- Social Protection Programmes Key To Poverty Reduction

However, the effectiveness and breadth of these initiatives are called into question as rising living expenses continue to exert pressure across all income brackets, including the M40.
Malaysia has stepped up efforts to reduce poverty in recent years through targeted social protection programmes, particularly those focused on the B40 income group.
Targeted assistance for the Bottom 40 per cent (B40) income group is the central tenet of Malaysia's approach to reducing poverty.
A recent report from the DOSM states that the average income of the B40 has increased by only 1.5 per cent per year, which is not enough to keep up with inflation. Many people still have limited purchasing power as a result, particularly given the sharp increase in the price of food and housing.
The Department of Statistics Malaysia (DOSM) statistics, however, show that although these programmes provide short-term respite, they cannot significantly improve families' long-term economic standing.
Programmes like Bantuan Sara Hidup (BSH), Bantuan Prihatin Rakyat (BPR), and the more recent measures unveiled in Budget 2025 aim to help low-income households cope with the rising cost of living. These initiatives provide needy families short-term financial relief through subsidies, housing assistance, and cash help.
As such, Prime Minister Datuk Seri Anwar Ibrahim has underlined the government's will to address these problems, promising to lower costs and increase accessibility to necessities to ease financial burdens.
Critics contend that monetary distributions could not alleviate underlying economic inequities despite these guarantees.
"Malaysia's B40 will continue to face an uphill struggle against poverty without structural reforms in education, employment, and wage policies," one economist noted.
Global social protection models: achievements and insights for Malaysia
Various social protection regimes worldwide have successfully reduced poverty, particularly when multifaceted and sustainable approaches are used.
One programme generally commended for decreasing severe poverty is Brazil's Bolsa Família, which goes beyond cash transfers by requiring families to comply with health and education standards.
This strategy has broken the cycle of intergenerational poverty, which has had a profoundly positive effect.
Another practical example is the Basic Livelihood Security Programme (BLSP) in South Korea, which combines financial help with housing assistance, skill development, and job support. By linking financial aid to social services and job training, the BLSP has decreased poverty rates and enhanced recipients' capacity to find steady work, encouraging long-term independence.
South Korea's strategy emphasises the necessity of a comprehensive social safety net that fosters employment and skill development. Similarly, the European Union's "Active Inclusion" approach supports beneficiaries by combining labour market reforms with social protection, offering financial assistance and work placements.
Malaysian approach gaps: going beyond financial aid
Although Malaysia's B40 initiatives offer much-needed financial assistance, they don't have the same cohesive structure as nations like Brazil and South Korea.
Due to the lack of a multifaceted strategy, B40 beneficiaries' ability to achieve economic independence is restricted.
According to a local economist, "Despite its usefulness, monetary aid frequently results in dependency if employment-based and educational initiatives do not accompany it."
In addition to providing help, we must empower beneficiaries.
The main drawback is that Malaysia's social security system primarily uses short-term financial assistance to combat poverty rather than focusing on long-term empowerment initiatives.
On the other hand, effective schemes, such as the BLSP in South Korea, strongly emphasise developing human capital, providing work opportunities and skill training to recipients as part of their social benefits.
Another gap is the availability of affordable housing. Although Malaysian authorities have started projects to provide inexpensive housing, they are frequently focused in metropolitan areas where demand outpaces supply, underserving rural and peri-urban locations.
Future directions for Malaysia: establishing a comprehensive social safety system
Motivated by South Korea's BLSP and Brazil's Bolsa Família, Malaysia might benefit from implementing a more all-encompassing strategy that incorporates job assistance and skill development to improve the efficacy of social security. Working with social services and career development programmes might pave the way for the B40 to become resilient and financially independent.
Furthermore, prioritising accessible education and universal healthcare will guarantee that fundamental necessities are satisfied, lessening the financial burden on low-income households.
These steps would align with international best practices, calling governments to establish safety nets that do more than alleviate acute misery.
Finally, increasing social protection in underprivileged regions might improve living conditions for low-income people in rural and urban areas, addressing regional disparity concerns.
When Malaysia prepares for Budget 2026, adding these components might turn the B40 support system into a cornerstone for long-term, sustainable poverty alleviation.
In conclusion: using holistic reform to close the gap
A move towards a more integrated strategy might enhance results for the B40 and beyond as Malaysia's social protection programmes continue to develop.
As demonstrated by international examples, providing routes to education, work, and self-sufficiency is necessary to reduce poverty effectively.
If these all-inclusive models are emulated, all Malaysians might gain from the country's progress, which could help Malaysia close the gap in economic inequality.

KOTA KINABALU: The act of burning a caricature of Prime Minister Datuk Seri Anwar Ibrahim during the recent Suara Mahasiswa rally has been described as a desperate stunt to regain attention after a lacklustre turnout. Tuaran PKR division chief Razeef Rakimin condemned the act, calling it a misdirected and hazardous attempt to provoke. 'This was a desperate attempt to gain attention after the mobilisation failed. The demonstration on Saturday only drew about 50 to 80 people, and the burning of the caricature the next day was clearly a stunt aimed at the wrong target,' he said in a statement on Monday (June 23). The caricature, set alight during the second day of the 'Gempur Rasuah Sabah 2.0' protest organised by students from Universiti Malaysia Sabah (UMS), was supposedly intended as a symbolic jab at the Prime Minister, labelling him a protector of corruption in Sabah. Razeef said that although the group had a right to protest — something he and Sabah PKR have supported from the beginning — their methods have become increasingly problematic. 'Since their first protest on water issues, and then Gempur Rasuah 1.0 and now 2.0, we have been consistent in defending the right to demonstrate. The police have also allowed their rallies as long as they follow the law,' he said. 'But their approach is off. Instead of mobilising the rakyat, they resort to mockery and extreme ridicule, which turns people off. Their antics come across as distasteful and even childish.' He said one incident during the Saturday rally saw participants roughing up another protester who held a placard demanding an investigation into the alleged RM1.5bil leak — a contradiction to the rally's anti-corruption message. 'Police managed to keep the peace despite provocation. One officer was even shouted at simply for asking to see an ID. It's within a police officer's rights to request identification, yet the demonstrators treated him disrespectfully,' he added. Razeef also questioned why the Prime Minister became the target, pointing out that Anwar had approved a RM3mil allocation to help resolve UMS's water woes after hearing students' complaints. 'The PM didn't pocket a single sen from that project. So why burn his caricature instead of targeting the actual individuals accused of corruption?' he asked. He further highlighted that the burning itself was poorly executed and dangerous. 'After two failed attempts, the banner still wouldn't burn. One participant nearly caught fire when another foolishly lit the petrol while it was still being poured. This was not about cleaning up after - they endangered public safety at Gaya Street, which had tourists and weekend visitors.' 'The public backlash has been strong, not because of their anti-corruption message, but because of the sheer recklessness and disrespect shown. Corruption isn't part of our culture, but neither is extremism and vandalism.' Police have said investigations are ongoing into the banner burning, which may fall under sedition or other related laws.

KOTA KINABALU: Participants of the Gempur Rasuah 2.0 rally are being investigated for nine offences related to the peaceful assembly held last Saturday (June 21), Sabah Police Commissioner Datuk Jauteh Dikun said. He said the offences include incitement, open burning in a public area, possession of dangerous or corrosive substances during the rally, and raising sensitive issues involving royalty, religion, and race (3R). Investigations are being conducted not only under the Peaceful Assembly Act 2012 but also under the Sedition Act 1948 and the Penal Code. To date, we've received six police reports related to this case and opened three investigation papers covering nine offences. There were incidents during the rally that should not have occurred. 'No arrests have been made so far, but beginning today, several individuals involved will be called in to provide their statements,' he told a press conference at the Sabah Police Headquarters here today. The rally, organised by Suara Mahasiswa Universiti Malaysia Sabah, included a march through Kota Kinabalu and placards highlighting various issues in Sabah, such as corruption and water supply. Participants also burned a caricature of Prime Minister Datuk Seri Anwar Ibrahim. Jauteh said the organisers had submitted a notification to the police, as required under the Peaceful Assembly Act 2012. Police then responded with 15 conditions to ensure public order was maintained. 'Many people misunderstand the process. The Act does not approve or license rallies — it simply outlines the procedure for organisers to notify the police, and for the police to respond. Our role is to help maintain public order and safeguard everyone involved, including the participants. 'Unfortunately, in this case, the organisers failed to comply with the stated conditions. While voicing their concerns is their right, it must be done responsibly and without provocation,' he said. He urged future rally organisers to abide by the required conditions or use proper channels to express their views, such as by holding direct meetings with relevant authorities. Meanwhile, Kota Kinabalu police chief ACP Kasim Muda said police had no objections to the rally, provided it followed the stipulated rules and national laws. However, he pointed out that only part of the police response was shared on social media — specifically, the front page of the police notification — while the full list of conditions was not disclosed, leaving many participants unaware of the requirements.

(Facebook pic) PETALING JAYA : Police are investigating the burning of a caricature of Prime Minister Anwar Ibrahim at an anti-corruption rally in Kota Kinabalu, Sabah, yesterday. Sabah police chief Jauteh Dikun said the incident, purportedly carried out by Universiti Malaysia Sabah (UMS) students who took part in the protest, is being investigated under the Sedition Act and the Penal Code. Jauteh said the incident was witnessed by 'many tourists' as it was in a public place and had sparked fear, Daily Express reported. 'Once completed, we will refer (the investigation paper) to the Attorney-General's Chambers for the next course of action to be taken,' he said. Yesterday's Gempur Rasuah 2.0 rally, organised by several Universiti Malaysia Sabah students, ended with the burning of the caricature of Anwar. More than 100 people took part in the protest to call for action over the Sabah water department scandal.
