Govt to hold brainstorming session to curb accidents

Bhubaneswar: State govt has decided to organise a 'chintan shivir' (brainstorming session) to curb the growing number of road accidents, transport officials said on Sunday.
"Venue and schedule of the chintan shivir will be finalised by the govt.
The initiative aims to bring together various stakeholders to formulate effective strategies for reducing road fatalities," transport secretary Usha Padhee said.
Transport commissioner Amitabh Thakur said the proposed consultation programme will provide a platform to discuss and deliberate on
road safety
strategies.
The brainstorming programme will include participation from road safety master trainers, investigation officers, healthcare professionals, educators and other stakeholders.
"The session intends to strengthen their capabilities in advocating road safety and minimising accidents," Thakur said.
Road accident deaths in Odisha increased by 7% in 2024 compared to 2023, according to Odisha police sources. Data showed fatalities rose to 6,142 in 2024 from 5,739 in 2023.
Padhee said the proposed 'zero accident day' (ZAD) campaign will be launched soon with the help of IIT Madras, technical consultant of the Odisha govt on road safety matters.

The campaign aims to transform the driving culture and promote road safety across the state.
"ZAD involves massive awareness campaign in districts that witnessed a high number of deaths. Our approach combines psychological insights with practical solutions. We are not just creating rules; we need to understand why people make unsafe choices on roads and how to effectively change these patterns," a senior transport official said.
IIT Madras has been advised by the transport department to analyse common traffic violations, accident-prone areas and factors contributing to road accidents. The institute will develop targeted interventions and awareness campaigns to promote safe driving habits.

The court's decision came after it allowed appeals filed by two victims and the bus owner in connection with an accident that occurred on Jan 21, 2014. At approximately 11.45am, Ganesh and Basavaraj were travelling on a motorcycle from Mudur to Haveri. Near the sugar factory in Sangur village, a high-speed private bus collided with the motorcycle, causing both riders to fall and sustain grievous injuries. The duo subsequently filed petitions seeking compensation. On Jan 24, 2017, the motor accident claims tribunal in Haveri awarded compensation, placing liability on the bus owner, KM Altaf Hussain, on the grounds that the bus had deviated from its permitted route, violating permit conditions. Ganesh received Rs 3,71,030, and Basavaraj was awarded Rs 1,27,250. Justice Hanchate Sanjeevkumar, after reviewing the materials on record, noted that the vehicle was employed as a relief vehicle under compelling circumstances, which did not amount to a fundamental breach of conditions. He determined that the tribunal had erred by not exempting the case as per Rule 57 of the Karnataka Motor Vehicles Rules 1989, given the route deviation was under compelling circumstances. Allowing the claimants' appeals, the judge also increased the compensation payable to Ganesh to Rs 7,15,550, considering the severity of his injuries. It awarded Basavaraj Rs 2,24,810. The compensation must be paid by United Insurance Company Limited, the insurer of the vehicle.

Vijayawada: The NTR district administration has taken up the 'Clean Air' initiative in a big way under the National Clean Air Programme (NCAP), by launching a series of integrated measures aimed at reducing air pollution and improving environmental standards in Vijayawada. Authorities of NTR district conducted a high-level meeting with officials from the Pollution Control Board, Vijayawada Municipal Corporation, transport, industries, and other departments, assessed the progress made, and planned further action. Air quality monitoring data revealed that the level of PM 10 fine dust particles in the city stood at 64 µg/m³ during 2024–25. Authorities resolved to bring this number down through focused interventions in traffic, greenery, and pollution control. Among the key initiatives is the Intelligent Traffic Management System (ITMS), being developed at a cost of ₹5 crore. The system is expected to improve traffic flow, reduce congestion at junctions, and cut down vehicle emissions. The administration also directed that illegal parking be curbed and dedicated parking zones be created to ease road pressure. Action is being taken to identify and penalise vehicles emitting high levels of pollutants. Additionally, pollution caused by VTPS ash is to be addressed using advanced technology. On the solid waste management front, construction of proper roads, pavement development, canal bank greening, and mechanical sweeping are being prioritised. The administration is also enforcing ban on single-use plastic, particularly in shopping complexes, farmers' markets, and commercial zones. Jaipur: To address growing traffic congestion, the Jaipur Commissionerate's traffic department plans to engage a traffic institution for expert solutions at two major city junctions—the MI Road–Tonk Road Junction near the Yadgar traffic headquarters and the Govt Hostel Crossing near the Commissionerate headquarters. Officials said the rapid increase in vehicular traffic has turned these crossings into daily bottlenecks. The situation is expected to worsen with the upcoming construction of Jaipur Metro Line 2 by the Jaipur Metro Rail Corporation (JMRC). The main line will pass through the Govt Hostel Crossing, while a spur from Chandpole Gate will link Line 1 and Line 2 at the same point. JMRC also has plans for metro connectivity to Ajmeri Gate. DCP (traffic) Shaheen C confirmed that preliminary surveys and measures have been implemented. "We are now seeking expert technical input and will appoint a third-party agency to suggest solutions. Institutions like MNIT and others are under consideration," she said. Meanwhile, the traffic department installed sensor-enabled signals at these two crossings. These signals determine the volume of traffic on each flank and glow red or green according to the requirement. Recently, we installed these signals at these two crossings. Traffic movements at both crossings improved to some extent following the installations," said a senior traffic official. The traffic department also decided to install signals with illuminated poles at all the traffic signals across the city. This technology enables the lighting on the entire pole to be synchronized with the signal, which helps motorists to have a view of the signal, even if they are stranded behind a bigger vehicle.
