Malaysia nurses oppose 45-hour work week plan
KUALA LUMPUR — The Malayan Nurses Union (MNU) is up in arms over the government's decision to increase the weekly working hours of nurses in the public sector from 42 to 45, effective Aug 1.
Its president Saaidah Athman said nurses have made many sacrifices in serving the well-being of the public, and they were unhappy with the additional workload being imposed on them.
In a letter dated May 28 to the Health Ministry secretary-general, the Public Services Department (JPA) paused the implementation of the new working arrangement, which was originally scheduled to begin on June 1.
The JPA also stated that this would be the final postponement and that the new working hours would be implemented soon.
A previous postponement had already been granted, moving the start date from March 1 to May 31 at the Health Ministry's request.
While the MNU welcomed the latest postponement, Ms Saaidah h opes the ministr y will maintain the current 42-hour work week instead of increasing it to 45 hours.
She noted that nurses in countries such as Singapore and the Philippines work 40 hours a week , in line with recommendations by the International Labour Organisation (ILO).
This, she said, is because regular work hours are already tiring enough for nurses, and additional hours would lead to exhaustion .
'Where is the justice and welfare for nurses, who are the pulse, heart, and backbone of the ministry?
'The current working structure in the healthcare system must be improved.
'In other countries, including Singapore, nurses only work in wards and handle recovery work. But in Malaysia, we perform many tasks — from escorting patients to x-rays and the operating theatre, to indenting, collecting data, participating in audits, and being involved in hospital activities,' she told The Star on May 29 .
She added that nurses would be disappointed if the 45-hour work week was implemented.
Ms Saaidah said nurses were at the frontline of medical care during the Covid-19 pandemic and served the nation, often at the cost of leaving their families due to the demands of the job .
'Imagine if the work hours were extended but there was no review on the burden of the job and the improvements,' she said.
Nurses have previously opposed the new working hours, citing a lack of work-life balance and increased workload. THE STAR/ASIA NEWS NETWORK

PHOTO: AFP Up to 50 times more microplastics in glass bottles than plastic, study shows PARIS – Drinks including water, soda, beer and wine sold in glass bottles contain more microplastics than those in plastic bottles, according to a surprising study released by France's food safety agency on June 20. Researchers have detected these tiny, mostly invisible pieces of plastic throughout the world, from the air we breathe to the food we eat, as well as riddled throughout human bodies. There is still no direct evidence that this preponderance of plastic is harmful to human health, but a burgeoning field of research is aiming to measure its spread. Dr Guillaume Duflos, research director at French food safety agency Anses, said the team sought to 'investigate the quantity of microplastics in different types of drinks sold in France and examine the impact different containers can have'. The researchers found an average of around 100 microplastic particles per litre in glass bottles of soft drinks, lemonade, iced tea and beer. That was five to 50 times higher than the rate detected in plastic bottles or metal cans. 'We expected the opposite result,' PhD student Iseline Chaib, who conducted the research, said. 'We then noticed that in the glass, the particles emerging from the samples were the same shape, colour and polymer composition – so therefore the same plastic – as the paint on the outside of the caps that seal the glass bottles,' she said. The paint on the caps also had 'tiny scratches, invisible to the naked eye, probably due to friction between the caps when they were stored', Anses said in a statement. This could then 'release particles onto the surface of the caps', it added. Wine fine For water, both flat and sparkling, the amount of microplastic was relatively low in all cases, ranging from 4.5 particles per litre in glass bottles to 1.6 particles in plastic. Wine also contained few microplastics – even glass bottles with caps. Dr Duflos said the reason for this discrepancy 'remains to be explained'. Soft drinks, however, contained around 30 microplastics per litre, lemonade 40 and beer around 60. Because there is no reference level for a potentially toxic amount of microplastics, it was not possible to say whether these figures represent a health risk, Anses said. But drink manufacturers could easily reduce the amount of microplastics shed by bottle caps, it added. The agency tested a cleaning method involving blowing the caps with air, then rinsing them with water and alcohol, which reduced contamination by 60 per cent. ST PHOTO: AZMI ATHNI New initiative to help young people with poor mental health when 'red flags' appear SINGAPORE – Young people with poor mental health will get more help through a programme that trains school counsellors and social workers to spot red flags and tackle distress before it escalates. The initiative launched on June 20 addresses a mental health crisis among Singapore's adolescents, which had brewed silently until the Covid-19 pandemic, said Dr Angelina Ang, a senior consultant in the emergency department of KK Women's and Children's Hospital (KKH) who heads the programme. It comes after the hospital studied patients aged 10 to 19 who had been admitted to its emergency department in 2021 for trying to harm or kill themselves. The study, published in February, found that about one in five of these adolescents had visited a hospital or polyclinic for medically unexplained physical symptoms like headaches and stomachaches within the year prior to attempting self-harm or suicide. Said Dr Ang: 'Medically unexplained symptoms are red flags – symptoms of distress, anxiety, or maybe even abuse, and if we continue to sweep them under the carpet, they will crash on the child.' Difficulties sleeping, dealing with family conflict and anxieties related to academic performance were the top challenges faced by these adolescents. More than half the patients who attempted self-harm or suicide said they were confused or unsure about whether they truly wanted to end their lives, which suggests that their decisions can be driven by impulse and inability to process their emotions. The price paid for ignoring such signs is huge, said Dr Ang, citing a 2023 report by Duke-NUS Medical School and the Institute of Mental Health estimating that the cost to treat a child for depression and anxiety here averaged $10,250. To plug these gaps, the programme developed by psychologists from KKH and James Cook University (JCU) teaches community groups how to intervene when young people display these physical symptoms and have difficulty managing emotions. Since October 2024, more than 300 school counsellors and community mental health practitioners have been trained, KKH and Temasek Foundation, said in a joint statement. Parked under the Temasek Foundation Youth Connect programme, the initiative is complemented by screening at KKH's emergency department that coordinates care for these young people with schools and communities. KKH chief executive Alex Sia said since such screening was implemented since October 2022, it has assessed more than 2,500 young people, and provided support to over 1,300 of them . In addition, Dr Ang said the collaboration between KKH and JCU is developing a programme to tackle sleep habits of the young, which is an easier topic to broach than mental health. The programme remains in the works, but the team has started training community groups and professionals to deliver these interventions. Minister of State for Health Rahayu Mahzam said at the launch event at KKH that the Youth Connect Programme allows for a seamless care system that can minimise the risk of young people falling through the cracks. She added: 'Today's launch is more than just a new programme for mental health support. 'It represents our collective commitment – regardless of our area of work – to support young people that we meet, in ways that best suit them.' The programme joins a nationwide push for more to be done to address the mental health crisis plaguing Singapore's teens, with one in three young people reporting severe symptoms of depression, anxiety or stress, according to a recent nationwide survey. Mental disorders are the leading cause of disability and death among those aged 10 to 14 in Singapore, according to a study published in The Lancet Public Health medical journal in May. The study also ranked Singapore top in Asean for the impact of mental distress on its population. Despite many of Singapore's adolescents reporting signs of mental distress, a nationwide study of youth mental health by the National University of Singapore flagged a gap in their parent's understanding of the issues that their children faced. The study released in 2023 found that only about one in 10 parents observed signs of distress in their children, despite one in three reporting symptoms like depression and anxiety. How does genetic testing affect your insurance coverage? Here's what you should know
SINGAPORE: Singapore will launch a national health programme on Jun 30 targeting a hereditary cholesterol condition. Health Minister Ong Ye Kung has described the programme as the country's first preventive care programme based on genetic testing. As Singapore expands its use of genetic testing in preventive healthcare, the question of insurance fairness looms large. Here's what you need to know about the moratorium that protects your data and your coverage. What is a genetic testing moratorium and why does Singapore have one? A genetic testing moratorium is an agreement that restricts how life insurers can use genetic test results when evaluating applications for insurance. It aims to prevent genetic discrimination, ensuring that individuals are not penalised for potential health risks identified through genetic screening. Countries that have such guidelines include Singapore, the United Kingdom and Canada. In Singapore, insurers cannot use predictive genetic test results - used to predict future risk of diseases - in assessing or deciding the outcome of insurance applications, unless certain criteria are satisfied. Genetic tests analyse one's DNA, RNA, chromosomes or specific genes to identify changes that may be linked to inherited conditions, disease risk and the likelihood of passing on conditions to one's children. In Singapore's case, a moratorium on genetic testing and insurance was introduced by the Health Ministry (MOH) and the Life Insurance Association Singapore (LIA) in October 2021. In June 2025, the moratorium was expanded to include all predictive and diagnostic test results from the national familial hypercholesterolaemia (FH) genetic testing programme Under the agreement, life insurers in Singapore are also not allowed to use genetic test results from biomedical research or direct-to-consumer genetic test results. This means individuals do not need to worry that participating in MOH's genetic testing initiative will affect their ability to get life insurance, critical illness coverage. or similar products. The framework applies to all LIA members, including life insurers and reinsurers that are licensed to operate in Singapore. What does the moratorium mean for you? In your insurance applications, insurers may ask that you confirm you have read and understood the moratorium. Under the moratorium, insurers cannot require or pressure you to take a genetic test for insurance underwriting. This applies to all such tests, including predictive, diagnostic, pharmacogenetic or prenatal and newborn screening genetic tests. Insurance underwriting is the process that insurers take to evaluate the risk of insuring a person and decide how much he or she should pay for coverage. In addition, if you have done genetic testing under the new national FH genetic testing programme, insurers are not allowed to ask for or use your test results, both predictive and diagnostic, in insurance underwriting. A predictive test reveals the risk of developing a condition in the future while a diagnostic test confirms a current illness. Are there exceptions to the moratorium on the use of genetic test results? If you have previously taken other genetic tests, insurers cannot ask for or use your results in insurance underwriting. However, there are two exceptions. First, if the test was a diagnostic genetic test that confirmed diagnosis of a disease, insurers can request this as part of your medical history. Second, if you are applying for life, total permanent disability, long-term care, critical illness or disability income insurance, insurers may request your predictive genetic test results only if both of the following conditions are met: The sum assured or payout you are applying for is higher than the approved financial limit (see table below) set out in the moratorium The predictive genetic test you took is one of the approved ones set out in the moratorium - the HTT test for Huntington's Disease and the BRCA1/2 test for breast cancer The moratorium also does not affect insurers' ability to request or use diagnosis or family history, as per current industry practice. In addition, the moratorium only applies to insurance policies that were already in effect before its rollout. For instance, only policies signed on or after Jun 30 will be subject to the updated moratorium. What if you happen to reveal predictive genetic test results to your insurer? The rules of the moratorium still hold as it applies to accidental disclosure as well. This means insurers cannot consider the predictive genetic test result unless the two conditions, stated above under the exceptions, are met. If the predictive genetic test result is favourable, insurers may use it in deciding the underwriting outcome. Does the moratorium cover prenatal or newborn genetic screening? No, the moratorium does not apply to genetic tests done as part of prenatal or newborn screening, for example, tests for metabolic or inherited disorders in babies. These results are treated like other clinical diagnostic tests, and whether they are used in insurance decisions is up to individual insurers. If such tests are done as part of medical care, insurers may consider the results during underwriting, just like with other medical diagnoses. What can you do if you suspect non-compliance with the moratorium? If you are concerned with how an insurer has handled your genetic test information, you may work directly with them to resolve your complaint or feedback. If both parties fail to reach a resolution, you may file a complaint with the Financial Industry Disputes Resolution Centre, or approach the Singapore Mediation Centre for mediation.
