CM Majhi announces ‘36 for 36' strategy for Viksit Odisha, vision document soon

BHUBANESWAR: Chief Minister Mohan Charan Majhi on Wednesday announced that Odisha's growth transformation journey will be accelerated by launching a strategic initiative '36 for 36' by identifying 36 flagship initiatives aimed at making a significant impact in key sectors by 2036.
Presiding over the meeting of the council of ministers, the chief minister said, for the centenary celebrations of formation of the state in 2036, the government has taken an ambitious resolve to make Odisha a prosperous and developed state. This will also help in achieving the goal of making India a developed nation by 2047.
The council of ministers decided that 'Odisha Vision 2036 and 2047' document will be finalised in consultation with public representatives, common citizens, members of civil society and intellectuals at various levels in the next 15 days by organising regional workshops at four different locations in the state.
The chief minister said the government has started preparing for 'Odisha Vision 2036 and 2047' from August 2024. Inclusion, prosperity and wellness are the three pillars which form the basis of this vision document.
To achieve GSDP target of $1.5 trillion by 2047 and to contribute 5 per cent to India's GDP, he said, Odisha needs to exceed and accelerate the rate of economic growth it has achieved so far.
Majhi said it would be possible to finalise the draft through the well-thought-out advice and guidance of the council of ministers and accordingly an implementation plan will be charted for successful execution of the targets laid down in the Vision Odisha 2036 and 2047 documents.
He stressed the need for prioritising the infrastructure growth and suggested special plans for expansion of roads and railways networks, ports and air connectivity.
Chief secretary Manoj Ahuja briefed about the need for export-oriented manufacturing to achieve rapid economic growth rate and the need for deregulation, decriminalisation and digitisation for ease of doing business.

He also said that from Paradip to Jajpur, the industrial sector is expanding in the state. "This is benefiting the minerals and port economy in Odisha. The state is rapidly moving towards becoming India's petrochemical hub," the PM said. Modi, who released the Odisha Vision 2036 and 2047 documents prepared by the state govt, appreciated the fact that the BJP govt is not limited to just one year's achievements or thinking about five years. "It is working on what will happen in Odisha's development road map for the coming decades. The state govt has made a special plan for when Odisha will be 100 years old in 2036. The govt also has a road map for 2047, when the country completes 100 years of independence," he said. Adding that many challenges have been identified, the PM said, "I have firm faith. "Delaying and obstructing simple development projects was the hallmark of the Congress development model," Modi said. Pointing out that the country has broadly witnessed the BJP's development model in recent years, with several states electing BJP govts for the first time, he said in all such states not only has the govt changed, but a new era of social and economic transformation has also begun. He gave the example of Assam, which was marked by instability, separatism and violence a decade ago, and Tripura, which was lagging behind in development. "Today, Assam is on a new path of development… After decades of Leftist rule, people gave BJP a chance for the first time in Tripura. Everyone was troubled by violence and corruption. Since BJP got the opportunity to serve, Tripura is becoming an example of peace and progress," he said. Returning to Odisha, Modi said the state has also faced numerous problems for decades. The poor and farmers were not receiving their due rights. "Corruption was rampant, and many areas in Odisha were falling behind in development. These challenges became Odisha's misfortune. To address these challenges, the BJP govt has worked with full strength over the past year. The double-engine development is showing its benefits," he said. Modi said Odisha has a large tribal population, but unfortunately in the past, the tribal community faced neglect, backwardness, poverty and deprivation. "The party that ruled for a long time used the tribal community for political purposes without providing them development or participation," he said.

Majhi said that within 140 days, the state govt executed several investment MoUs, launching 56 enterprises with investments totalling about Rs 1.80 lakh crore. "Under your (PM's) guidance, we have been working tirelessly every moment for the service of the people of Odisha for the past year. Our programmes continue uninterrupted, keeping in mind the four groups you mentioned — the poor, farmers, women, and youth. In our govt's first year, we have achieved many milestones," Majhi said. "Our govt has organised 10 employment fairs thus far, providing jobs to 28,346 young men and women," Majhi said.

On May 24, chief minister Mohan Charan Majhi had announced an ambitious plan to boost Odisha's urbanisation rate from the current 17% to 40% by 2036 and 60% by 2047. The announcement, made during the 10th governing council meeting of NITI Aayog in New Delhi, detailed the govt's urbanisation plan which includes developing a massive 7,000sqkm metropolitan region – comparable to the size of the Hyderabad Metropolitan region – encompassing Bhubaneswar, Khurda, Jatni, Cuttack, Paradip and Puri. Tired of too many ads? go ad free now When it comes to urbanisation, of all the infrastructural facilities that require attention and expansion, an airport is one of most important structures that plays a key role. And in the aftermath of the plane crash in Ahmedabad airport last week, focus on aviation-related infrastructural facilities has become paramount. "The existing airport in Bhubaneswar, despite recent upgrades, is approaching saturation, struggling to accommodate growing passenger traffic and bigger aircraft and large cargo operations. The proposed metropolitan area's economic potential, coupled with increasing tourism and business activities, demands a new and strategically located airport outside Bhubaneswar," former Air India pilot and BJD leader Manmath Routray said. The state budget in Feb had proposed to establish a greenfield airport in Paradip to accelerate growth in industry and to further expand the aviation map across industrial clusters in coastal areas. A greenfield airport in Puri has also been planned. The previous BJD govt had planned the Shree Jagannath International Airport in Puri. As per the plan, considering Bhubaneswar's saturation, Puri was planned to become fully an international airport and Bhubaneswar fully domestic. Recently Majhi also discussed expediting work on the proposed airport in Puri and upgrading the existing one in Rourkela. Routray added that a new airport would not only decongest the existing facility but also catalyse economic growth across the planned metropolitan region. "The project aligns with Odisha's vision of becoming an economic powerhouse in eastern India," he said. The Biju Patnaik International Airport (BPIA) operates over 100 flights daily on an average and more than 35,000 flights annually. In 2013, the Airports Authority of India (AAI) had planned a comprehensive expansion plan requiring 64 acres of additional land. The primary objective was to extend the runway from 9,000ft to 10,500ft, which would have enabled the airport to accommodate bigger aircraft like Boeing 777, 787 and 747, along with special cargo planes. Despite multiple negotiations spanning several years, the state govt's offer in March 2017 fell short of the requirement. It proposed allocating only 47 acres of land, currently under the control of Odisha University of Agriculture Technology (OUAT), against the required 64 acres. This land shortage then prompted AAI to reconsider its expansion strategy. Airport authorities have indicated that the existing runway is sufficient for current commercial operations, leading the AAI to shift its focus towards improving infrastructure and passenger services instead. "To expand the existing runway from 2274 meters to over 3000 meters, we need land in length and not in width. We can get 47 acres from OUAT but require another 17 acres that need to be acquired by displacing a part of Baramunda village," BPIA director Prasanna Pradhan said. But even if a new airport comes up, there will be mushrooming of houses and towers and other structures - which may pose a threat to aircraft - around it. "Expanding an airport or constructing a new one will boost growth and that will also lead to growth in other sectors, like real estate for instance. In case of Delhi's IGI airport as well, there are residential areas along Dwarka and Vasant Kunj end. Even the airport in Bengaluru, which is situated around 40 km from the township, now has houses coming up near it," hotelier Debashis Patnaik said. While the runway expansion plan is facing a dead end for now, BPIA is set to get a third terminal to enhance domestic operations. The proposed terminal (T3), to be constructed over a 30,000 square metre area, may pave the way for segregated handling of arrivals and departures. Currently, BPIA operates with two terminals - T1 for domestic flights and T2 for international operations.
