Kansas efficiency panel wades through public input, creates plan to tackle transparency, access

TOPEKA — The Kansas Senate Committee on Government Efficiency dug through hundreds of online submissions Tuesday and set an agenda for the coming months tackling issues from transparency to auditing.
The meeting agenda, released Monday, said committee members would discuss suggestions received through the COGE portal, where Kansans were encouraged to share ideas to make the government more efficient.
Erickson said 3,254 submissions were made to date, with topics ranging from specific ideas about government efficiency to people who were venting frustrations. There also were a few recipes, she said.
She has read all the submissions and with the help of committee staff had winnowed the number for consideration to 349 'COGE-like submissions,' Erickson said.
The committee agreed that submissions that might not fit the COGE mission could be passed along to state agencies or others who could address the issues.
'How are we going to carve this bird today? That's the $64,000 question. There are submissions that deal with local and federal,' Erickson said. 'Our focus is not to deal with those one-offs that I would call more constituent services, someone who has a specific issue. But are there patterns?'
Setting aside those that didn't fall into the COGE focus left the committee with 349 submissions to consider. Erickson stressed that all committee members have access to the 3,000-plus submissions received and could add topics at any time.
'Identify tangible ideas,' she said. 'We want to look for things that are possibilities to take up during our next legislative session. You can start to see some themes, some natural groupings.'
To get an idea of the time involved and how to best work through the emails, the committee took about 30 minutes to look through 40 pages of submissions and then began discussions of what issues might be appropriate for COGE to consider. Eventually, they considered all 349 submissions.
The result? The committee will discuss the following broad topics in order of importance:
Transparency and ease of access
Agency workflow and interagency cooperation
Impact of third-party vendors, professional organizations and other non-government entities
Auditing process/auditing environment
State budgeting and expenditure practices
Cost and access of medical care
Procurement
As the committee reached agreement on overall categories to explore, members also looked at what would put teeth into what they're doing.
'We've got to identify it, and we've got to rectify it,' Erickson said. She also said she'd like to consider how to incentivize state agencies to become more efficient.
Sen. Larry Alley, R-Winfield, said the committee needs to consider how to enforce its work.
'If we don't put some type of penalty in there — and usually the agencies or the other groups don't respond unless It's taking care of their money — if you penalize them in some way for not doing their job, then they will correct it,' he said. 'But if you don't, they're not going to correct it.You need some teeth, and that teeth usually goes with what we only have up here and that's the only thing we have, is a budget process of money.'
Erickson agreed that accountability will be a factor in the committee's work.
'What would that look like as we identify efficiencies or waste? What was the term someone used, identify and rectify? I like that,' she said. 'What does that rectify part look like to me? That's the accountability, the teeth that we're talking about.'
Sen. Doug Shane, a Louisburg Republican, said accountability could look like training.
'We tie in whatever the legislative expectations are, as far as monitoring for waste and bloat or what have you, and come up with some very clear legislative guidelines, statutory guidelines that if they aren't followed, that maybe the quote, unquote punishment is we're going to be trained on efficient and ethical spending of taxpayer funds,' he said.
The committee agreed it would start in June by digging into the top two priorities with three agencies: the Kansas Department for Children and Families; the Kansas judicial branch, including include local sheriffs and other law enforcement agencies; and the Kansas Department of Labor.
Sen. Mike Thompson, a Johnson County Republican, said he wants the agencies to bring ideas on creating efficiencies.
'I don't want the agency to come and tell us why they can't do something,' he said. 'I want them to come with ideas, and I think that needs to be our big focus.'

It's clearly glitching. I asked Grok: Was the 2020 presidential election stolen? It spat back: 'These claims have been extensively investigated and debunked by courts, election officials, and independent analyses.' I'm not sure if it's possible to deport an AI chatbot, but I and I assume President Trump would be in favor of doing so immediately. Trump Pledges To Target Democratic Cities With ICE Raids, Social Media Calls Out His Diet Fascism
President Donald Trump, as usual, raised eyebrows and provoked outrage when he lied his way through a reporter's question about why he has pledged to target Democratic cities with his oppressive, Gestapo-like crackdown on undocumented migrants via U.S. Immigration and Customs Enforcement (ICE) during the G7 conference in Canada. 'Why are you ordering ICE to target Democratic inner cities? What's behind that?' the reporter asked, to which the stable genius who is totally not in cognitive decline responded, 'I don't know what you're saying.' 'You did a post last night where you said you want ICE to really target Democrats?' the reporter clarified (despite his straightforward question needing no clarification). That's when Trump began saying things that were certainly words, but served, as usual, to insult his political opponents, bash President Joe Biden, lie about migrants being emptied out of prisons into America, and spread misinformation about Democratic-run cities that he clearly doesn't like. 'Yeah, I want them to focus on the cities, because the cities are where you really have what's called sanctuary cities, and that's where the people are,' Trump said. 'I look at New York. I look at Chicago. I mean, you got a really bad governor in Chicago and a bad mayor, but the governor's probably the worst in the country, Pritzker. But I look at how that city has been overrun by criminals. And, you know, New York and L.A. Look at L.A. Those people weren't from L.A. They weren't from California, most of those people, many of those people, and, yeah, that's the focus. Biden allowed 21 million people to come into our country. Of that, vast numbers of those people were murderers, killers, people from gangs, people from jails. They emptied their jails out into the U.S. Most of those people are in the cities, all blue cities, all Democrat-run cities, and they think they're gonna use them to vote. It's not gonna happen.' In fact, none of that ever did happen. Trump's oft-repeated claim that nations around the globe have emptied their prisons and insane asylums and sent criminals to the U.S. is a factless assertion that Trump, apparently, conjured out of thin air. (Or he got it from whoever told him about the fictional 'white genocide' in South Africa.) As for his claim that the 'vast numbers of those people were murderers' and criminals, the data shows that nearly half of ICE detainees either have no criminal record at all or have only been convicted of minor offenses, including traffic violations. According to Reuters, 'U.S. Immigration and Customs Enforcement detention statistics show the number of detainees arrested by ICE with no other criminal charges or convictions rose from about 860 in January to 7,800 this month – a more than 800% increase.' Trump has been bloviating about undocumented migrants causing a rise in crime in the U.S. since the start of his 2024 campaign, completely ignoring the migrant crime data that says the opposite is true, as well as the data that shows violent crime in America has done almost nothing but decline over the last four or five decades. Anyway, the fine folks on X (including some Democratic lawmakers) are calling Trump's targeting of Democratic cities exactly what it appears to be: more of the diet fascist nonsense that the Trump administration passes off as a White House agenda. Some have even insinuated that Trump is just taking revenge on cities that engaged in anti-Trump 'No Kings' protests across the nation over the weekend. (Oh, come on, a sitting president would never be that childish, petty and corrupt, would they?) Check out some of the reactions below. Russia Warns Israel Over Iran Nuclear Site Strikes
Russia warned Israel against its strikes on Iranian nuclear sites, saying it puts the world on the "brink of a catastrophe". Israel has struck nuclear facilities across Iran, including at Bushehr, Natanz, Isfahan, and Arak. It accuses Iran of seeking to build a nuclear bomb. Tehran says its nuclear program is for civilian energy purposes. Maria Zakharova, spokeswoman of the Russian foreign ministry, said Moscow "calls on the Israeli leadership to come to its senses and immediately stop attacks on nuclear installations". "We are particularly concerned about the safety of the Bushehr nuclear power plant, which employs Russian specialists," Zakharova said. Iran is an ally of Russia, though Israel also has friendly relations with Moscow. Russia has been raising concerns about the potential for a strike on Bushehr. Alexei Likhachev, CEO of the Russian state atomic energy company Rosatom, said striking Bushehr could lead to a Chernobyl-like catastrophe, state media reported. Likhachev said some of the Russian nuclear specialists working at Bushehr have already been removed, though others remain there. Dmitry Peskov, spokesman for Russian President Vladimir Putin, said Israel has promised Russia that it would ensure the safety of its specialists working at Bushehr. "We maintain very smooth, trusting relations with Israel," Peskov said in an interview with RBC-TV. "Only yesterday, Putin mentioned that there is an understanding with Israel that our specialists who work in Bushehr will not be in danger and under the threat of a strike." Peskov said the safety of the Russian specialists comes from the relationship of trust with Israel. "Our dialogue with Israel and the trusting nature of this dialogue allow us to reach such understandings. This is very important," Peskov said. This is a breaking news story. Updates to follow.
