Pakistan is likely to increase its refining capacity by 15% by the year 2027 through plant upgrade projects, which are being executed under the Oil Refining Policy 2023, according to the Annual Plan for fiscal year 2025-26.
For FY26, the targets for crude oil and natural gas production have been fixed at 24.24 million barrels and 1.24 trillion cubic feet (tcf), respectively. The target for local liquefied petroleum gas (LPG) supply has been set at 0.75 million tonnes.
The shortfall in indigenous gas supplies will be bridged through liquefied natural gas (LNG) imports, which are estimated at 7.5 million tonnes. Both gas transmission and distribution companies – Sui Northern Gas Pipelines Limited (SNGPL) and Sui Southern Gas Company (SSGC) – have set goals of adding 116,270 new consumers and 2,770 km of transmission and distribution pipelines during FY26.
During the year, efforts will be made to explore 14.8 million tonnes of local coal to count on domestic production and slash the import bill.
To reduce reliance on imported fuels, which currently meet 30% of gas demand, and address infrastructure gaps, the Petroleum Division has prioritised three key initiatives for FY26, which is beginning in July. The scope of the Village Gasification project will be expanded to 81 villages near gas fields by laying 2,770 km of new pipelines.
Adaptation, resilience strategies
Under these programmes, energy efficiency projects will be kick-started during FY26. These projects include the Machike, Thalian and Taru Jabba White Oil Pipeline, which is termed environment-friendly.
Pakistan's energy sector requires a transformative approach to address the challenges of energy security, affordability and sustainability. The Integrated Energy Planning Initiative, led by the Ministry of Planning and Development, aims to reshape the energy landscape through data-driven and analysis-based decision-making and policy formulation.
During FY25, crude oil production stood at 23.55 million barrels against the target of 26.55 million barrels, while the production of natural gas was 1.08 tcf, lower than the target of 1.21 tcf.
Local LPG supply came in at 0.73 million tonnes compared to the target of 0.79 million tonnes. In the outgoing year, a total of 35 wells (14 exploratory and 21 developmental) were drilled, significantly lower than the target of 67 wells (27 exploratory and 40 developmental).
A target of 15.4 million tonnes had been set for coal exploration, of which 13.82 million tonnes were extracted, marking a 90% success rate.
To bridge the gas demand-supply gap, around 7 million tonnes of LNG is expected to be imported by June 2025 against targeted imports of 8.85 million tonnes. The goal could not be achieved due to the failure of international suppliers to deliver LNG as per contractual agreements.
Gas pipelines
During fiscal year 2024-25, SNGPL and SSGC collectively added 20,061 new consumers (including domestic, commercial and industrial) compared to the target of 68,990 consumers. The two Sui companies also added 2,254 km of transmission and distribution pipelines against the target of 3,274 km.
With the proposed allocation of Rs2,541 million for FY25, the Petroleum Division advanced activity on four ongoing projects. These included the expansion and upgrading of Pakistan Petroleum Corehouse to ensure sustainable operations and facilitate oil and gas exploration, the Strategic Underground Gas Storage project and the supply of gas to villages and localities falling within 5 km radius of gas-producing fields of SNGPL and SSGC.

NEW YORK: US natural gas futures slipped on Friday but headed for its best week in more than a month, steered by forecasts for hotter weather that should boost the amount of gas power generators burn to keep air conditioners humming. Gas futures for July delivery on the New York Mercantile Exchange fell 3.6%, to settle at $3.85 per million British thermal units (mmBtu), after hitting its highest level since April earlier in the session at $4.148. Prices were up about 7.9% for the week. 'It's hot hot hot. Not only are temperatures heating up in the United States with a major heat wave, the tensions between Israel and Iran are still hot,' said Phil Flynn, an analyst at Price Futures Group. 'With temperatures expected to reach triple digits in major cities from Chicago to the East Coast could lead to a record-breaking demand for natural gas as air conditioners will be humming.' On the geopolitical front, a week into its campaign, Israel said it had struck dozens of military targets overnight, including missile production sites, a research body involved in nuclear weapons development in Tehran and military facilities in western and central Iran. The Iran-Israel conflict has intensified supply concerns in the global gas market, fueled by fears over the secure passage of LNG cargo through the Strait of Hormuz. The Strait of Hormuz is one of the most strategically significant chokepoints in the global energy supply chain. Financial firm LSEG said average gas output in the Lower 48 US states stood at 105.3 billion cubic feet per day so far in June, which remains below the monthly record high of 106.3 bcfd in March due primarily to normal spring maintenance earlier in the month. On Wednesday, the US Energy Information Administration said energy firms pulled 95 billion cubic feet (bcf) of gas from storage during the week ended June 13. That was a little smaller than the 98-bcf build analysts forecast in a Reuters poll and compared with an increase of 72 bcf during the same week last year and a five-year (2020-2024) average of 72 bcf for this time of year. 'How long the price increase will continue depends on the realization of the heat and how long the heat will continue and how it will take a toll on the storage,' said Zhen Zhu, managing consultant at C.H. Guernsey and Company in Oklahoma City. 'If the summer weather turns out to be normal, we may end up with a record storage level at the end of the injection season, which will put a cap on prices,' he added. Meanwhile, Freeport LNG has requested a 40-month extension from federal regulators to complete the long-delayed Train 4 expansion at its Texas export facility, aiming to bring the project online by December 1, 2031, according to a filing.

PHOTO: file Listen to article Banks have failed to achieve the target for extending credit to farmers as they have been able to disburse only 54.3% in fiscal year 2024-25. During the year 2023-24 (Jul-Feb), five major commercial banks had a lending target of Rs1,147 million, but they provided only Rs753.9 million, or 65.7%. Total disbursement of agricultural credit remained at 63.8% in FY24 and 54.3% in FY25. For fiscal 2025-26, the lending target has been set at Rs2,599.9 million, revealed the Annual Plan 2025-26. The government had allocated funds under the FY25 Public Sector Development Programme (PSDP) for food and agriculture-related schemes in different divisions, with the Ministry of National Food Security and Research getting the highest allocation of Rs23,928 million for 26 projects (18 ongoing and eight new) out of a total cost of Rs201,650 million. In FY25, the production of major crops was affected negatively as compared to the previous fiscal year. Different factors contributed to the dismal performance, especially changes in weather patterns, low wheat prices, delayed payments to sugarcane growers and sluggish disbursement of agricultural credit for buying inputs. In the outgoing fiscal year 2024-25, the production of gram and lentil fell significantly short of targets due to the contraction in cultivation areas. Potato and onion crops, however, performed strongly, surpassing both area and production targets. Mash production showed improvement while tomato harvest was a bit short of the goal. Overall, the data reflects strong growth trends in vegetable crops while pulse production remained a challenge due to the limited area under plantations along with other issues. Urea output had been on a consistent decline over past years and, therefore, the target for FY26 has been set at a moderate level. Di-ammonium phosphate (DAP) fertiliser offtake increased slightly in FY25 to 901,000 tons while SOP/MOP fertilisers surpassed the target. Keeping in view the overall position, the total offtake in FY26 is expected to remain around 4.077 million tons. Wheat seed requirement in FY26 is estimated at 1,165,500m tons. Cottonseed availability in FY24 was 25,424.6m tons. However, for 2024-25, the requirement was 54,672m tons, against which the availability was quite low. Paddy seed availability surpassed the requirement during FY25, however, maize faced a significant shortfall and it is expected that the situation will persist in future as well In Kharif sowing season, water availability for irrigation during FY25 remained adequate when compared with a year earlier. Keeping in view the trend, the target has been set at 63.8 million acre feet (MAF) for the upcoming year. In Rabi season, water availability decreased from 31.7 MAF in FY24 to 30.6 MAF in FY25. However, it is expected that the availability may increase to 31.8 MAF in FY26. Overall, water availability for irrigation was adequate during both seasons. Meat production remained a bit lower at 5.967 million tons during 2024-25 as compared to the target of 6.138 million tons, with almost steady growth in mutton and poultry output. Milk production rose during 2024-25 as compared to a year earlier. Similar improvements were found in the case of eggs, hides, skins and wool. Owing to the steady improvement, targets for all these components have been set a bit higher for 2025-26. In the background of ongoing initiatives and the prime focus of the Ministry of National Food Security on sub-sectors, it is anticipated that programmes for 2025-26 will involve supporting agricultural productivity through technology, enhancing livestock development and promoting research and innovation. Salient development initiatives will commence in the coming year alongside already running ones by the Ministry of National Food Security. The initiatives include the establishment of seed certification laboratories in Khuzdar, Turbat and Loralai and the National Oilseed Enhancement Programme.

TotalEnergies CEO expects to restart Mozambique LNG project this summer

TOKYO: TotalEnergies expects its $20-billion Mozambique liquefied natural gas (LNG) project to resume development 'this summer', Chief Executive Patrick Pouyanne said on Wednesday. He was asked about the timing during a session at the Japan Energy Summit in Tokyo. Covered by force majeure since 2021, following insurgent attacks, the project includes development of the Golfinho and Atum natural gas fields in the Offshore Area 1 concession and the building of a two-train liquefaction plant. WGC-TotalEnergies CEO will propose lifting force majeure on Mozambique LNG project The project will have a capacity of 13.12 million metric tons per annum. TotalEnergies is the project's operator with a stake of 26.5%, followed by Mitsui & Co. with 20%, while Mozambique's state-owned ENH has 15%. Indian state firms and Thailand's PTTEP own the rest.
