SC slams Orissa Public Service Commission for evaluation error in judicial exam
New Delhi, May 30 (UNI) The Supreme Court on Friday came down heavily on the Orissa Public Service Commission (OPSC) for its refusal to admit a mistake in evaluating a judicial service aspirant's answer sheet in the 2022 Odisha Judicial Service Examination.
A bench comprising Justices Surya Kant, Dipankar Datta, and Vijay Bishnoi was hearing an appeal filed by the OPSC challenging an Orissa High Court order directing it to pay Rs 1 lakh in compensation to the affected candidate.
Expressing serious concern over the Commission's conduct, the Supreme Court stated that such blunders in examination evaluation cannot be taken lightly and that public bodies must be held accountable.
'You, as an examination body, commit these kinds of blunders, you should be taken to task. How will the young generation have faith and trust in you? This Commission is adamant. Some arrogant elements are sitting there. You are still insisting there is no mistake. The Commission thinks too highly of itself. Case dismissed,' Justice Kant remarked sharply during the hearing.
The counsel for OPSC urged the Court to at least expunge the adverse observations made against the Commission by the High Court. To this, Justice Dipankar Datta observed, 'Had you at the first instance accepted that 'there is something wrong on our part and we would examine it,' the matter would have ended.'
While dismissing the appeal, the Supreme Court clarified that the adverse comments made by the High Court in its judgment should not be treated as precedent. 'The observations made in the impugned judgment are in the context of the mistake detected in the evaluation of one of the question papers and are not to be treated as precedent for future cases,' the bench stated.
The case arose after a candidate who took the 2022 Odisha Judicial Service Examination approached the Orissa High Court, claiming she had narrowly missed the cut-off for the interview stage because one of her answers was left unevaluated. Independent expert assessment ordered by the High Court confirmed the error.
Although the re-evaluated marks did not qualify her for the interview round, the High Court strongly criticised the OPSC for the lapse. It emphasised that such errors are unacceptable in competitive examinations, which are career-defining and involve significant personal and financial sacrifices by candidates. It further stressed that the evaluation process must meet the highest standards of diligence and fairness.
The High Court ordered OPSC to pay Rs1 lakh as compensation for the negligence, a directive that has now been upheld by the Supreme Court with its dismissal of the OPSC's appeal.

Agartala (Tripura) [India], June 23 (ANI): Tripura Chief Minister Manik Saha said on Sunday that the state has already started adopting artificial intelligence (AI) in every sector and informed that 30 new schools will be set up with an expenditure of Rs 264 crore. CM Saha, who is also the education minister, said that AI has already been introduced to the state in this digital era. 'Students have to depend on themselves and keep learning. Through yoga, one can understand oneself. Especially if students practise yoga, it will be highly beneficial. We must engage in exercise so that our minds remain sharp. When PM Modi came, he began reviving ancient practices that were once well-known in India. I have seen many medical students working in the health sector doing exceptionally well, even attending the OT using AI. Earlier, we relied solely on textbooks, but now smart classes are available. The youth of our state are brilliant and should not leave the country. As PM Modi says -- those who have knowledge will run the country, and there is no limit to knowledge,' he said. He added that the Education Department has taken several steps, including the introduction of the NCERT curriculum, Super 30, and others. Bicycles have also been distributed to girl students. Around 44 schools have received new buildings. 'In the 2024-25 financial year, infrastructure development in around 350 schools will be carried out with an expenditure of Rs 80 crore. In 2025-26, another 30 new schools will be set up, and Rs 264 crore will be spent', he added. (ANI)

Bhatti asks babus to shore up non-tax revenues
Hyderabad: Deputy Chief Minister Mallu Bhatti Vikramarka has directed officials to redouble efforts towards increasing non-tax revenues. Chairing the 'Infrastructure and Capital' Sub-Committee meeting on Sunday at the Secretariat, alongside members N Uttam Kumar Reddy and Komatireddy Venkat Reddy, Bhatti emphasised the importance of mobilising central funds in addition to improving non-tax revenue. He noted that the government is currently implementing new welfare schemes worth Rs 33,600 crore without discontinuing any programmes from the previous administration. He also highlighted that during the financial year 2023–24, revenue from the Outer Ring Road and excise duties could not be generated as anticipated. Deputy Chief Minister Bhatti stressed that budget allocations are currently uneven across departments, with some receiving excessive funds while others are underfunded. He instructed that the budget be distributed equally among all departments and that expenditure disparities be minimised. All major pending projects across constituencies must be completed based on priority, he said. He urged officials to allocate and utilise budget funds based on the needs and priorities of the state. Departmental expenditures should be rationalised, and a strong focus should be placed on revenue generating departments. Expenditure, he asserted, should only be incurred when necessary, and the state must adhere to a realistic and logical spending pattern. The Deputy Chief Minister further directed that all departments operate in alignment with the ideals of public interest, development, and welfare as envisioned by the people's government. He stated that equal development across departments is essential for the overall progress of the state. He also ordered that the rationalisation process be completed within the next ten days and that comprehensive plans be prepared accordingly. The review meeting was attended by Chief Secretary Ramakrishna Rao, Principal Secretary (Finance) Sandeep Kumar Sultania, and senior officials from various departments.

Bengal to borrow Rs 4K cr for 25% DA pay to staff
KOLKATA: The West Bengal government has started preparations to approach the market this week to borrow approximately Rs 4,300 crore to pay the 25% Dearness Allowance (DA) to state government employees and pensioners, following a Supreme Court order issued on May 16. The state requires around Rs 10,425 crore to comply with the apex court's order by June 27; or else it may face contempt of court proceedings. On the contrary, complying with the order will push the state into a larger debt trap with a total outstanding debt of Rs 7,06,531.61 crore, as per the revised budget estimate for 2024-25. When the Mamata Banerjee government came into power in May 2011, the state had a total debt of around Rs 1.89 lakh crore. Over the last 14 years, the debt has nearly quadrupled due to inadequate mobilisation of financial resources and a significant jump in expenditure related to various welfare schemes, including 'Kanyashri', and 'Lakshmir Bhandar'. According to political observers, these schemes paid a huge dividend to Mamata Banerjee's All India Trinamool Congress in the electoral politics both in Assembly and Lok Sabha polls by securing most of the women's vote. However, at the same time, these schemes, along with 'Swastha Sathi', somehow depleted the exchequer somehow.
