Maharashtra unveils policy to transform ITIs into global standard training centres
Mumbai, The Maharashtra cabinet on Tuesday approved a new Public-Private Partnership policy aimed at transforming government-run Industrial Training Institutes into centres of global excellence.
The policy seeks to equip students with cutting-edge skills tailored to international industry demands and improve their employability in the job market, Skill Development Minister Mangal Prabhat Lodha told reporters after attending a cabinet meeting.
Lodha described the policy as a "historic step" to help Maharashtra emerge as a global leader in skill development.
"This partnership will not only create employment opportunities but also contribute significantly to the economic growth of the state. Maharashtra is poised to become a global model for industry-aligned vocational training," he added.
Lodha said the Maharashtra Institute for Transformation will be the strategic partner in implementing this initiative.
"The new policy envisions modernising ITIs through private sector collaboration in curriculum development, infrastructure upgrades, and provision of advanced training technologies.
"It encourages leading corporates, industrial associations, and philanthropists to partner with the government, invest in training facilities, and participate through their Corporate Social Responsibility initiatives," he added.
Lodha said more than two lakh ITI students will benefit from globally relevant training. The newly approved PPP policy will introduce innovative, up-to-date curricula and connect our youth with global employment opportunities.
"While ITIs have long been a vital part of the state as the vocational education system, they now face challenges such as outdated infrastructure, limited finances, and gaps in training quality.
"To address these issues and meet the future demand for a highly skilled workforce, it is essential to revive these institutes through a forward-looking PPP model," he said.
Lodha said the policy allows private partners to invest in infrastructure, training equipment, and course delivery without the constraints of government procurement procedures.
However, ownership of land and buildings will remain with the government, and existing staff, including instructors, will be retained. Additional faculty for new courses may be appointed by the industry partners.
In the first phase, the government plans to select at least 25 ITIs and expand their number to 100 after reviewing pilot outcomes.
"The policy also proposes setting up Centres of Excellence based on regional industrial strengths, for instance, automotive-related training in Pune and Chhatrapati Sambhaji Nagar.
"Training will focus on emerging sectors such as artificial intelligence, cyber security, additive manufacturing, Internet of Things, robotics and green energy. Emphasis will be placed on practical, hands-on learning aligned with industry requirements," the minister added.
Each ITI will have an Institute Management Committee to oversee operations, chaired by the private partner and co-chaired by the ITI principal or a government appointee.
The policy bars industry partners from engaging in non-training activities on campus and ensures that all infrastructure developed remains government property.
The minister said the industry partners will not be granted naming rights, although limited branding will be permitted with official approval.
"Job placement cells will be established within ITIs under the PPP model, with direct involvement from companies in recruitment and career guidance. Start-up incubation support and employment fairs will also be organised.
"The policy further seeks to enhance female participation, with companies expected to design specific initiatives for women," he said.

2,700 teachers recruited to fill vacancies in Tamil Nadu government schools
Nearly 2,700 teachers have been recruited through the Teachers Recruitment Board this year to fill vacancies in government schools across Tamil Nadu. Posting orders will be issued shortly, said B. 'The government provides free textbooks, uniforms, footwear, breakfast, and noon meals to remove barriers to learning,' he said. Acknowledging the CSR support, he said private sector participation is crucial in strengthening public education.

Digitising farming: Telangana to launch India's first agri-robotics lab at PJTAU today
HYDERABAD: In a first for the country, Professor Jayashankar Telangana Agricultural University (PJTAU) is set to launch the Agri Robotics IoT Solutions for Agriculture (ARISA) Lab on Saturday. The university aims to unveil its first robotic model within a year - designed specifically to assist in weeding and harvesting tasks. University officials highlighted a growing concern: The average age of farmers in the state is now around 60, and the younger generation is showing less interest in agriculture. With the prospect of a labour shortage looming, there's an urgent need to make farming more efficient and less labour-intensive. The ARISA Lab will focus not only on robotics but also on Internet of Things (IoT) innovations, pesticide control, and weed management technologies. Speaking about the initiative, vice-chancellor Aldas Janaiah said, "In the coming years, fewer people may be willing to work in agriculture, so we must develop advanced tools. The robotics lab will function under our newly established Centre for Digital Agriculture. The State Bank of India has sanctioned ₹12 crore for this initiative. We plan to roll out a customised robot model within a year that can handle weeding and harvesting. " He said the long-term vision is to digitally transform agriculture in Telangana by 2047. Apart from the ARISA Lab, the centre will house three other advanced labs aimed at developing AI-based solutions to tackle key agricultural challenges. A third lab has started piloting digital solutions in Vemulawada. According to officials, smart soil sensors deployed there can generate instant reports on soil nutrient levels - functioning like an ATM dispensing data. "Understanding soil nutrition is crucial for choosing the right cropping patterns and ensuring better yields," an official explained. The same lab is also developing sensor-based systems for pesticide and water management, with alerts that can warn farmers of pest threats in advance. Technical and financial backing for this effort is being provided by Germany.

ITI courses remain popular, 1.2L apply for admissions
Pune: Over 1.2 lakh students have applied for Industrial Training Institutes (ITI) with an intake capacity of 1.4 lakh seats this year. Applications are 10% higher in state-run ITIs as compared to private institutes. Over the past 5-6 years, ITIs have seen a rise in demand due to work opportunities. A guaranteed apprenticeship after completion of the three-year course has raised the bar. Experts said that better job opportunities after course completion, direct second-year entry to engineering courses and new-age courses in artificial intelligence, machine learning, robotics and the traditional electronic, mechanical, and information technology diploma courses were the main drivers for students to pick ITI. Directorate of Vocational Education and Training (DVET) has also announced a revised schedule for admissions to ITIs. Students can now submit their online applications till June 26. So far, over 1.39 lakh students have registered for ITI admissions, of which 1.25 lakh have completed and submitted their applications. This admission process covers 1,007 ITIs across the state, including 419 govt-run and 588 private institutes. The online application process began on May 15 . The first merit list will be out on July 9, followed by the first round of admissions between July 10 and 15. Subsequent admission rounds will go on till Aug with the final institute-level counselling round on Aug 21. Suresh Kadu, retired principal of a govt ITI in Pune, said, "Students opt for diploma, technical courses, skill-based course or vocational education after SSC. The demand for students with ITI diplomas is high in the market for a skilled workforce. Students also want these short-term courses and there is job waiting at the end of it." Affordable fees are another attraction. They range between Rs 15,000 and Rs 16,000 for govt-run institutes and private institutes charge around Rs 25,000. Student Vishal Jadhav said, "I will set up my startup in mechanics. My uncle has been in the business for over 20 years. The ITI course will qualify me to set up the business."
