facilitate collaboration and synergy among range countries and other stakeholders.

An Indian national who was evacuated from Iran, Zaffar Abbas Naqvi, recounted how he and his family stayed indoors initially after hearing about the attack on Iran. They later moved to Mashhad, which also came under attack, prompting them to contact the Indian government. Naqvi praised the swift action taken by the government and thanked Prime Minister Modi and UP CM Yogi Adityanath for their support. "Everything was going fine, but one day we heard that Iran had been attacked. We stayed indoors for some time. We then moved to Mashhad. Soon Mashhad came under attack. We then contacted the Indian government. The action was so swift that we cannot express our gratitude in words. I want to thank Modi ji and Yogi ji who made all the arrangements for us...," said Naqvi. Kulsum, an Indian national evacuated from Iran, expressed relief at being back home safely, saying the situation in Iran was worrisome and the government's help was invaluable Speaking to ANI, Kulsum said, "The situation in Iran is not good. We were very worried. The government helped us a lot and brought us back home safely." Another Indian national who was evacuated from Mashhad, Mohammad Ali Qazim expressed gratitude towards the Indian government for their help in crossing the border and returning home safely. He mentioned that the situation in Iran, especially in Tehran, was not good. "I am coming from Mashhad. It feels very good to return home... We had gone on a religious journey. The situation there is not good, especially in Tehran... Indian government helped us a lot in crossing the border and bringing us to India. The UP government is also helping us a lot by taking us back home..." he said. The operation continues to bring relief to families across India, with coordinated efforts from both the Central and State governments ensuring the safe return of citizens amid the ongoing tensions in the region. Earlier, chants of 'Bharat Mata Ki Jai' and 'Hindustan Zindabad' echoed through Delhi Airport late Friday night as a special flight carrying 290 Indian nationals evacuated from Iran under Operation Sindhu touched down. Emotional returnees, including students and religious pilgrims, expressed heartfelt gratitude to the Indian government for ensuring their safe return amid the escalating Israel-Iran conflict. The special flight landed at Delhi's Indira Gandhi International Airport at 11:30 PM IST on Friday night and was received by Secretary (CPV & OIA) Arun Kumar Chatterjee. Randhir Jaiswal, a spokesperson with the Ministry of External Affairs (MEA), said in a post on X, "Operation Sindhu flight brings citizens home. Evacuated 290 Indian nationals from Iran, including students and religious pilgrims, by a charter flight. The flight arrived in New Delhi at 2330 hrs on 20 June and was received by Secretary (CPV & OIA) Arun Chatterjee." A special evacuation flight carrying 290 Indian students stranded in conflict-hit Iran landed safely in Delhi late Friday night, marking the first phase of India's Operation Sindhu. Two more chartered flights, including one from Ashgabat, Turkmenistan, are expected to land later on Saturday. 'Iran's airspace is currently closed, but we're facilitating limited access for the safe evacuation of Indian nationals,' said Mohammad Javad Hosseini, deputy chief of mission at the Iranian embassy in Delhi. He added that additional flights may be planned in the coming days and confirmed close coordination with the Indian government. Evacuees recall uncertainty, horror in Iran Chants of 'Bharat Mata ki Jai' and 'Hindustan Zindabad' rang out at Delhi Airport as soon as a special evacuation flight touched down in Indian territory. Students arriving in Delhi recounted harrowing days of uncertainty and praised Indian authorities for swift action. 'The Indian government has done a lot for us. We were not sure how we would make it out…But the Government of India made the whole process very smooth,' reported ANI. The news agency talked to another evacuee, Mir Mohammad Musharraf, who said, 'I am from Pulwama, Kashmir. Operation Sindhu is amazing and really helpful. The services were excellent. We contacted our embassy. We were stuck in Tehran, unaware of what to do. Our landlords also left and were left behind. It was only our embassy that helped us reach here.' Several evacuees also expressed gratitude to Prime Minister Narendra Modi for facilitating their safe return. According to the ministry of external affairs, 'Out of the 290 Indians who landed today, 190 are from Jammu and Kashmir." The MEA further expressed happiness that Iran opened its airspace to facilitate this operation. "It reflects the strong ties between India and Iran,' said Arun Kumar Chatterjee, secretary (consular, passport and visa), MEA. Approx. 10,000 Indians living in Iran As the Israel-Iran war enters its second week, India has stepped up efforts to bring home its citizens from the region. Around 10,000 Indians—primarily students—were residing in Iran when the hostilities escalated. Most had been relocated from Tehran to safer cities like Qom and Mashhad before being evacuated. Indian authorities have not issued a formal evacuation advisory but have urged citizens in both Iran and Israel to remain vigilant and restrict movement. 'We are arranging for the safe passage of Indians who want to leave via air or via road through third countries, or directly from Iran,' Hosseini reiterated.

In a special gesture, Iran opened its airspace to facilitate India's evacuation efforts. Students were earlier moved to Mashhad from Tehran, and the flights operated by an Iranian airline were coordinated by Indian authorities. The evacuation follows days of aerial bombardments and retaliatory strikes between Iran and Israel. On Thursday, 110 Indian students were evacuated via Armenia and Doha before reaching Delhi.
