TOKYO, May 30 (Bernama) -- The Kuala Lumpur Declaration on the Safe and Responsible Use of Social Media Platforms for ASEAN will be formally adopted during the upcoming 47th ASEAN Summit in October 2025, said Communications Minister Datuk Fahmi Fadzil.
He said the declaration was initiated and led by Malaysia and endorsed at the recent 17th Conference of the ASEAN Ministers Responsible for Information (AMRI) on May 7.
'Through this declaration, ASEAN further strengthens its collective efforts to promote responsible online behaviour among its citizens and to build a people-centred, digitally resilient community,' he said in his ministerial statement at the 2025 Asia-Pacific Telecommunity Ministerial Meeting (APT-MM) here today.
Fahmi also noted that Malaysia is exploring the establishment of an ASEAN Toolkit for Online Safety, which aims to bring together practical resources and best practices from ASEAN member states to address online safety challenges unique to each country.
'It will serve as a guiding document for sharing knowledge and experiences, enabling member states to learn from one another and strengthen regional efforts to combat fake news, misinformation, disinformation, and mal-information, all of which contribute to online harms and exploitation across the region,' he said.
Fahmi also highlighted that to promote accountability among online platforms, Malaysia has introduced a Regulatory Framework for Internet Messaging Service and social media service providers, requiring service providers with eight million or more users in Malaysia to apply for Application Service Provider (ASP) Class Licence under the Communications and Multimedia Act 1998.
This policy, effective since January 2025, ensures that major platforms comply with our laws and take greater responsibility for managing harmful content, he said.
In the meantime, the minister reaffirmed Malaysia's commitment to ensuring universal access, technological equity, and environmental sustainability in the digital domain.

He said this was exemplified during a recent meeting with ConocoPhillips chairman and chief executive officer Ryan Lance, where he wore a traditional Iban outfit gifted to him earlier by Works Minister Datuk Seri Alexander Nanta Linggi. "So I told him (Ryan) about Sarawak, about the beauty of the culture, that's what we have to do. "And I take great pride as a Malaysian to speak to one of the great multi-billion dollar companies, probably one of the biggest oil companies in the world and number one in the United States," he said. Meanwhile, Anwar also announced that he will meet with Indonesian President Prabowo Subianto this Friday to discuss a proposal for Sarawak to be positioned as a hub for the Asean Power Grid (APG). He said Sarawak, with its strengths in hydroelectric, gas and hydrogen energy, has the potential to spearhead the APG, not only by linking to Sabah and Indonesia's Kalimantan, but also extending to the southern Philippines.

Anwar urges restraint after US attack on Iran's nuclear sites
Prime Minister Anwar Ibrahim said the US's involvement in the Iran-Israel conflict is only worsening the situation. PETALING JAYA : Prime Minister Anwar Ibrahim has raised concerns over the escalating conflict between Iran and Israel after US forces struck three of the republic's nuclear sites. Anwar stressed that for genuine resolution, pressure must be placed on Israel to stop its provocative and violent actions against other nations. 'When they launch attacks and kill the people of Iran, there will inevitably be retaliation. Our position is one of fairness. 'In Gaza, the killings continue and it includes women and children. Now Israel is attacking Iran, which has decided to fight back. The involvement of outside powers, including the US, is only worsening the situation,' he told reporters after an event in Kuching today. Anwar, who also serves as finance minister, warned that a closure of the Strait of Hormuz would have dire consequences on the global economy. 'To me, what matters most are human lives and justice. 'The question is, if Iran is not allowed to respond, why allow Israel to (continue) acting in such a manner?' he said. Earlier today, AFP reported US president Donald Trump as saying that 'Tehran's nuclear programme had been obliterated' after US forces struck three Iranian nuclear sites – Natanz, Isfahan and Fordow – in a 'very successful attack'. After days of deliberation and long before his self-imposed two-week deadline, Trump's decision to join Israel's military campaign against Iran represents a major escalation of the conflict. In a speech that lasted just over three minutes, Trump said Iran's future held 'either peace or tragedy', and that there were many other targets that could be hit by the US military. Yemen's Houthis had said they will target US vessels and battleships in the Red Sea if the Trump administration gets involved and continued to support the Israeli attack on Iran, according to a statement published on a Houthi spokesman's official Telegram account.
