UN experts urge release of Azerbaijani rights defender

GENEVA: Four UN special rapporteurs on Monday demanded the release of Azerbaijani rights defender and climate advocate Anar Mammadli, who has been in detention for more than a year.
Mammadli was detained on April 29, 2024. His arrest was one of a series which critics said undermined Azerbaijan's credibility as a host of the United Nations COP29 climate change conference in November last year.
Mammadli chaired the Election Monitoring and Democracy Studies Centre, which reported irregularities during the February 2024 presidential elections in the tightly controlled, oil-rich nation.
His arrest also came after he participated in events at the UN Human Rights Council, the special rapporteurs said in a statement.
"Defending human rights should never be considered a crime," the experts said.
"There are serious concerns that Mammadli's detention and prosecution may be in retaliation for his human rights work and his engagement with UN mechanisms," they said.
Mammadli risks up to eight years behind bars on smuggling charges, which rights groups claim are bogus.
"Civic participation, independent election monitoring, and cooperation with international mechanisms are the foundation of democratic societies," the experts said.

"Criminalising these activities undermines the rule of law."
The statement was issued by the special rapporteurs on human rights defenders, on freedom of peaceful assembly, the right to freedom of opinion and on health.
They called on Azerbaijan to respect due process, guarantee Mammadli's fundamental rights and provide him with appropriate medical care.
They also urged Baku to end all forms of intimidation against rights activists.
UN special rapporteurs are independent experts appointed by the Human Rights Council to report their findings. They do not speak for the United Nations itself.

Beed man arrested for snatching gold chains
Pune: The Dighi police arrested Siddharth Jadhav (24) of Shirur in Beed district for snatching gold chains from women and men, all warkaris, during the palkhi procession of Sant Dnyaneshwar Maharaj around 9am on Friday on Pune-Alandi Road. The Dighi police recovered 10 gold chains worth Rs9 lakh from his possession. Police said that a 60-year-old warkari from Panvel raised an alarm after Jadhav snatched his gold chain. Police personnel on bandobast duty as well as people apprehended Jadhav on the spot. "After apprehending Jadhav, we found 10 gold chains with him. We took him to the police station and waited for complaints from the people. Within a few minutes, eight women and a man walked into the police station with their complaints stating that someone snatched their gold chains taking advantage of the crowded situation. Our team showed them the recovery, and all of them identified their jewellery," an officer from Dighi police said. "Jadhav came to Pune from Beed to snatch chains from the warkaris during the annual pilgrimage to Pandharpur. We suspect that he might have snatched more chains. We are questioning him on this," the officer said. OSHEC without a permanent vice-chairperson for around a year
Bhubaneswar: The Odisha State Higher Education Council (OSHEC) has not had a permanent vice-chairperson for nearly a year. Also, the term of the council's 15 members ended this year. The council became headless after the tenure of OSHEC vice-chairman Asoka Kumar Das ended in Aug last year. He received an extension before leaving office. To manage the affairs, higher education secretary Aravind Agrawal is in-charge of the council. The council's main mandate is to develop policies, educational reform-based schemes, and advise the state govt on achieving excellence and inclusivity in the higher education process and student outcomes, according to the OSHEC Act. The council also takes up a coordinating role with state universities for novel higher educational reform initiatives, depending on the need. It initiates and executes state-specific quality initiatives and brings together vice-chancellors and other eminent academicians on one platform to come up with common innovative solutions on issues. Jayanta Mohapatra, former vice-chancellor of Berhampur University, said the council has a big role in preparing a common syllabus for undergraduate courses, conducting academic audits, monitoring research works, and scrutinising Mukhyamantri Research Innovation (MRI). Patil writes to CM on mining scams, BJP questions timing
Bengaluru/Raichur: Law minister HK Patil has written a detailed letter to chief minister Siddaramaiah expressing deep concern over the govt's failure to act on thousands of illegal mining cases that allegedly led to a loss of Rs 1.5 lakh crore between 2007 and 2011. In a seven-page letter dated June 18, Patil criticised the "administrative apathy" in handling these cases and called for stern action against the culprits and recovery of lost public wealth. He reminded Siddaramaiah of the 320-km foot march to Ballari in 2010 against illegal mining when the Congress was in opposition. Patil, who headed the cabinet sub-committee on illegal mining during Siddaramaiah's previous term (2013–18), noted in the letter that only 7.6% of more than 12,000 registered illegal mining cases have been investigated so far. "In just 2 per cent of these seven per cent, which means in only 0.2 per cent of the total number of cases, verdicts have come and cases have seen a conclusion," he further added. In Raichur, Patil on Saturday said, "I have brought it to the notice of the CM about what has to be done. The letter is written in the interest of the state and its people. The chief minister has seen the letter and has taken the matter seriously."
