After 9K domestic violence calls in 2 years, Warren PD unveils Operation Cycle Break

WARREN, Mich. (FOX 2) - Warren police have responded to over 9,000 calls related to domestic violence in the past two years.
"We've learned that a clear majority of cases in our city have had a domestic violence nexus - including many of our homicides," said Warren PD Commissioner Eric Hawkins.

Domestic violence is a crime that's often underreported and often a generational, vicious cycle."Children who grow up in an abusive home often learn to accept those patterns of behavior," said Dr. Sharman Davenport, Turning Pointe Macomb. "They either use anger and abuse as a way of coping and controlling their world, or in other cases, they may become the victim, because that's what they've seen."
"How can we break the cycle? That's where we came up with this name," Hawkins said.
It is called Operation Cycle Break — uniting police, prosecutors, judges, researchers at Wayne State University and counselors at Turning Point to tackle domestic violence.
The help provides everything from ensuring survivors have immediate support, to making mandatory counseling a bail condition.
"We've never seen anything like this, I've never seen anything like this," said Chief Judge John Chmura, 37th District Court. "And I don't know of any court that's done anything like this in my 29 years in the bench,"
In the past when police would follow up on reports of domestic violence, it would just be through a phone call. Now with Operation Cycle Break, they are meeting in person.
"It's going to change the way they approach domestic violence cases and it will really help survivors feel important," said Dr. Davenport. "They'll feel what's going on with them is a crime and that somebody's willing to step up and do something about it."
They say it has already seen positive results. Since the initiative launched around 30 days ago, the city has seen more warrant requests granted, enrolled 20 defendants into counseling — and reached 37 survivors who may have previously slipped through the cracks.
"This will make a huge difference in the lives of survivors in Warren," Davenport said. "Because now they will have the opportunity to be heard and make sure their cases move forward."

A Florida man has been arrested for allegedly breaking into a stranger's house and staying for days to avoid his 'angry' wife. When deputies arrived, around 10pm, the officers found Jocelyn Charles inside, with the 44-year-old allegedly admitting to breaking into the property days ago. 'Deputies went to the residence and found Joe inside, cooking, and he had just finished filling the tub for a bath,' the sheriff's office wrote in a bizarre June 15 Facebook post announcing the arrest, replete with Goldilocks jokes and bear puns, as well as the hashtag #IfJoeIsConvictedHeWillSpendTimeBehindTheGuiltyLocksAndTheThreeBars, and an image of a man being arrested who appears unrelated to the actual suspect. 'We assume the bath temperature was not too hot, nor too cold, but juuuuust right,' the post added. Police said that upon entering the residence, they saw the stove was in use, lights were on, and a cellphone was also plugged into a wall outlet, according to an arrest affidavit obtained by The Independent. 'Jocelyn advised he had been inside of this residence for approximately four days utilizing water and electricity without the authorization of the home owner,' the affidavit reads. The sheriff's office, in the Facebook post, provided additional information about the unusual circumstances of the alleged break-in. 'Joe told deputies that he had gotten in a fight with his wife, and he didn't want to go home, so he chose to burgle someone else's home instead,' the sheriff's department added. 'It's one of those things where you just have to grin and bear it.' The 44-year-old has been charged with unarmed burglary and petit theft. He has no prior theft arrests, according to the affidavit. Charles remains in custody and has a $10,000 bond on the burglary charge and a $250 bond on the petit theft charge, police told The Independent. A 2022 ACLU report identified the Polk County Sheriff's Office as having a record of civil rights violations and racial profiling, leaders making anti-immigration statements, and inhumane conditions in jail.

Palouse woman confesses to fatal crash near Davenport
Jun. 17—A Palouse woman who admitted to causing a crash last summer that killed three Davenport men was sentenced to more than a year in jail. Jade A. Ellsworth, 29, pleaded guilty to vehicular homicide Monday afternoon in Davenport's Lincoln County Superior Court. Ellsworth was slated to begin a jury trial on June 25, but she confessed after reaching a tentative plea agreement. Ellsworth was initially arrested on three charges of vehicular homicide in connection with the deaths of Alan Kysar, 26, Braedon Efraimson, 26, and Blake Wilson, 24, court documents said. The victims' families had advocated that Ellsworth face a single count with the concern of affecting her 6-year-old daughter. Court documents revealed that in June 2024, Ellsworth collided with a vehicle occupied by Kysar, Efraimson and Wilson at the intersection of Harrington-Tokio and Mohler roads south of Davenport after failing to yield at a stop sign. Ellsworth told authorities she didn't see the stop sign due to the glare from the sun and driving in an unfamiliar area. Court documents said Ellsworth had been traveling around 65 mph in an area with a posted 50 mph speed limit following GPS directions to Lake Chelan. Investigators determined drugs and alcohol weren't factors in the crash. Court documents indicate Ellsworth was operating a vehicle without a valid driver's license. During the hearing, family of the victims testified to the great deal of turmoil that losing sons, brothers and active members of the Davenport community has caused.

One year ago, a shooting at the Juneteenth celebration between two groups over a social media post injured multiple people and killed two mothers, Lyndsey Vicknair and Ara Duke. They were caught in the crossfire. Nearly 10 people have been arrested in connection with the shooting. What they're saying On Wednesday afternoon, Old Settlers Park was still quiet as crews set up the stage for this year's Juneteenth celebration. For Round Rock Mayor Craig Morgan, it does not go unnoticed that in this year's celebration, there is also a sense of heaviness. "It's something that you'll never forget, you know, serving in this seat," said Morgan. "The last thing you want is to have a loss of life when you're the mayor." This weekend, Mayor Morgan feels confident about bringing the celebration back. "I trust our PD more than anything," said Morgan. "I know what kind of work they do, just kind of with like the investigations. I know they worked tirelessly and still are working tirelessly." Police have arrested seven people in connection with the shooting. "We're not going to stop," said Round Rock Police Chief Allen Banks. "This case just doesn't stop because we have those seven in custody. Anybody that was involved in this tragic incident will be held accountable, and we won't stop until we have everybody that was involved." Banks said attendees can expect to see his officers at Old Settlers. "We'll be out, our presence will be known," said Banks. "We'll be out there with the crowd and walking around the event. At 7:30 p.m. on Saturday, June 14, the celebration will pause for a video to remember the victims, followed by two beams of light pointing to the heavens. "We're not going to let evil stop what we're doing," said Banks. "We're a great community, we're a great city with great events and our presence will be known, and again, anybody that decides they want to come out and disrupt a great family fun event, we're going to be there." The celebration will be moved to Yonder's Point at Old Settler's Park due to construction. It begins on Friday, June 13, with a barbecue.
