Nalini Atul takes charge as KKRDB secretary

Nalini Atul, a 2014-batch IAS officer of the Karnataka cadre, assumed charge as Secretary of the Kalyana Karnataka Region Development Board (KKRDB) at its headquarters in Kalaburagi on June 19. The post was vacant after IAS officer M. Sundarash Babu was deputed to the Central Government. Prior to this appointment, Nalini Atul was serving as the Deputy Commissioner of Koppal. Originally from Bihar, Nalini Atul holds a degree in Electrical Engineering. His past assignments include serving as CEO of the Raichur Zilla Panchayat, Chairperson of the Karnataka School Examination and Assessment Board, and Controller of Examinations for KPSC. He had served in Kalaburagi as the Additional Commissioner of the Department of School Education from October 22, 2019, to January 27, 2022, and now returns to the city in a new capacity. In addition to his administrative responsibilities, Nalini Atul has played key roles in various education initiatives. Currently, he serves as a member of the subject-based task force established under the State Education Policy Commission to study and report on various aspects of school education in Karnataka. Additionally, he has served as the head of a sub-committee formed by the Department of Women and Child Development to develop the Early Childhood Care and Education (ECCE) curriculum and assessment framework for children aged 3 to 6 years, as well as to recommend improvements to anganwadi centres. He has already submitted the report to the government of Karnataka. Upon assuming office, Nalini Atul affirmed his commitment to the comprehensive development of Kalyana Karnataka. 'In consultation with the Board Chairman, members, and the Deputy Commissioners and CEOs of zilla panchayats from all seven districts of the region, we will ensure that the funds allocated by the State Government are effectively utilised for the betterment of Kalyana Karnataka,' he stated. Present at the occasion were KKRDB Deputy Secretary Manjunath Swamy G.N., Additional Director Praveen Priya David, Executive Engineer Vijaykumar Patil, Financial Controller Akkanagamma, Under Secretary Prakash Kudari, and other officials and staff.

Justice N. Tukaramji of Telangana High Court on Thursday (June 19, 2025) issued notices to senior IAS officer Naveen Mittal and three others in a criminal petition filed by an octogenarian Shanti Agarwal seeking a direction to set aside a trial court order which kept in abeyance criminal action against four of them. The petitioner, represented by her son Atul Agarwal, wanted the HC to dismiss the order of the 12th Additional Chief Judicial Magistrate. The trial court passed the order in a case filed by Shanti Agarwal to take cognisance of the charges against the IAS officer and three others in a land related matter. According to the petitioner, she purchased an evacuee property of 5,262 square yards of land in Nanalnagar of Gudimalkapur in Hyderabad in 1965. She contended that IAS officer Naveen Mittal in 2011 while serving as Hyderabad district Collector gave No Objection Certificate to some persons unconnected to the said land. She claimed that she had moved the HC which dismissed the NOC issued by Naveen Mittal and recommended disciplinary action against Mittal and some other Revenue officials accused of involvement in issuing the NOC. Meanwhile, the trial court passed an order keeping in abeyance the action of taking cognisance of the charges against the IAS officer and others. Challenging this, the petitioner filed criminal petition. In a related development, Justice K. Lakshman of the HC issued notices to the Chief Secretary, Naveen Mittal and R. Keshavulu (Inspector in Land Survey and Records department) in a writ petition filed by Shanti Agarwal. In this petition, she sought a direction to Chief Secretary to prosecute Naveen Mittal and R. Keshavulu in the backdrop of a single judge order to initiate disciplinary action against them. The petitioner contended that she represented to the Chief Secretary to prosecute Naveen Mittal in the backdrop of the HC single judge pronouncing order to initiate action against him in issuing NOC over her land at Nanalnagar.

MoD review of Defence Acquisition Procedure 2020

NEW DELHI: The Defence Ministry has initiated a comprehensive review of the Defence Acquisition Procedure (DAP) 2020 to align it with existing policies and initiatives of the government. The ministry on Thursday said that a committee headed by the Director General (Acquisition) has been constituted to carry out extensive deliberations with all stakeholders. Dipti Mohil Chawla is Additional Secretary and DG (Acquisition). 'The ministry has also appointed former IAS officer Apurva Chandra (1980 batch), who has previously served as DG (Acquisition), as the Principal Advisor to the committee,' a statement said. The panel has already begun consultations and invited suggestions from stakeholders by July 5. The aim of the review is to meet the 'operational requirements and modernisation of the armed forces' in a timely manner to ensure national security, according to the defence ministry.

Union Home Minister Amit Shah on Thursday said soon a time would come when those speaking English in the country would 'feel ashamed'. Shah, who was speaking at a book launch event here, said those who do not speak Indian languages cease to remain fully Indian and that India cannot be understood through 'foreign languages'. 'Hum sab ke jeevan mein, iss desh mein, angrezi bolne waalon ko sharm aayegi, aise samaj ka nirmaan ab door nahi … Aur main maanta hoon, hamare desh ki bhashayein hamari sanskriti ka gehna hain … hamare desh ki bhashaon ke baghair hum Bharatiya hi nahin rehte. Hamara desh, iska itihas, iski sanskriti, hamara dharm, isko samajhna hai to koi videshi bhasha mein nahin samajh sakte (In our lifetime, we will see a society in which those speaking English will feel ashamed, that day is not far … I believe that the languages of our country are the ornament of our culture. Without them, we would not have been Bharatiya. Our country, its history, its culture, our Dharma, if these have to be understood, it cannot be done in foreign languages),' Shah said at the launch of <Main Boond Swayam, Khud Sagar Hoon, authored by IAS officer Ashutosh Agnihotri. The Home Minister said India could not be imagined in its entirety through 'half-baked foreign languages'. 'Only Bharatiyata can help us do it, only Bharatiya languages can do it. I know that this fight is tough, but I strongly believe that Bharatiya society will win this fight.' 'Once again, with pride, we will run our country using our languages; we will think, research, find solutions and also lead the world,' Shah said. In recent years, the BJP-led government at the Centre has found itself in the middle of language rows involving the DMK-led government in Tamil Nadu, which has accused it of Hindi imposition. The Centre has denied this, saying the three-language formula does not make Hindi compulsory. Shah, however, spoke of Indian languages without going into which language can be a link language in a linguistically diverse country.

Panel formed to review Defence Acquisition Procedure 2020: Defence ministry

A committee led by the Director General (Acquisition) has been established to conduct detailed deliberations with stakeholders for a full review of the Defence Acquisition Procedure (DAP) 2020, the Ministry of Defence announced on Thursday. The objective of the review is to enhance the pace of armed forces modernisation and meet national security requirements more efficiently, while also aligning the acquisition framework with central government policies supporting self-reliance in defence manufacturing. Aligning DAP with Atmanirbhar Bharat and Make in India The ministry noted that the review aligns with the government's broader goal of achieving Aatmanirbharta and promoting the Make in India initiative. Originally launched in September 2020 by Defence Minister Rajnath Singh, DAP 2020 was intended to bolster India's domestic defence manufacturing capabilities and position the country as a global production hub. Following the declaration of 2025 as the 'Year of Reforms,' the defence ministry initiated this 'comprehensive review' to reflect current government priorities. The newly formed committee includes senior defence ministry officials, industry stakeholders, and representatives from academia. Former DG (Acquisition) and retired IAS officer Apurva Chandra has been appointed as Principal Advisor to the committee. The committee has already begun consultations and has invited stakeholder suggestions by 5 July. Objectives of the review The review aims to: Support Aatmanirbharta by promoting indigenous technology and locally designed systems Foster Make in India through manufacturing partnerships, joint ventures, and technology transfers Attract foreign OEMs by aligning procedures with FDI norms Establish India as a hub for global defence manufacturing and MRO (Maintenance, Repair, and Overhaul) The revised framework is expected to support defence start-ups, innovators, and private players to integrate local technologies and strengthen India's R&D ecosystem. Feedback sought on key reforms The ministry has sought public input on areas including: Procedural streamlining and ease of doing business Trial and post-contract protocols Fast-track acquisitions Categorisation improvements Adoption of emerging technologies such as artificial intelligence Language clarity and procedural transparency in the DAP Background: DAP evolution since 2002 India's defence procurement framework dates back to 2002 and has been revised periodically to boost domestic capacity. In 2019, then Defence Minister Rajnath Singh approved the formation of the Main Review Committee under Apurva Chandra to draft the current DAP 2020. Following extensive consultation, DAP 2020 came into force on 1 October 2020, incorporating feedback from a broad spectrum of stakeholders.
