DMK's Padmanabhapuram MLA T. Mano Thangaraj was sworn in as a State Minister and re-inducted into Chief Minister M.K. Stalin's Cabinet by Governor R.N. Ravi, who administered the oath of office at Raj Bhavan on Monday.
Mr. Thangaraj will take over as Minister of Milk and Dairy Development, which was earlier held by R.S. Rajakannappan, who now holds the Forest and Khadi portfolio, earlier held by K. Ponmudy.
Mr. Stalin, Deputy Chief Minister Udhayanidhi Stalin, Water Resources Minister R. Duraimurugan, Minister for Municipal Administration K.N. Nehru, Minister for Rural Development I. Periyasamy, Minister for Public Works E.V. Velu, Congress' Assembly Floor Leader S. Rajesh Kumar, and Chief Secretary N. Muruganandam were present.
The swearing-in was also significant for the fact that Mr. Stalin and Mr. Ravi were meeting each other for the first time since the Supreme Court verdict, which held that the latter's decision to withhold assent for 10 Bills was 'unconstitutional', prompting the DMK to claim a major victory against the Governor.
Both leaders exchanged pleasantries.
Reason for reshuffle
The Chief Minister reshuffled his Cabinet after Mr. Ponmudy and State Minister for Electricity, Prohibition and Excise V. Senthilbalaji resigned on Sunday.
While the Madras High Court had held that Mr. Ponmudy had made derogatory remarks regarding Saivism and Vaishnavism, the Supreme Court had made it clear that Mr. Senthibalaji had to choose between Minister's post and his freedom.
Mr. Thangaraj previously held the Information Technology portfolio, which is now being held by Mr. Palanivel Thiaga Rajan.

VIJAYAWADA: In a significant verdict affirming the rights of transgenders, the Andhra Pradesh High Court on Saturday ruled that trans women (individuals who transition from male to female) cannot be denied recognition as women under the Indian law solely on the grounds of their inability to bear children. The court further categorically rejected the argument that womanhood is tied exclusively to reproductive capacity, stating that such a claim is 'completely incorrect and legally unsustainable'. It made it clear that defining womanhood by the ability to reproduce goes against the spirit of the Constitution, which guarantees dignity, equality and identity to all citizens, irrespective of gender. Justice Venkata Jyothirmai Pratapa highlighted the Supreme Court directions in the landmark NALSA vs Union of India case, which clearly upheld the rights of transgenders, including the right to self-identify their gender. The High Court stated that this recognition is protected under Articles 14, 15 and 21 of the Constitution. The court observed that trans women are entitled to protection under IPC Section 498A - a provision dealing with cruelty by a husband or his relatives - just like cisgender women. 'Denying such protection by questioning their womanhood amounts to discrimination,' the Judge noted. While hearing a petition filed by Viswanathan Krishnamurthy and his parents, who challenged a dowry harassment case registered against them by Shabana, a trans woman from Ongole, who alleged cruelty and dowry demands from her husband and in-laws. The couple lived together in Ongole for a brief period before Viswanathan reportedly left for Chennai, and ceased communication. Shabana subsequently approached the Ongole women police station, alleging that her in-laws threatened to kill her, and that her husband verbally abused her. Based on her complaint, the police registered a case against Viswanathan, his parents, and relatives under IPC Section 498A.

The National Conference will move the Supreme Court if there is an inordinate delay in restoring statehood to Jammu and Kashmir, party chief Farooq Abdullah said on Saturday, PTI reported. After a party meeting, Farooq Abdullah said that the residents of the Union Territory wanted their issues resolved immediately after the Assembly elections in October but 'statehood [not being restored] is stopping us'. 'We are waiting for statehood,' The Hindu quoted the National Conference chief as saying. 'If there are delays, we will have no option but to go to the Supreme Court. I am hopeful that when statehood is restored, we will get [more] powers.' The Bharatiya Janata Party-led Centre had abrogated Article 370, which gave special status to the erstwhile state, in August 2019. It also bifurcated the state into two Union Territories: Jammu and Kashmir, and Ladakh. In December 2023, the Supreme Court upheld the validity of the 2019 order abrogating Article 370 and ordered the Centre to restore statehood to Jammu and Kashmir. On November 6, the Assembly passed a resolution calling for the restoration of the special status that the erstwhile state had under Article 370. Through the resolution, the Assembly had sought to reaffirm the importance of the special status and constitutional guarantees that 'safeguarded the identity, culture and rights of the people' of Jammu and Kashmir and 'expresses concern over their unilateral removal'. The MLAs had also urged the Union government to 'initiate dialogue with elected representatives' of the Union Territory 'to work out constitutional mechanisms' for the restoration of special status and the constitutional guarantee. In January, Jammu and Kashmir Chief Minister Omar Abdullah said that he wanted to give the Centre the 'first opportunity' to restore the Union Territory's statehood before seeking legal recourse. The National Conference leader told reporters that Prime Minister Narendra Modi had himself committed to restoring the statehood of Jammu and Kashmir. 'Every government or every individual has recourse to courts,' Omar Abdullah said. 'But that was never going to be our first option.' 'The biggest promise the Central government made to J&K [ahead of the elections] is restoration of statehood,' Abdullah said. 'When the Supreme Court gave its verdict…it said that statehood should be restored 'as soon as possible'. It has been a year and we believe that that's enough.' Farooq Abdullah's remarks on Saturday also came a day after the chief minister reiterated the demand for statehood, saying that 'he was still waiting for the prime minister to fulfil his promise', The Hindu reported.

3,634 differently-abled persons to be nominated to local bodies soon: CM MK Stalin

CHENNAI: Chief Minister MK Stalin on Saturday announced that a total of 3,634 persons with disabilities will be nominated to local bodies immediately, for which the application process will commence at the district level on July 1. Addressing the felicitation event organised by different organisations of PwDs at the renovated Valluvar Kottam to thank the CM for the representation provided to disabled people in local bodies, he said this will include 650 persons to urban local bodies and 2,984 persons to rural local bodies. It was the first event to be organised at the Valluvar Kottam, after it was renovated at a cost of Rs 80 crore, which included a conference hall with a seating capacity of around 1,400 persons. During the budget session of the Assembly in April, suitable legislative amendments were passed to enable the representation of 13,357 PwDs to all levels of local bodies through local bodies. Before coming on stage, Stalin visited the renovated campus, including the landmark chariot structure that was beautified with lights. Speaking to a packed crowd of PwDs, the CM said, 'A committee has been formed with district collector as head. A PwD will also be a member of the committee. Those who are nominated can take part in the local body meetings. Similar to the elected representative, nominated PwD will also be given honorarium.' Regarding the renovation of Valluvar Kottam, Stalin said, 'Kalaignar laid foundation stone for this 'cultural treasure' in 1974. AIADMK generally abandon the projects of DMK. They would not maintain the buildings, memorials built by us. Similarly this Valluvar Kottam, which was left without maintenance, has been renovated with renewed splendour.' He also appealed to the associations for PwDs to work jointly with the government and said all should grow as an inclusive society.
