LG orders dissolution of Delhi Medical Council over ‘irregularities'

New Delhi: Lieutenant governor VK Saxena on Tuesday ordered the dissolution of Delhi Medical Council (DMC), citing alleged misuse of the authority and irregularities.
He directed the health department to initiate steps for a new council.
The director general health services (DGHS) is expected to take over the registrar's responsibilities temporarily.
Former DMC president Dr Arun Gupta supported the decision, noting that most council activities had ceased due to the registrar's absence. The council's term was to end soon.
Gupta mentioned that the only allegation against the council concerned exceeding its authority regarding the registrar's extension.
He noted the medical community's surprise, particularly as the matter is still before the high court.
The LG's order said: "I perused the proposal regarding dissolution of DMC for a specified period under Section 29 of the DMC Act, 1997. It is observed that the health department rightly pointed out the irregularity wherein the DMC unilaterally extended the retirement age of the registrar from 60 to 65 years without govt approval and further extended his term by one year with effect from Dec 1, 2024."
The order noted, "Additionally, in response to the showcause notice, dated Feb 6, 2025, the DMC merely stated that Dr Tyagi resigned with immediate effect but did not address the unauthorised extension, which resulted in Dr Tyagi serving over five years beyond the normal retirement age."
Council executive member Dr Ashwini Dalmiya stated that the dissolution was based on the registrar's extension, which was implemented by the previous council (2014-2019) and communicated to Delhi govt in 2019.
The current council granted a one-year extension under the DMC Act section 36, which Delhi govt supported in their high court affidavit. He questioned govt's decision, noting the absence of evidence for financial irregularities and the pending court decision on Dr Tyagi's extension.
The order also stated that two ex-officio members of DMC may continue in the council and DGHS may be assigned the responsibilities of Registrar for the intervening period.
DMC elected member Dr Harish Gupta asked govt to establish a board of experienced individuals to manage DMC and hold elections by Oct. He called for an investigation into the misconduct.

As the Canadian authorities have not yet released an official statement, the exact cause of her death remains unknown. As part of her professional experience, she had worked as a business development intern in DP Jindal Groups, a quality control intern in Enviro Lab and a market research associate in Jasper Colin Research. Indian Student Deaths Abroad This came nearly two months after another student, identified as 21-year-old Vanshika Saini, was found dead under mysterious circumstances in Canada's Ottawa after going missing since April 25. Vanshika's body was reportedly found near a beach after a hunt. Prior to that, Harsimrat Randhawa, a 21-year-old Indian student, was killed in Canada after she was fatally struck by a stray bullet after shots were fired by a car occupant, as she was waiting at a bus stop on her way to work. A high-profile case emerged in March as Sudiksha Konanki, a 20-year-old University of Pittsburgh student from India, who went missing during a spring break trip to the Dominican Republic. Konanki was a citizen of India and a permanent resident of the United States. According to sources, she disappeared while walking on the beach at a hotel in Punta Cana, La Altagracia province, east of the Dominican Republic. She was last seen on March 6, 2025, at 4:50 am on the beach of the Riu Punta Cana Hotel, according to Spanish media eports. The parents of Sudiksha Konanki have requested the Dominican Republic police to declare her dead, as per a US media report. With 3,200 students living at the hostel in the Maulana Azad Medical College (MAMC) in Delhi, which can accommodate only 200 students, L-G V K Saxena and Chief Minister Rekha Gupta Thursday directed the Public Works Department (PWD) to immediately prepare a comprehensive plan to accommodate at least 4,000 students and doctors. The directions came as the L-G and the CM, along with Health Minister Pankaj Kumar Singh, held an emergency meeting on Thursday to review the security, infrastructure, and amenities at MAMC, Lok Nayak Hospital, G B Pant Hospital (GIPMER), and Guru Nanak Eye Centre Complex. The meeting was attended by the deans, directors, and other senior officials from the departments concerned. 'It emerged during the meeting that an extremely serious situation had arisen over the past few years, concerning security of students and doctors, acute shortage of accommodation, crumbling civil infrastructure, and severe lack of space due to encroachments…,' said the L-G office in a statement. According to officials, the medical complex was established in 1958 with a strength of 200 students, while the current strength is more than 3,200. 'This has led to a situation where, in a room meant for double occupancy, as many as 6-7 students are staying, leaving zero room for even a study table. Similarly, because of a lack of space, resident doctors were forced to sleep and rest in corridors and outside nursing stations,' said an official. Officials from the L-G office said that the PWD, which had to develop sufficient accommodation for students and residents, had not been able to do anything till now, because land meant for expansion was allegedly captured by encroachers and land mafia. In addition to this, the existence of certain Archaeological Survey of India-protected monuments near the complex had made the situation even more challenging because of the unavailability of permission for construction and repair by the ASI. 'Dean (MAMC) pointed out that in 2023-24, a three-month window was provided by the ASI to carry out necessary repairs and maintenance work in the existing structures. However, this could not be done due to funds not being sanctioned by the then government, and MAMC was forced to carry out minor repairs by way of crowdfunding,' the official said. It was also brought to the notice of the L-G, CM, and the Minister that the buildings were in an extremely dilapidated condition, with chunks of plaster and concrete often falling off, threatening the safety and life of students and doctors. If repairs are not carried out immediately, a mishap could take place, said officials. The L-G and the CM also directed the Delhi Police to immediately ensure adequate security presence on the campus and act against anti-social elements, who, the students had pointed out, were threatening them. 'Police were directed to ensure immediate and stringent action against bootleggers and drug cartels on campus. All land-owning agencies, along with hospital authorities, were directed to immediately carry out a survey of land allotted to these medical institutions and identify the encroachment thereon… As religious structures are encroaching, the department concerned was asked to refer the matter to the religious committee,' said the official. The Municipal Corporation of Delhi (MCD) and the Education Department were directed to issue notices to schools illegally operating out of the complex. The ASI was asked to act against encroachers on monuments protected by it, said officials. Further, the departments concerned have been asked to submit action taken reports, along with pictures, to the L-G, CMO, and Health Minister periodically.

New Delhi: The Delhi government has assigned the responsibility of doctors' registration in the national capital to the Directorate General of Health Services (DGHS), Health Minister Pankaj Singh said on Wednesday. The move comes following the dissolution of the Delhi Medical Council (DMC). "In light of the Lieutenant Governor's decision to dissolve the DMC, we have transferred its powers to the DGHS, which will now act as the registrar for doctors in Delhi," Singh said. Lt Governor V K Saxena approved the proposal for the dissolution of the DMC after allegations of irregularities. He has also directed the health department to reconstitute the DMC within two months. Singh said, "Any irregularities or corruption within the DMC -- whether procedural or financial -- will also be thoroughly investigated." Officials from the health department had sent a proposal to Saxena seeking control of the body under Section 29 of the DMC Act, 1997. The DMC is a statutory body responsible for regulating the practice of medicine in the national capital and ensuring that private doctors follow ethics. Meanwhile, speaking on the issue of counterfeit cancer medicines , the minister said the government has gone into alert mode after receiving complaints about fake drugs circulating in the market. "160 samples of cancer medicines were collected randomly from across the city and sent for lab testing," the minister told PTI. "We have collected samples from 160 locations. The test results are expected in three to four days. If any sample is found to be fake, strict legal action will be taken," he said. He urged cancer patients in Delhi, "Please ensure you are buying from genuine sources. If you suspect any fake or duplicate medicines, report them to us immediately - we will take strong action against those involved."
