TGPSC, NALSAR host nat'l workshop on legal challenges

Hyderabad: State IT Minister D Sridhar Babu inaugurated a two-day national workshop of the public service commission being hosted by the NALSAR University of Law, Hyderabad, and Telangana Public Service Commission (TGPSC) on Legal Issues and Mitigation at Public Service Commissions (PSCs) at NALSAR Campus, on Thursday.
The event brought together participation from 18 State PSCs, including 8 Chairpersons, 13 Members, 5 Secretaries, and 17 senior officials. Member UPSC, Dinesh Dasa, Santosh Gopal Ajmera, Joint Secretary; and Srikala, Under Secretary, also joined the deliberations.
The workshop aims to address the growing litigation burden on PSCs and discuss effective legal mitigation strategies. Participants engaged in meaningful dialogue on existing court cases, legal precedents, and ways to reduce litigation through systemic improvements.
Sridhar Babu lauded TGPSC's initiative to convene this national-level workshop, which enables PSC leadership to collectively explore legal challenges and work towards harmonized solutions for reducing litigations in recruitment processes.
During the keynote address, Dr. Ajay Kumar, the Chairman of UPSC, emphasized the importance of leveraging Artificial Intelligence (AI) and Large Language Models (LLMs) to digitize the operations of Public Service Commissions. He noted that this would improve efficiency and help reduce recruitment disputes.
Burra Venkatesham, Chairman of TGPSC, warmly welcomed the IT Minister and expressed gratitude to Dr. Kumar for his guidance and vision during the meeting. He highlighted that, although each Public Service Commission (PSC) operates independently and faces unique challenges, the workshop serves as a common platform for sharing experiences, learning from best practices, and collaboratively addressing legal complexities.
On Day 1 of the workshop, four insightful panel discussions were conducted on significant topics, including the Nature of Litigation and Challenges for PSCs, Causes for Litigation in Public Service Recruitment, Judicial Insights and Compliance, and Mitigation Strategies at PSCs.
Further discussions will continue on Friday, focusing on other prominent legal challenges.

The event was jointly organised by the Ministry of Skill Development & Entrepreneurship (Government of India) and the Department of Employment & Training (Government of Telangana). Speaking on the occasion, Sridhar Babu emphasised that the state government is committed to transforming Telangana into the skill capital of the world. He urged the Union minister to extend support for the development of the Young India Skill University. 'Our youth are Telangana's greatest strength,' the minister said. 'Yet many still lack the industry-ready skills needed in today's evolving job market. Our government, under the leadership of Chief Minister Revanth Reddy, has identified the skill gap between academia and industry and is actively working to bridge it.' 'We are designing curricula in collaboration with industry leaders and domain experts. As a result, nearly 80% of students trained through our Skill University programmes have already secured employment,' he added. The minister extended a personal invitation to Jayant Chaudhary to visit the Young India Skill University and reiterated Telangana's willingness to work closely with the Centre to enhance skill development across the country.

He urged the Union Minister to extend support for the development of the prestigious Young India Skill University, an ambitious initiative launched by the state to empower youth through industry-aligned skill education. Sridhar Babu urged global stakeholders to partner with Telangana, which has emerged as one of the fastest-growing states in the country, with a GDP of Rs 16.12 lakh crore at a growth rate of 10.1%—higher than the national average of 9.9% — in just a decade since its formation. Speaking at the Global Leaders' Summit 2025, he said per capita income in Telangana stands at Rs 3.79 lakh, which is nearly 1.8 times the national average. He also said the services sector now contributes 66.3% to the state's GDP as against the national average of 55%. He said in the past 18 months alone, the state attracted investments exceeding Rs 3 lakh crore, with just the life sciences sector drawing Rs 40,000 crore and creating over 2 lakh new jobs. "Many doubted whether Telangana could be formed — today, it is not just a reality, it is unstoppable. These are not just numbers, they are the reflection of a new Telangana — progressive, inclusive, and future-ready," Sridhar Babu said. Addressing delegates from around 25 countries, including Brazil, Germany, Russia, Cameroon, Malta, the UK, Bulgaria, Belgium and the UAE, he said: "While other states follow trends — Telangana creates them. So don't just come here to invest. Come to co-create. Be a part of a transformative journey." He said Telangana was keen to collaborate globally in areas such as agro-innovation, AI-driven governance, smart healthcare systems, digital farming, future-ready education, sustainable manufacturing, and clean energy.
