Legal foundation key to Sarawak–federal talks on Petronas-Petros, says Deputy Premier

Borneo Post09-05-2025

Dr Sim points out that the issue of oil and gas sovereignty involves what he described as 'Sarawak's big money for the next 100 years', and that the rule of law will determine Sarawak's position in this century-long strategic game.
KUCHING (May 9): The ongoing negotiations between the Sarawak government, the federal government, Petronas, and Petroleum Sarawak Berhad (Petros) hinge critically on establishing a solid legal foundation, said Deputy Premier Datuk Amar Dr Sim Kui Hian.
He pointed out that the issue of oil and gas sovereignty involves what he described as 'Sarawak's big money for the next 100 years', and that the rule of law will determine Sarawak's position in this century-long strategic game.
'This year, the Sarawak government's revenue is RM15.8 billion – equivalent to 15 years of Penang's income or five years of Selangor's. That's the gap,' he said, in a See Hua Daily News report.
He candidly remarked that the agreement currently being negotiated with the Prime Minister Datuk Seri Anwar Ibrahim, even if only at a preliminary stage, could already bring Sarawak RM10 billion in cash – an amount that surpasses the total property value of Kuching, Sibu and Miri combined.
He said this was merely 'the initial funding', noting that the real value lies in Sarawak's rich and strategically important natural gas reserves.
'We are the fifth or sixth largest natural gas reserve in the world. This money is not just for now — it is money with far-reaching implications for the next hundred years,' he said when officiating at the Borneo Eco Show 2025 at the Borneo Convention Centre Kuching (BCCK) today.
Touching on medical research, Dr Sim highlighted that since the establishment of Clinical Research Malaysia in 2012, Sarawak has successfully attracted over RM1.5 billion in medical research investments and created around 3,000 high-paying jobs.
He emphasised that Sarawak now leads the nation in First-in-Human (FIH) clinical trials.
In 2023, Malaysia recorded six such trials – five of which were from Sarawak. Notably, the Sarawak General Hospital (SGH) has been recognised by international pharmaceutical giant Roche as the only medical institution in Southeast Asia qualified to conduct cancer clinical trials.
Dr Sim also cited Singapore as an example of what not to blindly follow in urban development.
He shared that during a visit with Premier Datuk Patinggi Tan Sri Abang Johari Tun Openg to Singapore's Ang Mo Kio area in 2022, they learned that the Singapore government had removed a previously cemented river and restored it to its natural state, as the concrete structure had caused fish and birds to vanish.
'Our drains aren't cemented, not because we're advanced, but because we couldn't afford it. But in the end, we preserved the natural rivers, which turned out to be an advantage,' said Dr Sim.
He stressed that urbanisation should balance sustainability with livability, and mistakes made by others need not be repeated.
With a touch of wit, he added: 'If others have already gotten cut by the knife, we don't need to slash ourselves again.' Dr Sim Kui Hian oil and gas Petronas Petros

Court Of Appeal Overturns High Court Order Compelling MACC To Furnish Favourable Facts To Company Director

REGION - CENTRAL > NEWS PUTRAJAYA, June 23 (Bernama) -- The Court of Appeal today overturned a High Court decision that had ordered the Malaysian Anti-Corruption Commission (MACC) to provide a written statement containing favourable facts to company director Datuk Seri Sim Choo Thiam in relation to four graft charges involving RM15 million. A three-member panel led by Justice Datuk Hashim Hamzah, ruled unanimously that the High Court was wrong in compelling the prosecution to furnish facts that are favourable to the defence. He said the High Court also erred in its decision that Section 51A(1)(c) of the Criminal Procedure Code (CPC) stands on the same legal footing as Section 51 of the CPC. bootstrap slideshow Sitting with Justice Hashim were Justices Datuk Azizul Azmi Adnan and Datuk Faizah Jamaludin. The court allowed the prosecution's appeal to set aside the High Court's order, reinstating the Sessions Court's decision that had rejected Sim's request for the statement. Section 51 pertains to summonses for production of documents or other things, while Section 51A (1) (c) requires the prosecution to provide the accused, prior to trial, with a written statement of any facts that are favourable to the defence. The Sessions Court has fixed June 30 for mention of Sim's graft case. On May 10, 2023, Sim, 55, was charged with allegedly soliciting a RM15 million bribe from Hep Kim Hong, the managing director of Asia Coding Centre Sdn Bhd, through Syed Abu Zafran Syed Ahmad, as an alleged inducement for former minister Datuk Seri Hamzah Zainuddin to award projects to the company. He was also charged with three counts of accepting RM15 million in bribes from the same individual as an inducement for Hamzah to do similar things. The offences were allegedly committed at two different locations - Shaas Holdings office and a parking lot at Solaris Dutamas, Jalan Dutamas 1, Kuala Lumpur, between June and July 2021.

Terengganu backs CCUS industry for local economic gains

KUALA TERENGGANU: The Terengganu government will extend its full cooperation to the federal government in developing the carbon capture, utilisation and storage (CCUS) industry in the state, said Menteri Besar Datuk Seri Dr Ahmad Samsuri. He said that as the hub for this emerging industry, the state government will ensure that it brings tangible benefits, particularly to the people of Terengganu. 'We are still in discussions with Petronas (the operator), and through our GLCs (government-linked companies), the state government is moving towards that (the implementation of the CCUS). 'What we want now is maximum benefit for Terengganu, not just to serve as a host site, but to ensure that the state government and the people of Terengganu gain from it,' he told reporters after the opening ceremony of the East Coast Energy (ECE) 2025 Conference at the Islamic Civilisation Park Convention Centre here today. Earlier, Terengganu Yang Dipertuan Muda, Tengku Muhammad Ismail Sultan Mizan officiated at the opening of the ECE 2025 Conference, which will run for two days. In March, Parliament approved the CCUS Bill 2025, paving the way for increased investment and economic growth.

AMESU signs 6 landmark deals to raise plantation wages

SHAH ALAM: The All Malayan Estates Staff Union (AMESU) marked a historic milestone today by signing six Collective Agreements (CAs) simultaneously with plantation sector employers. The signing ceremony, which was witnessed by Human Resources Minister Steven Sim Chee Keong, involved representatives from the Malayan Agricultural Producers Association (MAPA), IOI Group of Companies, Dara Lam Soon Sdn Bhd, Arah Kawasan Sdn Bhd, HK Gua Musang Sdn Bhd, and YPJ Plantations Sdn Bhd. In his speech, Sim noted that AMESU, established in 1927, is one of the country's oldest trade unions, representing over 5,000 workers, while MAPA serves as the umbrella body for 120 major plantation companies nationwide. 'This ceremony marks an extraordinary achievement in the history of workers' rights, as this is the first time six collective agreements have been successfully signed simultaneously,' he said. He noted that the agreements are expected to boost worker welfare and enhance productivity across the plantation sector. Under the new agreements, all AMESU members will receive salary increases of up to 12 per cent. Interestingly, Sim said the increment is retroactive, effective from Jan 1, which means that workers will also receive backdated payments ranging from RM3,000 to RM10,000, depending on their job grade, years of service, and allowance structure. Furthermore, he said workers covered under the agreements between AMESU, MAPA, and the six plantation firms will no longer be subject to the minimum wage threshold of RM1,700 per month. 'Instead, the agreed salary structure sets a new starting wage at RM1,800 per month, which is higher than the current minimum wage,' he added.
