
TEP Requests Rate Review to Support Safe, Resilient, Reliable Service

Tucson Electric Power has proposed new rates that we project would increase residential customer bills by about 14 percent when they take effect. That would be less than the level of inflation since 2021, the year used to set our current rates.
The proposed rates are needed to recover investments in grid upgrades and new energy resources. They also reflect the impact of inflation on the cost of maintaining TEP's top-tier reliability in the face of more extreme weather.

TUCSON, Ariz., June 17, 2025--(BUSINESS WIRE)--Tucson Electric Power (TEP) has requested regulatory review of new, higher rates that would take effect in September 2026.
TEP's proposal would increase typical residential bills by about 14 percent. That would add about $16 per month, on average, for households with median usage of 638 kilowatt-hours (kWh) per month. The month by month impact would be higher in the summer and lower in the winter, and customers who use more energy would see higher impacts.
The proposed rates would recover increased costs and necessary investments since 2021, the last year reflected in current rates. TEP has invested about $1.7 billion since then to maintain reliability, improve resiliency and serve customers' expanding energy needs.
Key investments:
Energy grid upgrades and technology improvements: TEP operates a large, complex system that serves more than 452,000 customers and spans 1,155 square miles. Maintaining reliability requires ongoing maintenance and upgrades to approximately 5,100 miles of transmission and distribution lines, more than 4,300 miles of underground distribution lines, more than 107,000 poles and transmission structures, and more than 120 substations. Our proposed rates reflect more than $900 million invested since 2021 in critical infrastructure, communications equipment and other technologies that have helped TEP achieve top-tier reliability metrics for 12 years straight.
Reliability reserve: TEP's new Roadrunner Reserve battery energy storage system will begin commercial operations this month, helping us provide reliable, affordable energy during peak usage periods. This 200-megawatt, 800 megawatt-hour system in southeast Tucson will allow expanded use of clean, affordable solar energy while helping to protect customers from fuel price volatility, keeping rates more stable over time. The proposed rates would recover about $350 million invested in this critical new energy resource.
A more secure system. The proposed rates reflect recent investments in new IT systems and upgrades that support smart grid operations and TEP's expanded participation in regional energy markets. They also support safer, more secure facilities to protect against increasing physical- and cyber-security threats.
Inflation Impact
Consumer prices have increased 15 percent since 2021, impacting all aspects of our business, including labor, services, materials and equipment. TEP has sought to mitigate that impact by leveraging strong relationships with suppliers and working more efficiently whenever possible.
"Keeping our commitment to safe, reliable service has required us to continue reinforcing and modernizing our infrastructure to meet our customers' needs, even as we have been confronted by escalating prices, rising interest rates, strained supply chains and other economic challenges," Gray said.
More Support for Our Most Vulnerable Customers
We've proposed updating TEP's Lifeline program, which provides a flat discount to qualifying residential customers, with a tiered structure that offers much larger discounts to the most vulnerable customers.
Customers with incomes between 101 percent and 200 percent of the federal poverty level would receive a discount of about 20 percent, or about $25 per month on average. Customers with lower household incomes would receive a 50 percent discount, or about $63 on average.
More Gradual Changes
TEP's proposed rates include an Annual Rate Adjustment Mechanism that would allow more gradual rate changes in the future.
This formula rate mechanism would allow for the elimination of certain other surcharges on TEP's bills. All costs would remain subject to ACC oversight to ensure that only necessary, cost-effective investments and prudently incurred expenses are recovered.

Today's filing begins an extensive public review process. The Arizona Corporation Commission will set hearing dates and provide other opportunities for public input prior to a decision.

Upper Westside development on Natomas farmland to be considered by planning commission
Farms versus future growth — it's a debate in Sacramento County that will be up for a vote next week. Developers want to build thousands of new homes on property that's outside the designated urban area. The land is on the west side of South Natomas between I-80 and the Sacramento River. Three decades ago, this land, within sight of Downtown Sacramento, was spared from urban development and set aside specifically for farming and wildlife habitat. Now, developers have submitted plans called the Upper Westside to build new homes and businesses on these 2,000 acres. Former Sacramento Mayor Heather Fargo is now president of the Environmental Council of Sacramento and is leading opposition to the project. "This project is huge. It's frankly the size of Galt. It is 25,000 people, over 9,000 housing units, 3 million square feet of commercial," Fargo said. Fargo calls the area "prime foraging habitat." Josh Harmatz lives along Garden Highway, which runs parallel to the river, and is concerned that all the new homes and businesses will triple the traffic on the narrow two-lane levee road. "There's just no room and there's no shoulder for this amount of traffic," Harmatz said. Project supporters say the development will create much-needed new housing for the Sacramento region. Plans also include four new schools, 83 acres of new commercial businesses, ten parks, and its signature feature — a tree-lined canal that can be used for recreation. "It's an extraordinary proposal that aligns seamlessly with the county's vision for smart, sustainable planning," said Nick Avdis, Upper Westside land use attorney. Opponents say the development would wipe out decades of efforts to preserve open space, protect wildlife, and support farming in Natomas. "We were doing great plans for 25 years, and this particular project is against all of them," Fargo said. The Sacramento County Planning Commission is scheduled to consider the Upper Westside project at its meeting Monday night. The plan would also need to be approved by the county Board of Supervisors before building could begin.

Mortgage interest tax deduction: How it works and when it makes sense
When you file your income tax returns each year, the mortgage interest deduction (MID) can be one of the most valuable benefits of homeownership. Or it can be worthless. That contradiction exists because the value of the MID depends on whether your itemized deductions exceed the standard deduction, and that depends on how much mortgage interest you paid during the year, your other deductions, and your standard deduction for your filing status and the tax year. How to claim the home mortgage interest deduction Should you buy a home to get the mortgage interest deduction? FAQs Mortgage interest is generally tax deductible. However, you should be aware of some important rules, limits, and exclusions before you claim this deduction on your tax returns. The federal Tax Cuts and Jobs Act of 2017 (TCJA) limited the MID to interest paid for the first $750,000 of mortgage debt for loans originated after Dec. 15, 2017. Previously, the limit was $1 million of mortgage debt. For married couples filing separately, those limits are cut in half. The TCJA continued to allow mortgage interest for both a primary residence and a second home to be deducted, but the new law excluded interest paid for home equity loans or home equity lines of credit (HELOCs) unless the funds were used to build, buy, or make significant improvements to the home that secures the loan. Previously, interest paid for up to $100,000 of home equity debt could be deducted regardless of how the funds were used. The previous rules are still important because the TCJA is scheduled to sunset at the end of 2025. After the 2025 tax year, the previous rules will again be in effect unless Congress extends the TCJA MID provisions or makes other changes to the MID. To claim the MID, you'll have to itemize your deductions on your tax returns. Itemizing can be complicated and generally makes sense only if your deductions exceed your standard deduction, which is available if you choose not to itemize. For the tax year 2024 — which you will file in 2025 — the standard deduction for most taxpayers is $14,600 for individuals, $29,200 for joint tax filers, and $21,900 for heads of household. Those amounts are "indexed" (i.e., adjusted) for inflation, so they can and typically do change from year to year. Before the TCJA changed the rules at the end of 2017, the standard deduction for most taxpayers was $6,500 for individuals, $13,000 for joint filers, and $9,550 for heads of household. The higher amounts will be in effect until the TCJA through the 2025 tax year unless Congress extends the standard deduction provisions of the law or makes other changes to the standard deduction. Since the standard deduction is indexed for inflation, it's impossible to predict in advance what the amounts will be for 2026 or subsequent years. If you itemize your deductions, you may be able to deduct some or all of your property tax as well as your mortgage interest on your tax returns. The property tax deduction could help you boost your itemized deductions to exceed your standard deduction and make itemizing worth the effort. There's also another reason the value of your MID may vary from year to year: With a typical fixed-rate mortgage, the interest portion of your monthly mortgage payment — the part that may be tax-deductible — gets smaller as a portion of your payment over time. A smaller deduction may diminish your tax savings. The MID is part of the federal tax code. State tax codes typically also allow this deduction. Special rules may apply if you rent out your home for part of the year or use part of your home as a home office for business purposes. As a general rule, the more income you earn and the bigger your mortgage is, the more valuable the MID may be for you if you itemize your deductions and your itemized deductions exceed the standard deduction for your filing status for a given tax year. That said, the MID shouldn't be a reason to get a bigger mortgage — or any mortgage — if you can't afford the monthly payment or you're not financially comfortable with the payment, the other costs of owning a home, and all your other expenses. If you are going to buy a home and itemizing your deductions makes sense for you, the MID could be a nice tax-saving opportunity to take advantage of. For most borrowers, you can deduct interest payments on up to $750,000 of home loan debt in 2024 — including your primary mortgage and any second mortgages, such as home equity loans and HELOCs. If you're married filing separately, your mortgage interest is tax deductible on up to $375,000 of mortgage loan debt. No, you are not limited to deducting $10,000 of mortgage interest. As long as you itemize your tax deductions, you can deduct interest paid on up to $750,000 of mortgage debt (or $375,000 if you're married filing separately). You can still deduct mortgage interest if you opt to itemize your tax deductions rather than take the standardized deduction. Interest paid on home equity loans and HELOCs are no longer deductible unless you use these second mortgages to buy or build a house, or to make significant home improvements. This rule is in effect through the end of 2025.
