Sub-Registrar faces suspension following graft charges in Puducherry

The Registration Department continues to be in the dock with one more senior officer facing disciplinary action on charges of grave misconduct in Puducherry.
Special Secretary (Revenue) cum District Collector A. Kulothungan has issued an order on June 20 suspending R. Sriganth, Assistant on deputation as Sub-Registrar (Rural) in the Registration Department, with immediate effect. The order stated that since disciplinary proceeding was contemplated against Mr. Sriganth, the officer has been placed under suspension.
Mr. Kulothungan has issued the suspension order on the basis of powers conferred under sub-rule (1) of Rule 10 of the Central Civil Services (Classification, Control and Appeal) Rules, 1965. As per the order, the suspended officer has to remain stationed in Puducherry and was not allowed to leave the region without prior permission of the District Collector.
According to sources, the disciplinary action was contemplated after a video of Mr. Sriganth allegedly taking bribe inside the Registration Department Office at Saram surfaced recently. In the video, he was seen taking money and telling a person that he would give clearance to some application on a particular date.
An aggrieved person had also filed a complaint against the officer with the Lieutenant Governor. Mr. Sriganth, who joined as an Assistant in the Department of Personnel and Administrative Reforms, has been working as Sub-Registrar in the Registration Department for a long time. In fact, he was transferred early June itself after the Lt. Governor issued a direction not to post Assistants on deputation in the Registration Department, a source said.
'He was transferred on June 1 and the particular video that surfaced on social media platforms showing the officer taking bribe was taken a few weeks ago. But even after his transfer to the parent department, he was visiting the Registration Department,' a source in the department said.
Vigilance Probe
Immediately after the suspension order was issued, the department has referred the case to the Vigilance unit for a detailed probe. 'We have launched a preliminary inquiry and based on the outcome, we will take up the case to its next level,' said a police officer.
In the recent months, several officers, including those at the level of Director, Sub-Registrar and Tahsildar have been arrested on various charges, including corruption and forgery. Criminal action was taken against some of these officers for even forging temple lands.

Kochi NIA Court directs jail authorities to consider wage hike for Maoist leader

KOCHI: A Maoist accused lodged in Viyyur high-security prison has approached the NIA Court in Kochi, seeking a wage revision after claiming he was denied a hike despite completing the required days of prison work. Deepak alias Korsa Ramlu, a native of Bijapur, Chhattisgarh, who was arrested in a Maoist-related case in October 2021, has been serving as an inmate worker at the High-Security Prison in Viyyur since May 24, 2024. According to his petition, he was assigned prison work from May 16, 2024, following a direction from the NIA Court. Initially employed as a sweeper, he is currently working as a gatekeeper. He claims to have completed 330 working days and is still being paid Rs 63 per day. As per his submission, inmates are generally eligible for a wage increase to Rs 127 per day after completing 90 to 180 days of work. Despite repeated requests, prison authorities have not revised his wage. Following the petition, the court sought a report from the jail superintendent, who clarified that wages for inmate workers are paid in three categories: apprentice (Rs 63), basic (Rs 127), and skilled (Rs 152) per day. While the Kerala Prisons and Correctional Services (Management) Rules do not specify a fixed period for wage revision, inmates who complete a minimum of 180 working days are generally considered for a higher wage category based on their performance. According to the report, Deepak has completed the required 180 days but has not demonstrated the performance level necessary for a wage hike. His work is reviewed monthly, and a wage revision will be considered only after he attains the required standard.

Madras High Court initiates suo motu contempt against T.N. Chief Secretary Muruganandam, his predecessor Shiv Das Meena

The Madras High Court, on Friday (June 20, 2025), issued statutory notices to incumbent Tamil Nadu Chief Secretary N. Muruganandam and his predecessor Shiv Das Meena (thus retired) in suo motu contempt of court proceedings initiated against them and directed both of them to appear before the court on July 21. Justice Battu Devanand passed the orders after being prima facie convinced that the two officials had failed to comply with an order passed by the court on September 19, 2023 in true letter and spirit and had attempted to show compliance only after the court directed the High Court Registry to register the suo motu contempt petition. It was while disposing of a batch of three writ petitions in 2023 that Justice Devanand had directed the Chief Secretary to constitute a committee for recommending necessary amendments to the Tamil Nadu Civil Service (Appointment on Compassionate Grounds) Rules, 2023 since they suffered from various infirmities. The judge had also ordered that the committee should consider the issue of fixing a time frame for providing compassionate employment to the dependants of government employees who die in service and consider the possibility of maintaining a district wise list of dependants eligible for compassionate appointment. Then, the judge had also directed the Chief Secretary to file an action taken report before the court within three months. However, on June 5, 2025 while hearing another writ petition related to compassionate employment, the judge learnt that the Chief Secretary had not complied with the orders passed by him way back in 2023. Therefore, he directed the High Court Registry to register a suo motu contempt of court petition against all officers who had held the post of Chief Secretary since September 19, 2023. Accordingly, the Registry registered the contempt petition against Mr. Meena and Mr. Muruganandam and listed it for admission on Friday. The judge was informed that Mr. Meena had served as the Chief Secretary from September 2023 (when the court order was passed) till August 19, 2024 when he got appointed as the Chairperson of Tamil Nadu Real Estate Regulatory Authority (TNRERA) and that Mr. Muruganandam had been holding the post since then. When the contempt petition was heard on Friday, Additional Advocate General M. Suresh Kumar submitted a Government Order issued on June 11, 2025 constituting a committee, as ordered by the High Court in 2023, for recommending amendments to the rules related to compassionate appointments. However, expressing dissatisfaction over the G.O. having been issued only after the High Court ordered registration of the suo motu contempt petition, the judge decided to proceed with the matter and issued statutory notices to both the officers requiring their presence before the court after 30 days.
