The Ministry of Personnel, Public Grievances & Pensions has issued an office memorandum on providing Old Pension Scheme (OPS) benefits to the Cental Government employees who have subscribed for Unified Pension Scheme (UPS). The Department of Pension and Pensioners' Welfare (DoPPW) has issued instructions that those who opt for UPS will be entitled to benefits in the OPS under the CCS (Pension) Rules, 2021, or the CCS (Extraordinary Pension) Rule,s 2023. However, OPS benefits will be available under the specified conditions only.The instructions have been issued by the DoPPW on June 18, 2025.According to the instructions issued, central government employees who opted for Unified Pension Scheme (UPS) will get benefits under the Old Pension Scheme (OPS) if the employee dies while in government service or if discharged due to invalidation or disablement.The press release stated that 'The DoPPW issued Office Memorandum on 18 June 2025, stating has issued instructions extending the option to Central Government civil employees covered under Unified Pension Scheme (UPS) for availing benefits of the Old Pension Scheme under the CCS(Pension) Rules, 2021 or the CCS(Extraordinary Pension ) Rules, 2023 in the event of death of Government employees or his discharge from service on account of invalidation or disablement.'The DoPPW has issued a circular last year in October, 2024 clarifying that central government employees who are covered under National Pension System (NPS) can also avail the OPS benefits in certain situations.The government circular states that "Rule 10 of the Central Civil Services (Implementation of National Pension System) Rules, 2021, allows every central government employee covered under the National Pension System to choose between benefits from the National Pension System or Old Pension Scheme in the event of the death of a government servant during service or their discharge on the grounds of invalidation or disablement."According to experts, the circular dated October 25, 2024, asks the central government employees to formally opt for either NPS or OPS in case of death during service, invalidation, or disability retirement. The directive clarifies that Rule 10 applies only to employees who joined the central government service on or after January 1, 2004, and are covered under NPS. As the preparatory work on schemes for special assistance to States for capital investment by the Central government has started this month, residents and councillors in the city have demanded utilisation of the funds this year for mapping of municipal assets, existing water sewerage, storm water drainage network on GIS portal and GATI Shakti Portal to resolve civic issues. The civic body has also planned to implement a safe city street plan under the scheme for women, persons with disability and children, based on consultations with residents. Residents have complained that many civic issues about water supply and sewage have not been resolved while a few have been resolved after a delay of several weeks owing to the lack of proper mapping of the assets underground. GCC and Metrowater workers have not been able to identify the water supply lines underneath roads for resolving civic issues. Federation of North Chennai Residents Association president said drinking water has been polluted by mixing of sewage in most of the roads of north Chennai. 'Residents have complained. But the civic agencies require funds for resolving such issues. The State government should get more funds from the Central government to resolve the issue of water supply and sewage in north Chennai,' he said The northern zones of GCC are likely to benefit from the scheme for special assistance to States for capital investment by the Union Ministry of Housing and Urban Affairs for urban reforms in the year 2025 -2026. Residents have demanded the civic agencies compile baseline data for all components to be submitted in 30 days. As part of the reforms, states are expected to map, digitise existing water networks, stormwater drains and sewage network layers in GIS platform mandatorily all GIS utility maps on PM Gati Shakti portal. The funds under the scheme will also be utilised for implementation of a safe city street plan. The streets will be safer for women, persons with disability and children. The GCC will prepare a neighbourhood improvement plan focussing on utilities, schools, and infrastructure of the area for digital mapping. The scheme includes mitigation strategies for flooding. The Central government will also fund the project for rejuvenation of existing wells. In the previous Chennai Corporation Council meeting, Councillors in areas such as Adyar have spoken about the pollution of wells because of damage in the sewer network. Once the Central government provides funds under the scheme, the civic body will rejuvenate the existing wells and restore the functionality of existing wells to enhance their water storage , quality and flow in the 15 zones of the city. The Central government will carry out desilting and sediment removal, replace or repair the casting, pumping system maintenance and testing mechanism for contamination under the scheme. Similarly, GCC will develop urban forest pathways as part of urban planning reform under the scheme. The funds under the scheme will also be utilised for revitalising central business districts, historic core of state capitals. The State will incentivise revitalisation, restoring and retrofitting city cores, marketplaces of historical importance to turn them into vibrant economic cultural spaces.

New Delhi: Finance minister Nirmala Sitharaman on Friday directed senior officials of the Central Board of Indirect Taxes and Customs (CBIC) to close investigations swiftly, speed up tax refunds, and make goods and services tax (GST) registration easier. At a meeting in the capital, Sitharaman also asked the officials to resolve grievances of businesses promptly while maintaining focus on tackling tax evasion and wrongful tax credit claims. The minister reviewed the performance of Central GST and customs authorities and asked the principal chief commissioners, chief commissioners, and director generals of CBIC to enhance performance, fill vacant posts, and enhance administrative efficiency. Officials informed the minister that ₹ 2.23 trillion worth of GST evasion has been detected as of 2024-25, with voluntary payments totaling ₹ 28,909 crore. Sitharaman was engaging with the top brass of the Central government's indirect tax administration to ensure that ease of doing business and ease of tax compliance remain the guiding principle for the tax administration while also ensuring compliance. Reforms, reducing paper work for businesses, and de-regulation are top priorities for the Central government as it seeks to unlock India's unrealised economic potential. Sitharaman's budget speech on 1 February was centred around the reforms needed across sectors. The minister's address to tax officials has set a clear tone—that efficiency, accountability, and taxpayer-centricity must drive indirect tax administration, said Rajat Mohan, senior partner at chartered accountancy firm AMRG and Associates. 'The sharp rise in GST audit coverage to 88.74% and the 94.3% return-filing compliance reflects a matured compliance ecosystem. However, the vast gap between ₹ 2.23 trillion in tax evasion detected and the ₹ 28,909 crore recovered demands immediate focus on enforcement efficiency,' said Mohan. CBIC officials informed Sitharaman during Friday's meeting that the average time for resolving grievances had been reduced to nine days from the stipulated 21-day timeline, and that 95-97% of appeals are disposed of within a month. This track record has placed CBIC among the top five out of 90 Central ministries in the Centralized Public Grievance Redress and Monitoring System rankings since February 2024. The officials also told the minister the national average for monthly GST return filing stood above 94% in FY25, and that 85% of tax refund claims are processed within the statutory 60-day limit. GST audit coverage rose from 62.21% in FY23 to 88.74% in FY25. Sitharaman directed the officials to improve in performance parameters such as GST registration, processing of refunds, and handling taxpayers' grievances. 'Simplifying GST registration, clarifying documentation for principal place of business, and mandating helpdesks are much-needed reforms that will ease on-ground hurdles for taxpayers,' said Mohan of AMRG and Associates. Amit Maheshwari, tax partner at AKM Global, a tax and consulting firm, said GST audit coverage has improved significantly, with zero repeat audits in three years—a move that ensures fairness without burdening taxpayers. Sitharaman also urged customs authorities to reduce the dwell time of consignments at seaports, airports, and inland container depots for both imports and exports, and emphasised that faster cargo clearance is crucial to enhance India's global trade competitiveness and ease of doing business. The minister also directed that disciplinary proceedings against officials at different levels be concluded expeditiously.

New Delhi, The Central government on Friday extended the last date to apply for the chief information commissioner's post in the transparency watchdog Central Information Commission till this month end. The Personnel Ministry had last month sought applications from eligible candidates for the post. The last date to receive the application was June 20. "It has now been decided, with the approval of the competent authority, to extend the last date of receipt of the applications for appointment of Chief Information Commissioner in Central Information Commission up to 30th June, 2025 ," said an order from the Personnel Ministry. The terms and conditions and other eligibility criteria of the service of the chief information commissioner shall remain the same, it said. The Central Information Commission , mandated to decide appeals and complaints under the Right to Information Act, is headed by a chief information commissioner and can have a maximum of 10 information commissioners . Besides Chief Information Commissioner Heeralal Samariya, two ICs are presently working in the commission. Former IAS officer Samariya is going to complete his term later this year. The chief information commissioner, according to the RTI Act, shall hold office and shall not be eligible for reappointment. No chief information commissioner shall hold office after attaining the age of 65 years, it says. Born on September 14, 1960, Samariya was sworn in as the chief information commissioner by President Droupadi Murmu on November 6, 2023. The RTI Act provides that the chief information commissioner "shall be a person of eminence in public life with wide knowledge and experience in law, science and technology, social service, management, journalism, mass-media or administration and governance".
