Haryana chief secretary Anurag Rastogi to get extension in service

The Haryana government has decided to seek extension in service for 1990 batch IAS officer and incumbent chief secretary Anurag Rastogi, thus allowing the officer to continue to hold the charge of chief secretary from July 1.
A communication recommending extension in service will be sent to the Centre shortly. Rastogi, who was appointed as chief secretary in February this year, is due to retire on June 30.
The All-India Service (death cum retirement benefits) Rules, 1958, provide for six months of extension in service for chief secretary with the prior approval of the Appointments Committee of the Cabinet (ACC) of the central government.
Sources said that the issue of Rastogi's extension in service was discussed at the concerned levels and it was decided to grant him extension in service.
Rastogi's batchmate and Himachal Pradesh chief secretary Prabodh Saxena was also granted a six-month extension in service by the ACC of the central government in March this year, two days before he was to superannuate.
Saxena was given extension in service by the central government despite the fact that the Central Bureau of Investigation had named him an accused in the INX Media case in a chargesheet filed before a special court in 2019 after obtaining sanction for prosecution under Section 19 of the Prevention of Corruption Act.
Similarly, Odisha chief secretary Manoj Ahuja, also of 1990 batch, who was to retire in December 2024, was given one-year extension in service by the central government from January 1, 2025, on the recommendation of the state government.
Rules provide for a maximum of six months' extension
Rule 16 (1) of the All-India Service (death cum retirement benefits) Rules, 1958, provided that a member of the Indian Administrative Service holding the post of chief secretary to a state government may be given extension of service for a period not exceeding six months on the recommendations made by the concerned state government with full justification and in public interest, with the prior approval of the central government.
However, the central government has been giving extensions to IAS officers beyond the six-month period in relaxation of the rules. Former Uttar Pradesh chief secretary Durga Shankar Mishra, who was given three extensions by the ACC and remained chief secretary for about 30 months, was probably a standout example.
According to gradation list of Haryana IAS officers, Sudhir Rajpal of the 1990 batch is the senior most as per the inter-se seniority, followed by Sumita Misra, Anurag Rastogi, Anand Mohan Sharan and Raja Sekhar Vundru. A dispute has been raised by the 1990 batch IAS officers regarding the inter-se seniority, which remains unadjudicated.
When 1989 batch IAS officer Vivek Joshi, who was then the incumbent chief secretary, was appointed as Election Commissioner in February this year by the central government, the Nayab Singh Saini government appointed Rastogi as his successor by not following the seniority principle.
Prior to that Rastogi was also given the interim charge of chief secretary for a few days after the retirement of TVSN Prasad and before Joshi joined as chief secretary in November 2024. Rastogi was later posted as financial commissioner, revenue (FCR) and also held the important charge of additional chief secretary, finance and planning. He still holds the charge of finance and planning departments.
The office of the FCR is regarded as next only to the office of the chief secretary and the officer appointed as FCR is generally regarded as the successor of the incumbent chief secretary.

'We identified sensitive locations at the foothills where there are farming fields. Personnel from security forces are with the farmers in the valley to ensure that there are no clashes,' a senior officer aware of the matter said on condition of anonymity. 'Orders have been issued for the security forces, primarily CRPF, to remain on guard in the hills too. They will ensure that there are no armed people hiding. On both sides of the hills and the valley, there are personnel of the Manipur police along with the paramilitary forces.' Another reason behind the posting of security personnel at these flash points stems from the ongoing talks between Kuki insurgent groups under Suspension of Operations (SoO) and the Centre over the renewal of the peace pact. Earlier this month, the ministry of home affairs (MHA) resumed talks with the insurgent groups and are discussing new ground rules before taking a call on renewing the peace agreement, which has been strongly objected by Meitei groups. The tripartite SoO agreement –– signed by the Centre, the Manipur government and Kuki militant groups in August 2008 –– has been renewed every year until February 28, 2023, when it was kept in abeyance. The renewal process was halted over allegations against cadres of SoO groups indulging in ethnic clashes in Manipur and training village defence volunteers. The SoO groups have denied both charges. Just last week, clashes erupted between Meitei and Kuki communities in the same foothill area as farmers went to a land that Kukis said belonged to them. 'It is a coincidence that it is the rice sowing season and talks are also ongoing. Farmers will have to go to their fields near the foothills, which is a vulnerable area. There will be groups trying to politicise the situation by fuelling violence, so, the government is providing security to the farmers,' the officer cited above said, adding that the move is a precautionary measure. Following Thursday's attack, Meitei umbrella group COCOMI demanded adequate security for farmers in the foothills. 'This appears to be a deliberate act of provocation an attempt to instil fear among farmers and destabilize peace in the valley. Our farmers must be protected, not persecuted,' COCOMI convener Khujairam Athouba said. 'The current security line must be shifted to ensure this. Deployment of two additional companies for regular mobile patrolling is necessary, while existing static posts must remain in place. The affected farming areas must be declared a 'No Arms Zone' with shoot-at-sight orders against any unauthorized armed intruders to deter further attacks.'

Separatist's health failing, Kashmir leaders urge Centre for compassion

Several political leaders from Kashmir on Friday expressed concern over the deteriorating health of separatist leader Shabir Shah, currently incarcerated in Tihar jail. Former J&K chief minister Mehbooba Mufti called for compassion from the Centre, saying: 'Shabir Shah, incarcerated in Tihar jail for a considerable period, is reportedly suffering from prostate cancer and is in urgent need of surgery. Deeply unfortunate that the courts have barred his family from being present during his treatment.' She also urged Union Home Secretary Govind Mohan to intervene on 'humanitarian grounds' and ensure that Shah's family be allowed to be by his side. Shah was arrested in an alleged terror funding case in June 2019. However, he has spent considerable time in jail over the last 30 years, and his latest bail plea was rejected by the Delhi High Court on June 12. In his Friday sermon at Srinagar's Jamia Masjid, Mirwaiz Umar Farooq also highlighted Shah's medical condition and made an appeal to the Centre not to make 'the process the punishment' for 'Kashmiri political prisoners'. 'Yesterday, I spoke to his wife, who told me that the family's bail plea citing his serious medical condition, too, has been rejected, and that she does not know how to help him,' he said. People's Conference president Sajad Lone also urged compassion in Shah's case, saying that he is suffering from life-threatening ailments that need medical intervention. 'The best way would be to involve his family. He would want to be near his loved ones when he is wheeled in for surgery. He is more than 75 years of age,' Lone said.

Patole & Patel slug it out as sparks fly over graft

Nagpur: The ongoing slugfest between former Maharashtra Congress president Nana Patole and former Union civil aviation minister Praful Patel reached a flashpoint on Friday after the former accused Patel of being responsible for irregularities during his 2011–12 tenure in the UPA govt. Patole's reply came days after Patel termed him as "chillar (petty)" leader, claiming he was being sidelined in Congress after stepping down as MPCC president. Their rivalry began after Patole caused a major upset by defeating Patel, a heavyweight candidate in 2014 Lok Sabha polls. Interestingly, Patole was a Congress MLA from Sakoli when Patel was aviation minister and both were in the same govt. Citing objections raised by the Accountant General at the time, Patole claimed Patel cleared questionable civil aviation deals without consequence. "Despite audit red flags, no action was taken. Now, those individuals enjoy protection under the BJP-led Centre. Why was Air India sold off and what's the job of the civil aviation ministry now," he asked at a packed press conference here on Friday, demanding a fresh audit and parliamentary probe into the disinvestment. Talking to reporters, Patole also accused Election Commission of India (ECI) of colluding with the Centre to erase electoral accountability. He condemned a May 30 circular by the ECI instructing state CEOs to destroy all polling-related CCTV footage and documents within 45 days of polling. "This is the first time in independent India that critical poll evidence is being legally destroyed. Citizens would access these materials to challenge outcomes. That right is gone now," he said. He cited a December 2024 ruling by the Punjab and Haryana High Court that mandated preserving such records and accused the Centre of acting in haste. "Within 48 hours of the ECI's letter to the govt, Rule 93 of the Conduct of Election Rules was amended. This cannot be coincidental, it proves collusion," Patole said. Calling the change "a murder of democracy in broad daylight," Patole questioned the surge in vote count on counting day. "At 5 pm there were 40 lakh votes. By evening, it was 76 lakh. When I asked the ECI to explain, they remained silent." The Sakoli MLA further demanded accountability from the Centre following a recent Air India crash in Ahmedabad that claimed over 270 lives. "When 26/11 happened, Congress took moral responsibility by taking resignation from then chief minister Vilasrao Deshmukh and deputy CM RR Patil. Today's rulers must do the same."
